GIS在綜合應(yīng)急指揮系統(tǒng)中的應(yīng)用

【摘要】:各級政府、各級部門、軍隊、通信、電力、企業(yè)面對自然災(zāi)害、事故災(zāi)難、公共衛(wèi)生、安全事件等各種突發(fā)事件的威脅,需要按照平戰(zhàn)結(jié)合原則進行應(yīng)急管理、應(yīng)急演練、應(yīng)急處置。平時對各種應(yīng)急資源、危險源和風(fēng)險隱患區(qū)、重要防護目標(biāo)進行有效的信息化管理、監(jiān)控分析和預(yù)警,力求避免各種突發(fā)事件的發(fā)生,防患于未然;事件發(fā)生時第一時間實現(xiàn)接處警,綜合各種應(yīng)急資源和事件現(xiàn)場情況在最短時間內(nèi)對災(zāi)害做出準(zhǔn)確判斷和科學(xué)評估,制定出正確的應(yīng)急處置決策;在事件處置過程中全面把握事件態(tài)勢,進行科學(xué)指揮和資源部署,有效利用各種人力物力應(yīng)急資源,最大限度地減少災(zāi)害事件對人民群眾生命財產(chǎn)造成的損失和影響。 論文在闡述綜合應(yīng)急指揮功能框架基礎(chǔ)上,分析了系統(tǒng)主要功能涉及的關(guān)鍵技術(shù),分析了基于PDA偏移壓縮的實時定位監(jiān)控技術(shù)以實現(xiàn)應(yīng)急指揮的現(xiàn)場處置和監(jiān)控,設(shè)計并實現(xiàn)了基于GIS的可視化應(yīng)急指揮信息系統(tǒng)。 論文以應(yīng)急處置過程中各類現(xiàn)場應(yīng)急處置隊伍的實時定位跟蹤為目標(biāo),提出基于偏移變向的空間矢量數(shù)據(jù)實時壓縮方法,有效解決移動應(yīng)急終端的有效定位、實時壓縮、同步網(wǎng)絡(luò)上傳的需求,,使定位監(jiān)控做得到實時、準(zhǔn)確、可回放。 論文利用GIS技術(shù),研究并設(shè)計實現(xiàn)綜合應(yīng)急指揮系統(tǒng),包括應(yīng)急值守的可視化的接處警;應(yīng)急資源和關(guān)聯(lián)數(shù)據(jù)的可視化管理維護;應(yīng)急預(yù)案的數(shù)字預(yù)案編制維護;應(yīng)急處置的態(tài)勢分析與決策、處置分隊監(jiān)控管理、現(xiàn)場指揮;移動應(yīng)急終端的多媒體應(yīng)急資源采集及上傳入庫、應(yīng)急資源對象自動標(biāo)注、現(xiàn)場上報、應(yīng)急通信等。 綜合應(yīng)急指揮系統(tǒng)突出可視化管理和指揮,具有實用性系統(tǒng)性強、操作維護方便、擴展靈活的特點,實現(xiàn)了應(yīng)急資源的有效管理維護和多部門的科學(xué)協(xié)調(diào)指揮。
[Abstract]:Governments at all levels, departments at all levels, the army, communications, electricity, and enterprises, faced with the threat of natural disasters, accidents, public health and security incidents, need to carry out emergency management and emergency drills in accordance with the principle of combining peacetime and war. Emergency disposal At ordinary times, effective information management, monitoring, analysis and early warning are carried out on all kinds of emergency resources, dangerous sources and hidden danger areas, and important protection targets, in order to avoid the occurrence of all kinds of unexpected events and prevent accidents in the early stages; When the event occurs, the first time to realize the response to the police, synthesizing all kinds of emergency resources and the scene of events in the shortest time to make an accurate judgment and scientific evaluation of the disaster, to formulate a correct emergency decision; In the process of handling events, we should grasp the situation of events, conduct scientific command and deployment of resources, effectively utilize all kinds of human and material resources for emergency, and minimize the loss and impact of disaster events on people's lives and property. On the basis of expounding the functional framework of integrated emergency command, this paper analyzes the key technologies involved in the main functions of the system, and analyzes the real-time positioning and monitoring technology based on PDA offset compression to realize the field disposal and monitoring of emergency command. A visual emergency command information system based on GIS is designed and implemented. Aiming at the real-time positioning and tracking of all kinds of emergency disposal teams in the process of emergency disposal, this paper puts forward a real-time compression method of space vector data based on offset and direction change, which effectively solves the effective positioning and real-time compression of mobile emergency terminals. Synchronous network upload requirements, so that positioning monitoring can be real-time, accurate, playback. Using GIS technology, this paper studies and designs and implements the integrated emergency command system, including the visual response and handling of emergency guard, the visual management and maintenance of emergency resources and related data, the compilation and maintenance of digital plan of emergency plan, and the design and implementation of the integrated emergency command system. Situation analysis and decision of emergency disposal, monitoring and management of disposal unit, field command, collection and uploading of multimedia emergency resources in mobile emergency terminal, automatic marking of emergency resource object, field report, emergency communication, etc. The integrated emergency command system is characterized by visual management and command, with strong practicability and systematicness, convenient operation and maintenance, and flexible expansion. It realizes the effective management and maintenance of emergency resources and the scientific coordination and command of various departments.
