【摘要】：黨的十八大將生態(tài)文明建設(shè)納入中國特色社會主義事業(yè)"五位一體"的總體布局。以東部發(fā)達地區(qū)生態(tài)型城鎮(zhèn)為例,構(gòu)建由生態(tài)安全重要性、宜業(yè)空間適宜性和人居環(huán)境友好性3個要素層和12個子目標所組成的城鎮(zhèn)空間適宜性評價指標體系,并借助空間地理信息系統(tǒng)(GIS)來識別生態(tài)、生活和生產(chǎn)空間("三生"空間),在此基礎(chǔ)上將"三生"空間作為空間發(fā)展引導(dǎo)區(qū)提出相應(yīng)的管控措施�？臻g分區(qū)結(jié)果表明:竹鎮(zhèn)鎮(zhèn)生態(tài)、生活、生產(chǎn)空間占比分別為27.16%、29.28%和43.56%;在生態(tài)空間保護上,要對重要山體、集中式飲用水源保護區(qū)、重要水庫、水生態(tài)廊道等生態(tài)資源劃定生態(tài)安全紅線;在生產(chǎn)空間開發(fā)上,要根據(jù)產(chǎn)業(yè)集群理念合理布局農(nóng)業(yè)、工業(yè)、生態(tài)旅游業(yè);在生活空間的建設(shè)上,要充分利用鎮(zhèn)域河道、綠地等開敞空間構(gòu)建綠色城鎮(zhèn)格局。
[Abstract]:The 18th National Congress of the Party brought the construction of ecological civilization into the overall layout of the "five in one" cause of socialism with Chinese characteristics. Taking the ecological towns in the developed areas of eastern China as an example, the evaluation index system of urban spatial suitability is constructed, which is composed of three element layers of importance of ecological security, suitability of suitable space and environmental friendliness of human settlements, and 12 sub-targets. On the basis of the spatial geographic information system (GIS) to identify the ecological, living and production space ("Sansheng" space), the "Sansheng" space is taken as the spatial development guidance area and the corresponding control measures are put forward. The results of space zoning show that the proportion of ecological, living and production space in Zhuzhen Town is 27.1629.28% and 43.560.In ecological space protection, it is necessary to protect important mountains, centralized drinking water source protection areas, and important reservoirs. Ecological resources such as water and ecological corridors should be designated as ecological safe red lines; in the development of production space, agriculture, industry and eco-tourism should be rationally distributed according to the concept of industrial cluster; and in the construction of living space, the river channels in the town area should be fully utilized. Green space and so on open space constructs the green town pattern.
