基于警用GIS的案件系統(tǒng)集成和研判研究

【摘要】:建國以來,我國公安安全領(lǐng)域迅速發(fā)展,相關(guān)部門投入了大量的人力、物力采集業(yè)務(wù)數(shù)據(jù)以建立符合中國國情的比較完善的公安信息化管理系統(tǒng),這標(biāo)志著我國公安領(lǐng)域在以“金盾工程”為龍頭的公安信息化建設(shè)方向邁出重要一步。但是,一方面由于諸多的原因,我國在信息化建設(shè)方面與國外相比,還存在著較大的差距;另一方面,隨著社會科技的進步與人員整體素質(zhì)的提升,公安信息化的建設(shè)又面臨了新的沖擊和挑戰(zhàn),即傳統(tǒng)的公安信息化管理系統(tǒng)在應(yīng)用過程中存在一些缺陷,在警務(wù)工作中,大部分警務(wù)信息都與空間地理有關(guān),例如:人口分布、單位場所、警衛(wèi)預(yù)案、巡邏路線、警力部署、警用基礎(chǔ)設(shè)施、接處警、道路交通等,傳統(tǒng)的公安信息化管理系統(tǒng)無法將此類相關(guān)警務(wù)信息空間化并進行決策分析。 GIS技術(shù)在空間分析和可視化表達(dá)方面的絕對優(yōu)勢,與普通而枯燥的表數(shù)據(jù)相比,GIS能提供非常直觀的圖形顯示效果。因此,本論文將GIS技術(shù)應(yīng)用到公安信息化管理系統(tǒng)中,以案件系統(tǒng)為例,利用已有的警務(wù)數(shù)據(jù),充分運用GIS強大的數(shù)據(jù)管理功能、空間分析功能,實現(xiàn)公安信息可視化查詢,同時通過對現(xiàn)有業(yè)務(wù)數(shù)據(jù)的判研,進行警情分析、“熱點”分析、專題圖管理等功能,滿足實際工作中與地理位置相關(guān)的各種業(yè)務(wù)需求,使公安業(yè)務(wù)往更準(zhǔn)確、更高效的目標(biāo)發(fā)展,以保證人們的生命財產(chǎn)安全和社會的穩(wěn)定。 本論文研究的主要內(nèi)容是:首先數(shù)據(jù)的收集與整理,包括通過研究調(diào)研公安部門的內(nèi)部辦案邏輯與方式,對海量的警務(wù)人口數(shù)據(jù),案件數(shù)據(jù)進行分類整合,同時收集相應(yīng)的基礎(chǔ)地理數(shù)據(jù)、遙感數(shù)據(jù)以及視頻數(shù)據(jù)等,為建立警用GIS案件系統(tǒng)提供數(shù)據(jù)基礎(chǔ);其次是數(shù)據(jù)的分析、處理與管理,利用GIS的地圖顯示機制以及空間分析技術(shù)等有效的高科技手段,通過警用地理信息系統(tǒng)(Police GIS,簡稱PGIS)平臺與公安指揮調(diào)度、人口管理、重點場所管理、案件時空分析等業(yè)務(wù)應(yīng)用結(jié)合起來,把空間信息與特定警務(wù)信息融為一體,在電子地圖上展現(xiàn)各種警務(wù)工作元素的空間分布狀況、實時監(jiān)控其運行狀態(tài)、分析其內(nèi)在聯(lián)系,找出人口的流動、案件分布的規(guī)律及特點,最終實現(xiàn)為公安巡邏與警力分配提供強有力的支持,同時為提高案件偵破率、防止突發(fā)事件的發(fā)生提供數(shù)據(jù)和技術(shù)保障。
[Abstract]:Since the founding of the people's Republic of China, the field of public security has developed rapidly in our country. The relevant departments have invested a great deal of manpower and material resources to collect business data in order to establish a relatively perfect information management system for public security in line with China's national conditions. This marks an important step in the direction of information construction of public security in the field of public security in China, which is led by the Golden Shield Project. However, due to many reasons, there is still a big gap between China and foreign countries in information construction; on the other hand, with the progress of social science and technology and the improvement of the overall quality of personnel, The construction of police informatization is facing new challenges, that is, there are some defects in the application of the traditional information management system of public security. In the police work, most police information is related to spatial geography, such as population distribution. Units, guard plans, patrol routes, police deployment, police infrastructure, receive police, road traffic, etc., the traditional police information management system can not make this kind of relevant police information space and decision-making analysis. GIS technology is superior in spatial analysis and visual representation. Compared with ordinary and boring table data, GIS can provide a very intuitive graphic display effect. Therefore, this paper applies the GIS technology to the police information management system, taking the case system as an example, making full use of the existing police data, making full use of the powerful data management function of GIS and the spatial analysis function, realizing the public security information visual inquiry. At the same time, by analyzing the existing business data, carrying out alarm analysis, "hot spot" analysis, thematic map management and other functions, to meet the actual work related to the geographical position of various business needs, so as to make the public security business more accurate, More efficient target development to ensure the safety of people's lives and property and social stability. The main contents of this thesis are as follows: firstly, the collection and collation of the data, including the classification and integration of the massive police population data and the case data by studying the internal case handling logic and methods of the public security department. At the same time, collect the corresponding basic geographic data, remote sensing data and video data to provide the data basis for the establishment of the police GIS case system, followed by the analysis, processing and management of the data. By using the map display mechanism of GIS and the effective high-tech means such as spatial analysis technology, through the Police GIS platform, police command and dispatch, population management, key site management, The case space-time analysis and other business applications are combined to integrate the spatial information with the specific police information, to show the spatial distribution of various police work elements on the electronic map, to monitor their running state in real time, and to analyze their internal relations. Find out the law and characteristics of population flow, case distribution, and finally provide strong support for police patrol and police distribution, at the same time, provide data and technical guarantee for improving the detection rate of cases and preventing the occurrence of unexpected events.
