【摘要】:由于歷史和行政體制的特殊性,我國(guó)不動(dòng)產(chǎn)登記一直處于“分頭登記”的狀態(tài),土地、房屋、林地、草原、海洋等不動(dòng)產(chǎn)分別由不同的部門負(fù)責(zé)單獨(dú)登記發(fā)證,這也帶來(lái)了一系列諸如登記標(biāo)準(zhǔn)不一致、政府職能重合、危害權(quán)利人權(quán)益等問(wèn)題。基于以上情況,如何有效整合數(shù)據(jù),開(kāi)展不動(dòng)產(chǎn)統(tǒng)一登記刻不容緩。不動(dòng)產(chǎn)登記數(shù)據(jù)庫(kù)作為不動(dòng)產(chǎn)統(tǒng)一登記制度開(kāi)展的基礎(chǔ),數(shù)據(jù)質(zhì)量又是數(shù)據(jù)的核心要素,所以數(shù)據(jù)獲取、操作、管理和數(shù)據(jù)質(zhì)量四個(gè)要素決定著后期不動(dòng)產(chǎn)統(tǒng)一登記發(fā)證的質(zhì)量。對(duì)不動(dòng)產(chǎn)登記數(shù)據(jù)庫(kù)的質(zhì)量進(jìn)行質(zhì)量檢查控制不僅保證了我國(guó)不動(dòng)產(chǎn)統(tǒng)一登記發(fā)證工作的有序進(jìn)行,還對(duì)不動(dòng)產(chǎn)登記數(shù)據(jù)的質(zhì)量起了一定的保障作用,對(duì)后期我國(guó)不動(dòng)產(chǎn)數(shù)據(jù)共享平臺(tái)的建設(shè)具有深遠(yuǎn)的意義。雖然目前國(guó)內(nèi)外對(duì)于數(shù)據(jù)質(zhì)量的檢查模型都有一定的研究,有很多技術(shù)成熟且應(yīng)用廣泛的數(shù)據(jù)質(zhì)量檢查模型和方法,但是因?yàn)槲覈?guó)不動(dòng)產(chǎn)統(tǒng)一登記方面的研究都處于起步階段,對(duì)于不動(dòng)產(chǎn)登記數(shù)據(jù)庫(kù)模型的研究相對(duì)較少。目前,我國(guó)不動(dòng)產(chǎn)登記數(shù)據(jù)庫(kù)在整合分屬不同數(shù)據(jù)庫(kù)的數(shù)據(jù)的時(shí)候,難免產(chǎn)生數(shù)據(jù)質(zhì)量不規(guī)范、丟失和錯(cuò)誤等情況。再加上,現(xiàn)有的土地?cái)?shù)據(jù)質(zhì)量檢查軟件在建設(shè)的時(shí)候就將質(zhì)量檢查規(guī)則集與程序代碼相綁定,無(wú)形中降低了數(shù)據(jù)質(zhì)量檢查軟件的可延展性和變更方便程度。針對(duì)這一系列的問(wèn)題,本文提出了借助規(guī)則引擎技術(shù),從不動(dòng)產(chǎn)登記數(shù)據(jù)庫(kù)對(duì)象分析出發(fā),根據(jù)不動(dòng)產(chǎn)登記數(shù)據(jù)庫(kù)中特殊的拓?fù)潢P(guān)系和業(yè)務(wù)邏輯關(guān)系提取出規(guī)則集,并將規(guī)則集與程序代碼相分離,有效地提高了數(shù)據(jù)質(zhì)量檢查軟件的可延展性與規(guī)則變更的靈活性,對(duì)不動(dòng)產(chǎn)登記數(shù)據(jù)庫(kù)質(zhì)量進(jìn)行檢查。本文主要從以下三個(gè)方面進(jìn)行研究介紹。(1)不動(dòng)產(chǎn)登記數(shù)據(jù)質(zhì)量模型設(shè)計(jì)在研究不動(dòng)產(chǎn)登記數(shù)據(jù)對(duì)象、業(yè)務(wù)邏輯關(guān)系和整合流程的基礎(chǔ)上,提煉影響不動(dòng)產(chǎn)登記數(shù)據(jù)質(zhì)量的因素,對(duì)不動(dòng)產(chǎn)登記數(shù)據(jù)質(zhì)量檢查項(xiàng)進(jìn)行分類匯總,綜合直接評(píng)價(jià)質(zhì)量模型和間接評(píng)價(jià)質(zhì)量模型的基礎(chǔ)上提出不動(dòng)產(chǎn)登記數(shù)據(jù)統(tǒng)一評(píng)價(jià)質(zhì)量模型。對(duì)比分析現(xiàn)有空間數(shù)據(jù)質(zhì)量檢查方法,根據(jù)現(xiàn)有方法的不足,對(duì)規(guī)則引擎技術(shù)運(yùn)行管理機(jī)制和核心算法進(jìn)行研究,提出基于規(guī)則引擎的不動(dòng)產(chǎn)登記數(shù)據(jù)質(zhì)量檢查方法。(2)基于規(guī)則引擎的不動(dòng)產(chǎn)登記數(shù)據(jù)質(zhì)量檢查方法根據(jù)整理出的不動(dòng)產(chǎn)登記數(shù)據(jù)質(zhì)量檢查規(guī)則集,對(duì)數(shù)據(jù)質(zhì)量檢查內(nèi)容進(jìn)行層次分級(jí)分類,制定基于國(guó)家規(guī)范的不動(dòng)產(chǎn)登記數(shù)據(jù)質(zhì)量檢查規(guī)則集模板。利用基于RETE算法的規(guī)則引擎——Drools. Net 6. 4平臺(tái),構(gòu)建不動(dòng)產(chǎn)登記數(shù)據(jù)質(zhì)量檢查規(guī)則引擎。(3)數(shù)據(jù)質(zhì)量檢查方法的實(shí)例驗(yàn)證與結(jié)果分析選取淮安市漣水縣作為實(shí)驗(yàn)區(qū)域,整合不動(dòng)產(chǎn)登記數(shù)據(jù)并入庫(kù),用上文設(shè)計(jì)的基于規(guī)則引擎的不動(dòng)產(chǎn)登記數(shù)據(jù)質(zhì)量檢查方法應(yīng)用于不動(dòng)產(chǎn)登記數(shù)據(jù)質(zhì)量檢查系統(tǒng)中,進(jìn)行新建任務(wù)、自定義質(zhì)量檢查規(guī)則模板設(shè)計(jì)和質(zhì)量檢查結(jié)果導(dǎo)出等操作,并進(jìn)行結(jié)果分析。根據(jù)以上三點(diǎn)的研究,成功設(shè)計(jì)出基于規(guī)則引擎的不動(dòng)產(chǎn)登記數(shù)據(jù)質(zhì)量檢查的方法,在實(shí)踐中對(duì)不動(dòng)產(chǎn)登記數(shù)據(jù)質(zhì)量的檢查進(jìn)行了理論上和技術(shù)上的研究和探討,對(duì)不動(dòng)產(chǎn)登記數(shù)據(jù)進(jìn)行基礎(chǔ)數(shù)據(jù)要素的研究,從數(shù)據(jù)要素自身和要素之間的關(guān)系出發(fā),總結(jié)出數(shù)據(jù)質(zhì)量檢查所遵循的規(guī)則集,基于規(guī)則引擎技術(shù),實(shí)現(xiàn)規(guī)則集與系統(tǒng)代碼分離,為后期數(shù)據(jù)質(zhì)量檢查規(guī)則集的修改和增加提供便利,并設(shè)計(jì)出了不動(dòng)產(chǎn)登記數(shù)據(jù)質(zhì)量檢查子系統(tǒng),為后期不動(dòng)產(chǎn)數(shù)據(jù)的正式入庫(kù)和共享提供了一個(gè)較為實(shí)用的檢驗(yàn)平臺(tái)。
