基于GIS的濟(jì)南市建設(shè)用地?cái)U(kuò)展邊界劃定研究

【摘要】:土地是我們賴以生存與發(fā)展的基礎(chǔ),土地的合理利用是實(shí)現(xiàn)可持續(xù)發(fā)展的重要保障。隨著城市化進(jìn)程的推進(jìn),城市用地空間不斷向外擴(kuò)張。城市化水平的提高雖然促進(jìn)了社會(huì)經(jīng)濟(jì)的發(fā)展,但同時(shí)也導(dǎo)致了一些城市在用地空間上的的無序蔓延,從而引起城市發(fā)展效率低下、生態(tài)環(huán)境遭到破壞等一系列的問題。因此如何引導(dǎo)城市合理擴(kuò)展,實(shí)現(xiàn)經(jīng)濟(jì)效益、社會(huì)效益和生態(tài)效益等綜合效益的最大化就成為社會(huì)各界日益關(guān)注的問題。城市建設(shè)用地?cái)U(kuò)展邊界的劃定則對(duì)控制城市無序擴(kuò)張,提高城市的發(fā)展質(zhì)量具有重要意義。在大數(shù)據(jù)時(shí)代的背景下,本文在參考國內(nèi)外關(guān)于城市建設(shè)用地?cái)U(kuò)展相關(guān)研究的基礎(chǔ)上,結(jié)合有關(guān)的土地利用與城市發(fā)展理論,通過傳統(tǒng)數(shù)據(jù)與大數(shù)據(jù)的有機(jī)結(jié)合來進(jìn)行城市建設(shè)用地?cái)U(kuò)展邊界的劃定研究。本文認(rèn)為城市建設(shè)用地?cái)U(kuò)展的主要限制因素有四個(gè)方面,分別是自然條件與生態(tài)環(huán)境因素、社會(huì)經(jīng)濟(jì)因素、居民的社會(huì)行為因素、政策因素。在充分考慮這些限制因素的情況下,首先對(duì)城市進(jìn)行生態(tài)環(huán)境敏感性綜合評(píng)價(jià)與建設(shè)用地適宜性評(píng)價(jià)以確定建設(shè)用地?cái)U(kuò)展的限制等級(jí),并提取出禁止建設(shè)區(qū)域。城市擴(kuò)展在考慮自然環(huán)境、社會(huì)經(jīng)濟(jì)等客觀因素的基礎(chǔ)上,也要以人為本,考慮人作為社會(huì)主體所帶來的影響。因此基于微博數(shù)據(jù)進(jìn)行人的社會(huì)行為分析,并把評(píng)價(jià)結(jié)果作為城市建設(shè)用地?cái)U(kuò)展邊界劃定的重要依據(jù)。對(duì)濟(jì)南市的城市發(fā)展特點(diǎn)和城市化進(jìn)程進(jìn)行分析。由分析結(jié)果可知,研究期間內(nèi)濟(jì)南市城市化水平穩(wěn)步提升,城市擴(kuò)展類型以填充增強(qiáng)主導(dǎo)型擴(kuò)展為主,建設(shè)用地?cái)U(kuò)展速率相對(duì)穩(wěn)定,而且擴(kuò)展主要是沿東西方向延伸。在分析濟(jì)南市建設(shè)用地?cái)U(kuò)展限制因素的基礎(chǔ)上,構(gòu)建合適的指標(biāo)體系進(jìn)行濟(jì)南市生態(tài)環(huán)境敏感性與建設(shè)用地適宜性評(píng)價(jià),并提取出禁止建設(shè)區(qū)域。評(píng)價(jià)結(jié)果表明濟(jì)南市中部平原區(qū)是最適合建設(shè)用地?cái)U(kuò)展的區(qū)域,而生態(tài)環(huán)境敏感性較高的區(qū)域主要分布在東南部山區(qū)和北部的黃河流域保護(hù)區(qū);谖⒉⿺(shù)據(jù)對(duì)濟(jì)南市城市活動(dòng)與情感分析結(jié)果表明泉城廣場商圈和洪家樓商圈是濟(jì)南市活動(dòng)最為集聚的區(qū)域,而且濟(jì)南市各用地功能區(qū)混合布局,產(chǎn)城融合實(shí)現(xiàn)度較高。城市情感在空間上分布破碎度較高,但整體上城市中心的城市情感值高于城市邊緣地區(qū),而且城市北部消極情緒較為集聚。對(duì)濟(jì)南市2020年的建設(shè)用地?cái)U(kuò)展規(guī)模進(jìn)行預(yù)測,預(yù)測其增加面積為57.49km~2,綜合建設(shè)用地?cái)U(kuò)展綜合評(píng)價(jià)結(jié)果與城市情感值評(píng)價(jià)結(jié)果,按照擴(kuò)展等級(jí)劃定了濟(jì)南市建設(shè)用地?cái)U(kuò)展邊界。劃定結(jié)果表明濟(jì)南市建設(shè)用地主要沿交通走廊向濟(jì)南市東西兩翼擴(kuò)展,與濟(jì)南市城市規(guī)劃(2006-2020)和土地利用總體規(guī)劃(2006-2020)吻合度較高,表明該劃定方法具有一定的合理性。最后,簡要總結(jié)了本文的主要結(jié)論,并且展望了今后有待進(jìn)一步改進(jìn)的方面。
[Abstract]:Land is the basis of our survival and development, the rational use of land is an important guarantee to achieve sustainable development.With the development of urbanization, urban land space is expanding continuously.Although the improvement of urbanization has promoted the development of social economy, it has also led to the disorderly spread of some cities in the space of land use, thus causing a series of problems such as the inefficiency of urban development and the destruction of ecological environment.Therefore, how to guide the rational expansion of the city and realize the maximization of the comprehensive benefits, such as economic, social and ecological benefits, has become a growing concern of all walks of life.The demarcation of the expanding boundary of urban construction land is of great significance to control the urban sprawl and improve the quality of urban development.Under the background of big data's time, this paper, on the basis of referring to the domestic and foreign research on the expansion of urban construction land, combines the relevant theories of land use and urban development.Through the combination of traditional data and big data, this paper