基于GIS的咸安經濟開發(fā)區(qū)土地集約利用評價研究

【摘要】:我國現階段處于環(huán)境友好型社會和資源節(jié)約型社會建設的關鍵時期,土地資源利用面臨愈來愈大的土地資源供需矛盾和生態(tài)環(huán)境協調發(fā)展的壓力。開發(fā)區(qū)是中國城鎮(zhèn)建設發(fā)展和土地資源利用的重要區(qū)域之一,在促進中國地方經濟發(fā)展中發(fā)揮了積極作用,成為地方產業(yè)結構調整、產業(yè)升級、地方經濟發(fā)展、科技創(chuàng)新提升的重要戰(zhàn)略平臺。我們發(fā)現,在中國許多開發(fā)區(qū)(或工業(yè)園區(qū))存在土地利用重引資輕規(guī)劃、重規(guī)模輕效率、重擴張輕挖潛等問題。為保證經開發(fā)區(qū)(或工業(yè)園區(qū))健康可持續(xù)發(fā)展、提高土地利用效率、緩解現有土地供需矛盾,必須按照資源節(jié)約型社會和環(huán)境友好型社會建設的總體要求,立足于改變開發(fā)區(qū)(或工業(yè)園區(qū))盲目擴張規(guī)劃用地、粗放使用現有土地的現有局面,建立集約高效的開發(fā)區(qū)(或工業(yè)園區(qū))用地模式。搞好開發(fā)園區(qū)(或工業(yè)園區(qū))土地集約利用評價工作是建立集約高效用地模式的首要環(huán)節(jié),一是可以控制開發(fā)區(qū)盲目擴張,二是可以挖掘開發(fā)區(qū)(或工業(yè)園區(qū))低效用地潛力,三是可以提高開發(fā)園區(qū)(或工業(yè)園區(qū))用地管理的績效水平,四是可以建立健全開發(fā)區(qū)(或工業(yè)園區(qū))土地節(jié)約集約利用考核考評制度和管理長效機制,五是可以增強土地參與宏觀調控的能力,對建設資源節(jié)約型和環(huán)境友好型社會具有指導意義和參考價值。益處良多。 本文以咸安經濟開發(fā)區(qū)土地利用現狀入手研究,以建立咸安經濟開發(fā)區(qū)土地資源集約高效利用為主要目標,以開展咸安經濟開發(fā)區(qū)土地資源集約利用評價為基本內容,從調查分析咸安經濟開發(fā)區(qū)土地利用狀況、開展咸安經濟開發(fā)區(qū)土地集約利用程度評價、開展咸安經濟開發(fā)區(qū)土地集約利用潛力測算與分析、深入研究咸安經濟開發(fā)區(qū)土地開發(fā)利用對策及建議等多方面、全方位進行剖析。從2012年3月至2012年5月份,用時三個月完成本研究預期的全部工作,獲取了相應的評價和研究成果,在咸安經濟開發(fā)區(qū)相關政府職能部門、園區(qū)企業(yè)和多位專家的協助下,完成了咸安經濟開發(fā)區(qū)土地集約利用評價研究。
[Abstract]:Our country is in the key period of the construction of environment-friendly society and resource-saving society at the present stage. The land resource utilization is facing more and more pressure from the contradiction of supply and demand of land resources and the harmonious development of ecological environment. The development zone is one of the most important areas in the construction and development of Chinese cities and towns and the utilization of land resources. It has played an active role in promoting the development of the local economy in China. It has become a local industrial structure adjustment, industrial upgrading, and local economic development. The important strategic platform for scientific and technological innovation promotion. We find that in many development zones (or industrial parks) in China there are many problems, such as the importance of land use to attract investment and less to planning, the importance of scale to efficiency, and the importance of expansion to tapping potential and so on. In order to ensure the healthy and sustainable development of economic development zones (or industrial parks), improve the efficiency of land use and alleviate the contradiction between supply and demand of existing land, it is necessary to meet the overall requirements of the construction of resource-saving society and environment-friendly society. On the basis of changing the existing situation of blind expansion and planning of development zones (or industrial parks) and extensive use of existing land, the mode of intensive and efficient land use in development zones (or industrial parks) is established. To do well in the evaluation of intensive utilization of land in development parks (or industrial parks) is the first step in establishing intensive and efficient land use models. One is to control the blind expansion of development zones, and the other is to tap the potential of inefficient land use in development zones (or industrial parks). Third, it can improve the performance level of land management in development parks (or industrial parks), and fourth, it can establish and improve the appraisal system and long-term management mechanism of land saving and intensive utilization in development zones (or industrial parks). Fifth, it can strengthen the ability of land to participate in macro-control, and has the guiding significance and reference value to the construction of resource-saving and environment-friendly society. There are many benefits. Based on the present situation of land use in Xian Economic Development Zone, this paper aims at establishing intensive and efficient utilization of land resources in Xianan Economic Development Zone, and carries out the evaluation of intensive utilization of land resources in Xian Economic Development Zone as the basic content. Based on the investigation and analysis of the land use situation in Xian Economic Development Zone, the evaluation of land intensive utilization degree in Xian Economic Development Zone and the calculation and analysis of land intensive utilization potential in Xian Economic Development Zone are carried out. This paper makes a thorough study on the countermeasures and suggestions of land development and utilization in Xian Economic Development Zone. From March 2012 to May 2012, it took three months to complete all the work expected in this study, and obtained the corresponding evaluation and research results, with the assistance of relevant government functions, enterprises and experts in Xian Economic Development Zone. The evaluation of land intensive utilization in Xian Economic Development Zone was completed.
