【摘要】：土地作為人類生產(chǎn)生活中重要的自然資源,在人類發(fā)展中發(fā)揮重要的作用。近年來,土地資源的不合理開發(fā)已經(jīng)可持續(xù)發(fā)展產(chǎn)生了嚴(yán)重影響,并且土地資源的需求與供給態(tài)勢會隨著城鎮(zhèn)擴(kuò)張進(jìn)程的加快進(jìn)一步凸顯。眾多學(xué)者已經(jīng)就土地資源進(jìn)行科學(xué)管理,促進(jìn)社會經(jīng)濟(jì)又快又好發(fā)展進(jìn)行了研究。在此背景下,土地管理部門開展了新一輪土地利用總體規(guī)劃(2006年一2020年)的編制。在當(dāng)今經(jīng)濟(jì)飛速發(fā)展的條件下,傳統(tǒng)的土地利用規(guī)劃方法已經(jīng)不能滿足土地工作的需要,用人工繪制地圖和紙質(zhì)文檔的方法不能有效的對土地資源進(jìn)行管理,并且保存和查閱也比較困難。如何利用地理信息技術(shù)和理論的發(fā)展,實(shí)現(xiàn)對未來土地利用狀況進(jìn)行規(guī)劃和分析,成為土地管理者新時期的研究課題。本文以此為研究背景,對土地利用總體規(guī)劃數(shù)據(jù)庫建設(shè)進(jìn)行了研究和探討。 本文結(jié)論主要有：(1)探討了地理信息系統(tǒng)的現(xiàn)狀及其在數(shù)據(jù)庫建設(shè)中的應(yīng)用,提出了數(shù)據(jù)庫建設(shè)的目標(biāo)及通過建設(shè)土地利用規(guī)劃數(shù)據(jù)庫來管理與應(yīng)用規(guī)劃成果的必要性及可行性。(2)對土地利用規(guī)劃數(shù)據(jù)庫建設(shè)的軟硬件環(huán)境、建庫流程進(jìn)行了詳細(xì)的研究,提出了基于Supermap建設(shè)土地利用規(guī)劃數(shù)據(jù)庫的優(yōu)越性。(3)闡述了如何在Supermap平臺下利用第二次土地調(diào)查成果和土地利用總體規(guī)劃成果等資料,建立土地利用總體規(guī)劃數(shù)據(jù)庫,系統(tǒng)研究了建庫過程中整體思路及技術(shù)路線,著重對數(shù)據(jù)庫建立過程中,基數(shù)轉(zhuǎn)換、規(guī)劃要素添加、屬性要素的添加、質(zhì)檢等過程進(jìn)行了探討。(4)在數(shù)據(jù)庫建立完成后,對現(xiàn)有的數(shù)據(jù)庫的不足進(jìn)行分析。(5)在土地利用總體規(guī)劃數(shù)據(jù)庫的基礎(chǔ)上添加等高線、坡度等信息,并以有坡度信息的土地利用規(guī)劃現(xiàn)狀圖為參考,對五寨縣農(nóng)用地進(jìn)行土地適宜性評價,使得在土地管理者決策時有更加高效,為土地的利用提供進(jìn)一步便利。最后總結(jié)全文,認(rèn)為本研究可以為土地利用規(guī)劃建庫提供支持。
[Abstract]:Land, as an important natural resource in human production and life, plays an important role in human development. In recent years, the unreasonable development of land resources has had a serious impact on sustainable development, and the demand and supply situation of land resources will be further highlighted with the acceleration of urban expansion process. Many scholars have carried on the research on the scientific management of land resources to promote the rapid and good development of social economy. In this context, the land management department carried out a new round of land use planning (2006-2020). Under the condition of rapid economic development, the traditional land use planning method can not meet the needs of land work, and the method of manually drawing maps and paper documents can not effectively manage the land resources. It is also difficult to save and consult. How to make use of the development of geographic information technology and theory to realize the planning and analysis of the future land use status has become a research topic for land managers in the new period. Based on this background, this paper studies and discusses the construction of land use master planning database. The main conclusions of this paper are as follows: (1) the present situation of GIS and its application in database construction are discussed. The aim of database construction and the necessity and feasibility of managing and applying planning results by building land use planning database are put forward. (2) the software and hardware environment of land use planning database construction and the process of building database are studied in detail. The advantages of building land use planning database based on Supermap are put forward. (3) how to use the data of the second land survey and the overall land use planning under the Supermap platform to establish the land use master planning database is discussed. The whole train of thought and technical route in the process of building database are systematically studied, and the process of database establishment, cardinality conversion, planning element adding, attribute element adding, quality checking and so on are emphatically discussed. (4) after the establishment of database, The deficiency of the existing database is analyzed. (5) on the basis of the land use master planning database, the contour and slope information are added, and the current situation map of land use planning with slope information is taken as a reference. The evaluation of land suitability for agricultural land in Wuzhai County makes the land managers more efficient and more convenient for land use. Finally, the paper concludes that this study can provide support for land use planning and database building.
