【摘要】：人類社會(huì)發(fā)展到全球化知識(shí)經(jīng)濟(jì)時(shí)代的主要標(biāo)志就是信息技術(shù)的發(fā)展，人類社會(huì)可持續(xù)發(fā)展的最寶貴的資源是信息資源。作為非常重要的一種信息資源，基礎(chǔ)地理信息同時(shí)隨著信息化的建設(shè)也隨之提升，社會(huì)各個(gè)層面也對更加關(guān)注起來，得到更大范圍的應(yīng)用，政府各部門信息資源相互共享的需求也增加。 空間地理系統(tǒng)體系的基礎(chǔ)是“數(shù)字城市”但又高于“數(shù)字城市”，空間地理系統(tǒng)涉及到多個(gè)系統(tǒng)，包括GPS（全球定位系統(tǒng)）、GIS（地理信息系統(tǒng)）和RS（遙感系統(tǒng)）等系統(tǒng)。在此基礎(chǔ)之上進(jìn)行系統(tǒng)的整合、系統(tǒng)的研發(fā)、系統(tǒng)的應(yīng)用、交流、共享各種信息資源。政府統(tǒng)一管理基礎(chǔ)空間地理信息資源，各應(yīng)用行業(yè)部門可以在充分利用共享公共資源的同時(shí)補(bǔ)充和更新完善該行業(yè)的空間地理信息資源，這樣良性循環(huán)使得基礎(chǔ)信息共享系統(tǒng)會(huì)聚集越來越多的行業(yè)參與而得到發(fā)展。 為了滿足諸城市各政府單位對空間地理信息的共享需求，應(yīng)該建立諸城市空間地理信息共享渠道，建立符合國際標(biāo)準(zhǔn)的數(shù)據(jù)接口供多個(gè)共同服務(wù)。同時(shí)顯示基礎(chǔ)地形影像、遙感的圖像、政務(wù)信息、詳細(xì)的目錄、政務(wù)電子圖像、地圖影像、三維立體圖案、地址匹配、D E M等多個(gè)層面共同服務(wù)。盡可能地避免重復(fù)建設(shè)，，節(jié)約人力、財(cái)力成本，給各委辦局及下屬單位提供電子政務(wù)建設(shè)所需的空間數(shù)據(jù)共享服務(wù)。同時(shí)也可以避免各單位重復(fù)購置各類硬件設(shè)備、減少在維持系統(tǒng)運(yùn)行維護(hù)方面的投入，節(jié)省大量投資。系統(tǒng)建立過程中，可以先進(jìn)行一些試點(diǎn)，同時(shí)選取一些政府職能部門進(jìn)行系統(tǒng)開通，利用各個(gè)不同接口開發(fā)相應(yīng)的系統(tǒng)。
[Abstract]:The development of information technology is the main symbol of the development of human society to the era of global knowledge economy. The most precious resource of sustainable development of human society is information resources.As a very important information resource, basic geographic information is also promoted with the construction of information technology.The demand for sharing information resources among government departments has also increased.The spatial geographic system is based on "digital city" but higher than "digital city". Spatial geographic system involves many systems, including GPS (Global Positioning system) and RS (remote Sensing system) and so on.On this basis, the system integration, system research and development, system application, communication, sharing of information resources.The government unifies the management of the basic spatial geographic information resources, and the application industry departments can make full use of the shared public resources while supplementing and improving the spatial geographic information resources of the industry.This virtuous circle makes the basic information sharing system gather more and more industry participation and get development.In order to meet the need of spatial geographic information sharing among government units in Zhucheng city, it is necessary to establish spatial geographic information sharing channels in Zhucheng city, and to establish data interfaces in accordance with international standards for common services.At the same time, the basic terrain image, remote sensing image, government information, detailed catalogue, government electronic image, map image, three-dimensional pattern, address matching D E M and so on are served together.Avoid duplication of construction, save human and financial costs, and provide spatial data sharing services needed for the construction of electronic government affairs.At the same time, it can avoid repeated purchase of all kinds of hardware equipment, reduce the investment in maintaining system operation and maintenance, and save a lot of investment.In the process of establishing the system, we can carry on some pilot projects first, and select some government functional departments to open up the system and develop the corresponding system by using different interfaces.
