農(nóng)村集體土地所有權(quán)數(shù)據(jù)庫建設(shè)研究

【摘要】:長期以來,農(nóng)村集體土地存在權(quán)屬不清等歷史難題,成為制約農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展、保障土地所有權(quán)人權(quán)益的瓶頸。農(nóng)村集體土地所有權(quán)是農(nóng)村集體土地確權(quán)及登記發(fā)證工作的第一部分。本文確定設(shè)計(jì)了合理完善的建庫技術(shù)路線,選擇了合適的建庫軟件,對外業(yè)數(shù)據(jù)采集和數(shù)據(jù)庫建設(shè)中的重點(diǎn)和難點(diǎn)進(jìn)行了研究。 通過對農(nóng)村集體土地所有權(quán)數(shù)據(jù)庫理論進(jìn)行分析制定了建庫技術(shù)路線,經(jīng)過對市面上幾種建庫軟件的對比,最終確定了建立數(shù)據(jù)庫所使用的平臺和軟件。在數(shù)據(jù)處理屬性錄入過程中,研究提出了數(shù)據(jù)批量處理和錄入登記信息等屬性的方法:(1)批量處理界址點(diǎn)和界址線的拓?fù)潢P(guān)系;(2)登記信息批量入庫;(3)批量更新所有權(quán)界址線中指界人信息;(4)所有權(quán)冗余登記信息數(shù)據(jù)刪除。以上的這些方法突破了傳統(tǒng)的數(shù)據(jù)處理和屬性信息錄入的方式,為數(shù)據(jù)庫的建設(shè)減少了較大的工作量,提高了海量數(shù)據(jù)的處理速度。 文章的最后結(jié)合吉水縣農(nóng)村集體土地所有權(quán)項(xiàng)目,應(yīng)用上述的理論和技術(shù)方法完成了符合國家標(biāo)準(zhǔn)的農(nóng)村集體土地所有權(quán)數(shù)據(jù)庫。實(shí)現(xiàn)確權(quán)登記發(fā)證成果的信息化管理,,對土地登記數(shù)據(jù)實(shí)時更新、動態(tài)管理。同時,將完善信息共享機(jī)制,充分發(fā)揮該成果在國土資源規(guī)劃、耕地保護(hù)、土地利用、國土執(zhí)法等各個環(huán)節(jié)的基礎(chǔ)作用,推動土地流轉(zhuǎn)。
[Abstract]:For a long time, there are some historical problems such as unclear ownership of rural collective land, which has become the bottleneck of restricting the development of agricultural industrialization and protecting the rights and interests of land owners. Rural collective land ownership is the first part of rural collective land confirmation and registration. In this paper, a reasonable and perfect technical route of database construction is designed, and the key points and difficulties in data collection and database construction of foreign trade are studied. Based on the analysis of the theory of rural collective land ownership database, the technical route of database construction is established. Through the comparison of several kinds of database building software in the market, the platform and software used to establish the database are finally determined. In the data processing attribute entry process, In this paper, a method of data batch processing and recording registration information is put forward. The method: 1) batch processing the topological relationship between boundary point and boundary line (2) batch storage of registration information / inventory / 3) batch renewal of boundary information in ownership boundary address line The right redundant registration information data is deleted. These methods break through the traditional way of data processing and attribute information input, reduce the workload of database construction, and improve the processing speed of massive data. In the last part of the paper, the rural collective land ownership database which accords with the national standard is completed by applying the above theories and technical methods in combination with the rural collective land ownership project in Jishui County. To realize the information management of the registration and issuance of the right, to update the land registration data in real time, and to dynamically manage the land registration data. At the same time, we will improve the information sharing mechanism, give full play to the basic role of this achievement in land and resources planning, cultivated land protection, land use, land law enforcement and so on, and promote land circulation.
