移動(dòng)GIS在土地監(jiān)察執(zhí)法中的應(yīng)用

【摘要】:當(dāng)前,加強(qiáng)土地管理中的行政執(zhí)法職能,從根本上解決土地監(jiān)察執(zhí)法難和效率低的問(wèn)題,是土地管理工作的重中之重。目前在土地監(jiān)察執(zhí)法工作中存在很多弊端,如數(shù)據(jù)采集困難、對(duì)土地違法響應(yīng)遲緩、對(duì)執(zhí)法者本身缺乏有效監(jiān)督等,這就需要引入新技術(shù)手段來(lái)改善這一狀況。在這種背景下,本論文提出利用GPS、GIS和3G/4G通信等技術(shù)建設(shè)土地監(jiān)察執(zhí)法系統(tǒng),以減少外業(yè)土地監(jiān)察執(zhí)法人員現(xiàn)場(chǎng)勘測(cè)的工作量,規(guī)范內(nèi)業(yè)工作人員依法辦公,提高工作質(zhì)量和工作效率。 本文詳細(xì)分析了系統(tǒng)的總體架構(gòu),并基于移動(dòng)GIS相關(guān)技術(shù)實(shí)現(xiàn)該系統(tǒng)。首先,針對(duì)我國(guó)當(dāng)前土地監(jiān)察管理工作的現(xiàn)狀和總體形勢(shì),本文討論了如何采用信息化手段來(lái)輔助土地監(jiān)察管理,建立國(guó)土監(jiān)管的新模式,以國(guó)土資源基礎(chǔ)數(shù)據(jù)庫(kù)為基礎(chǔ),將多種類(lèi)型的基礎(chǔ)數(shù)據(jù)通過(guò)信息技術(shù)組織起來(lái)。然后,在這些土地監(jiān)察執(zhí)法數(shù)據(jù)的支撐下,建立一個(gè)適合于我國(guó)土地監(jiān)管情況的簡(jiǎn)潔的系統(tǒng)框架,并將其劃分為三個(gè)子系統(tǒng)——移動(dòng)監(jiān)察執(zhí)法子系統(tǒng)、監(jiān)察管理子系統(tǒng)和案件管理子系統(tǒng),然后對(duì)每個(gè)子系統(tǒng)的需求和基本功能進(jìn)行了分析和設(shè)計(jì)。 最后,本文對(duì)移動(dòng)GIS的關(guān)鍵技術(shù)和系統(tǒng)涉及到的其他技術(shù)進(jìn)行了深入研究,并構(gòu)建了以Android智能手機(jī)為移動(dòng)終端的app和b/s模式的web端監(jiān)察執(zhí)法系統(tǒng)。該app承載移動(dòng)執(zhí)法子系統(tǒng),在A(yíng)ndroid平臺(tái)基于UCMap for Android SDK來(lái)實(shí)現(xiàn),web端監(jiān)察系統(tǒng)主要包括監(jiān)察管理子系統(tǒng)和案件管理子系統(tǒng),監(jiān)察管理子系統(tǒng)主要涉及Silverligh及Ajax等技術(shù),而案件管理子系統(tǒng)利用工作流來(lái)實(shí)現(xiàn)。該系統(tǒng)將能夠提高土地監(jiān)察執(zhí)法工作的效率,適合相關(guān)業(yè)務(wù)工作人員使用。
[Abstract]:At present, it is the most important task of land management to strengthen the function of administrative law enforcement in land management and to solve the problems of difficult and low efficiency of land supervision and enforcement. At present, there are many disadvantages in the land supervision and law enforcement, such as the difficulty of data collection, the slow response to the illegal land, the lack of effective supervision over the law enforcement itself, and so on, which requires the introduction of new technical means to improve this situation. Under this background, this paper proposes to use GPS GIS and 3G/4G communication technology to build land supervision and law enforcement system, in order to reduce the workload of field investigation of land supervision and law enforcement personnel, and standardize the work of domestic workers according to law. Improve work quality and efficiency. In this paper, the architecture of the system is analyzed in detail, and the system is implemented based on mobile GIS technology. First of all, in view of the current situation and the overall situation of land supervision and management in China, this paper discusses how to use information technology to assist land supervision and management, and to establish a new model of land supervision and management, based on the land and resources basic database. Organize multiple types of basic data through information technology. Then, under the support of these land supervision and law enforcement data, a simple system framework suitable for China's land supervision and enforcement is established, and it is divided into three subsystems-mobile supervision and law enforcement subsystem. Supervision and management subsystem and case management subsystem, then the requirements and basic functions of each subsystem are analyzed and designed. Finally, the key technologies of mobile GIS and other technologies involved in the system are studied in this paper, and a web monitoring and law enforcement system with Android smartphone as mobile terminal is constructed, which is based on app and B / S mode. The app carries the mobile law enforcement subsystem. Based on the UCMap for Android SDK platform, the monitoring system on the Android platform mainly includes the supervision and management subsystem and the case management subsystem. The supervision and management subsystem mainly involves the technologies of Silverligh and Ajax, etc. Case management subsystem uses workflow to realize. The system will improve the efficiency of land supervision and law enforcement, and be suitable for relevant staff.