studies the boundary demarcation of urban construction land expansion.This paper holds that the main limiting factors of urban construction land expansion are natural conditions and ecological environment factors, social and economic factors, residents' social behavior factors, and policy factors.In order to determine the limit level of construction land expansion, the eco-environmental sensitivity comprehensive evaluation and construction land suitability evaluation are carried out to determine the restricted level of construction land expansion, and the forbidden construction area is extracted.On the basis of considering the objective factors such as natural environment, social economy and so on, urban expansion should also consider the influence of human being as the main body of society.Therefore, the analysis of human social behavior is based on Weibo data, and the evaluation result is regarded as an important basis for the boundary demarcation of urban construction land expansion.This paper analyzes the urban development characteristics and urbanization process of Jinan.According to the analysis results, the urbanization level of Jinan has been rising steadily during the study period. The main type of urban expansion is filling and strengthening oriented expansion, the rate of construction land expansion is relatively stable, and the expansion is mainly along the east-west direction.On the basis of analyzing the limiting factors of the expansion of construction land in Jinan City, an appropriate index system was constructed to evaluate the ecological sensitivity and suitability of construction land in Jinan City, and the forbidden construction area was extracted.The evaluation results show that the central plain of Jinan is the most suitable area for the expansion of construction land, while the region with high eco-environmental sensitivity is mainly distributed in the Yellow River Basin protected area in the southeast mountainous area and the northern part of the region.Based on Weibo's data, the analysis results of Jinan city activity and emotion show that the Quancheng square and Hongjialou commercial district are the most concentrated areas of Jinan city, and the mixed layout of each land function area in Jinan city has a high degree of realizing the integration of production and city.The spatial distribution of urban emotion is relatively high, but on the whole, the urban emotional value of urban center is higher than that of urban fringe area, and the negative emotion of the northern part of the city is more concentrated.This paper forecasts the expansion scale of construction land in Jinan in 2020, and predicts that the increase area is 57.49 km2. The comprehensive evaluation result of comprehensive construction land expansion and the evaluation result of urban emotion value are used to delimit the expansion boundary of construction land in Jinan according to the expansion grade.The results show that the construction land in Jinan is mainly extended to the east and west wings of Jinan along the traffic corridor, which is in good agreement with the urban planning of Jinan city (2006-2020) and the overall land use plan (2006-2020), which indicates that the method is reasonable.Finally, the main conclusions of this paper are briefly summarized, and the future aspects of further improvement are prospected.