[Abstract]:Due to the particularity of history and administrative system, real estate registration in China has always been in the state of "division registration". Land, housing, woodland, grassland, sea and other real estate are separately registered and issued by different departments. This also brings a series of problems such as disagreement of registration standards, reunion of government functions, and harm to rights and interests of the rights holders. Based on the above situation, it is urgent to integrate the data effectively and carry out the unified registration of real estate. The data quality is the core element of the data, so the data quality is the core element of the data, so the four elements of data acquisition, operation, management and data quality determine the unified registration and certification of the later real estate. Quality inspection and control of the quality of the real estate registration database not only ensures the orderly conduct of the unified registration and issuing of real estate in China, but also plays a certain guarantee for the quality of the real estate registration data, and has a profound significance to the construction of the data sharing platform for the real estate in the later period of China. There are a lot of research on the data quality inspection models. There are many mature and widely used data quality inspection models and methods. However, because the research on the real estate registration in China is at the beginning stage, the research on the real estate registration database model is relatively small. When integrating data from different databases, it is unavoidable to produce data quality unstandard, loss and error. In addition, the existing land data quality inspection software binds the quality inspection rule set to the program code when it is built, which reduces the extensibility and change convenience of the data quality inspection software. In order to solve this series of problems, this paper puts forward a rule engine technology, the database object analysis of the real estate registration, the rule set is extracted from the special topology relation and the business logic relation in the real estate registration database, and the rule set is separated from the program code, and the data quality inspection software is effectively improved. The quality of the real estate registration database is checked by the flexibility of the extensibility and the change of rules. This paper mainly introduces the following three aspects. (1) the design of the data quality model of the real estate registration is designed on the basis of the study of the object of the real estate registration data, the business logic relationship and the integration process. On the basis of the quality model and the quality model of the real estate registration, the quality model of the real estate registration data is put forward on the basis of the comprehensive direct evaluation quality model and the indirect evaluation quality model. The existing spatial data quality inspection methods are compared and analyzed. According to the shortage of the existing methods, the operation of the rule engine is run. It provides convenience for the modification and increase of the later data quality inspection rule set, and designs the data quality inspection subsystem of the real estate registration, which provides a more practical application for the formal warehousing and sharing of the later real estate data.
