港區(qū)地理信息共享服務(wù)平臺設(shè)計與開發(fā)

【摘要】:面對經(jīng)濟(jì)社會的不斷發(fā)展,我國先后在“十一五”、“十二五”期間就國土資源信息共享服務(wù)平臺建設(shè)進(jìn)行了詳細(xì)的規(guī)定。目前我國大部分省市都建立了國土資源遙感監(jiān)測“一張圖”地理信息共享平臺,為我國國土資源事業(yè)的發(fā)展提供了很大的幫助。作為我國重點發(fā)展的沿海主要港口,日照港區(qū)位優(yōu)勢顯著,發(fā)展迅速,但由于缺乏統(tǒng)一的標(biāo)準(zhǔn)體系和共享管理機制,很多部門和單位為了自身的發(fā)展組織人員對自己業(yè)務(wù)范圍內(nèi)的數(shù)據(jù)進(jìn)行采集和處理,由此造成了港區(qū)內(nèi)系統(tǒng)重復(fù)建設(shè),共享機制不完善導(dǎo)致信息化程度低、數(shù)據(jù)冗余等問題。本文針對以上問題,提出了日照港“一張圖”地理信息共享平臺,以該平臺為研究對象,建立了港區(qū)基礎(chǔ)地理信息數(shù)據(jù)分類和編碼的標(biāo)準(zhǔn),為港區(qū)基礎(chǔ)信息測繪、數(shù)據(jù)處理和入庫提供依據(jù);提出了地圖數(shù)據(jù)格式轉(zhuǎn)化方法和專題圖制作方法,基于該方法對種類繁多的基礎(chǔ)地理信息數(shù)據(jù)進(jìn)行了處理,按照《1:500地形圖圖式》制作了港區(qū)地理要素符號,參照國內(nèi)外成熟的地圖制作實例,進(jìn)行了港區(qū)地圖的配色,并對制作完成的地圖進(jìn)行了制圖綜合處理;針對制作完成的專題地圖,按照數(shù)據(jù)庫屬性數(shù)據(jù)入庫要求進(jìn)行了圖層屬性結(jié)構(gòu)表的設(shè)計,為空間數(shù)據(jù)庫建設(shè)提供支持;為避免平臺之間不能進(jìn)行數(shù)據(jù)共享,編寫了本平臺嵌入其他應(yīng)用系統(tǒng)接口,從而避免了資源浪費;開發(fā)完成了基于B/S模式的港區(qū)地理信息共享平臺和基于C/S模式的數(shù)據(jù)庫管理系統(tǒng),從而實現(xiàn)了數(shù)據(jù)處理、展示、查詢、管理一體化集成,為港區(qū)地理信息共享服務(wù)。建立港口資源信息共享“一張圖”,使得不同單位的人員可以使用同一套數(shù)據(jù)來了解港區(qū)中不同地理信息資源的分布狀況,同時利用數(shù)據(jù)庫技術(shù)實現(xiàn)特殊資源的實時動態(tài)顯示,逐步形成空間數(shù)據(jù)的信息化,為真正實現(xiàn)資源共享、信息產(chǎn)業(yè)化做出貢獻(xiàn)。
[Abstract]:In the face of the continuous development of economy and society, the construction of land and resources information sharing service platform has been stipulated in detail in the period of the 11th Five-Year Plan and the 12th Five-Year Plan in China. At present, most provinces and cities in China have established the "one map" geographic information sharing platform for remote sensing monitoring of land and resources, which provides a great help for the development of land and resources in our country. As the main coastal port of our country, Rizhao Port has obvious location advantage and rapid development. However, it lacks a unified standard system and shared management mechanism. For the sake of their own development, many departments and units organize personnel to collect and process the data in their own business scope, which results in the repeated construction of the system in the port area, the imperfection of the sharing mechanism leads to the low level of informatization and the redundancy of the data, and so on. Aiming at the above problems, this paper puts forward the "one map" geographic information sharing platform of Rizhao Port. Taking the platform as the research object, the standard of classification and coding of the basic geographic information data of the port area is established, which can be used as the surveying and mapping of the basic information of the port area. Data processing and storage to provide the basis; The transformation method of map data format and the method of making thematic map are put forward. Based on this method, various kinds of basic geographic information data are processed, and the geographical element symbols of port area are made according to < 1: 500 topographic map schema >. With reference to the mature map making examples at home and abroad, the color matching of the map of the port area is carried out, and the cartographic generalization of the completed map is carried out. According to the requirement of database attribute data, the design of layer attribute structure table is carried out according to the completed thematic map, which provides support for the construction of spatial database. In order to avoid the data sharing between platforms, the platform is embedded in other application system interfaces, thus avoiding the waste of resources. The GIS sharing platform based on B / S mode and the database management system based on C / S mode are developed, which can realize the integration of data processing, display, query and management, and serve the sharing of geographical information in Hong Kong. The establishment of "one map" for information sharing of port resources enables people of different units to use the same set of data to understand the distribution of different geographical information resources in port areas, and to realize the real-time and dynamic display of special resources by using database technology. Gradually form the information of spatial data, for the real realization of resource sharing, information industrialization.
