【摘要】：當(dāng)前,國土資源信息化面臨著信息系統(tǒng)建設(shè)分散、信息資源的應(yīng)用局限、社會(huì)化信息服務(wù)的支持不夠、管理行為不統(tǒng)一及數(shù)據(jù)庫建設(shè)的標(biāo)準(zhǔn)化和完整性等問題,上述問題也一直是國土信息化研究的熱點(diǎn)和難點(diǎn)問題。歐盟“一張圖”的建設(shè)對(duì)我國國土資源“一張圖”建設(shè)具有一定的啟示作用。國土資源部在全國國土資源信息化會(huì)議上提出了“要堅(jiān)持完善和提高‘一張圖’和三大平臺(tái)的建設(shè)”,即以“一張圖”、綜合監(jiān)管平臺(tái)、電子政務(wù)平臺(tái)、共享服務(wù)平臺(tái)為標(biāo)志,快速推進(jìn)國土資源系統(tǒng)的信息化建設(shè)工作。 “一張圖”建設(shè),可實(shí)現(xiàn)從被動(dòng)接收地方上報(bào)統(tǒng)計(jì)信息到主動(dòng)監(jiān)管轉(zhuǎn)變；從以數(shù)管地到以圖管地的轉(zhuǎn)變；從“重審批、輕監(jiān)管”到批后全程監(jiān)管的轉(zhuǎn)變�！耙粡垐D”代表了國土資源未來監(jiān)管服務(wù)的大平臺(tái)、大方向,有了“一張圖”綜合監(jiān)管平臺(tái),可進(jìn)一步夯實(shí)土地監(jiān)管的基礎(chǔ),推動(dòng)國土資源管理方式改革,建立信息化、系統(tǒng)化的國土資源監(jiān)管新模式。 通過復(fù)雜系統(tǒng)理論的研究,本文對(duì)國土資源“一張圖”進(jìn)行了系統(tǒng)分析。國土資源“一張圖”是由多個(gè)復(fù)雜子系統(tǒng)構(gòu)成的開放的復(fù)雜系統(tǒng)。結(jié)合國土資源部最新的“—庫三平臺(tái)”建設(shè)思路,“一張圖”的建設(shè)主要包括四個(gè)子系統(tǒng),分別為三大應(yīng)用平臺(tái)—電子政務(wù)平臺(tái)、共享服務(wù)平臺(tái)和綜合監(jiān)管平臺(tái),以及“一張圖”數(shù)據(jù)管理系統(tǒng)。但是,這是一個(gè)動(dòng)態(tài)發(fā)展的概念,隨著時(shí)間的推移,復(fù)雜系統(tǒng)的構(gòu)成可能會(huì)發(fā)生一些增減變化。組成“一張圖”的各子系統(tǒng)本身都是一個(gè)多層次、開放的復(fù)雜系統(tǒng)。 本文在復(fù)雜系統(tǒng)理論視角下,進(jìn)行國土資源“一張圖”的建設(shè)研究。并以浙江省臨海市一張圖的實(shí)際建設(shè)為實(shí)證。臨海市一張圖建設(shè)完成階段性成果表明基于復(fù)雜系統(tǒng)理論視角下的國土資源“一張圖”的建設(shè)對(duì)于國土資源管理的科學(xué)化,信息化和系統(tǒng)化具有很好的促進(jìn)作用。論文總體結(jié)構(gòu)如下：首先對(duì)“一張圖”的內(nèi)涵、國內(nèi)外研究現(xiàn)狀、“一張圖”復(fù)雜系統(tǒng)理論體系以及復(fù)雜系統(tǒng)的理論與方法進(jìn)行了簡單的介紹；接著以綜合微觀分析法對(duì)“一張圖”這個(gè)復(fù)雜系統(tǒng)的系統(tǒng)結(jié)構(gòu)、系統(tǒng)復(fù)雜性做深入的剖析；第四章以復(fù)雜系統(tǒng)理論方法為基礎(chǔ),對(duì)“一張圖”進(jìn)行了總體模型構(gòu)建,闡述了“一張圖”的建設(shè)原則、外部環(huán)境、組分建設(shè)、子系統(tǒng)設(shè)計(jì)等；第五章以臨海市的“一張圖”建設(shè)為例,對(duì)“一張圖”的核心數(shù)據(jù)庫、數(shù)據(jù)庫管理子系統(tǒng)以及三大應(yīng)用平臺(tái)這五個(gè)組分進(jìn)行了展示；第六章對(duì)論文進(jìn)行了總結(jié)和展望,同時(shí)對(duì)論文的創(chuàng)新點(diǎn)進(jìn)行了描述。
[Abstract]:At present, land and resources informatization is faced with the problems of information system construction, information resource application limitation, insufficient support for socialized information service, inconsistent management behavior, standardization and integrity of database construction, etc. The above problems have always been a hot and difficult problem in the research of land informatization. The construction of "one map" in EU has some enlightenment effect on the construction of "one map" in our country. Ministry of Land and Resources is in the national land and resources. At the information conference, it was put forward that "it is necessary to persist in perfecting and improving the construction of 'one map' and three major platforms," that is, "one map" and a comprehensive regulatory platform. E-government platform, shared service platform as the symbol of rapid promotion of land and resources system information construction. The construction of "one chart" can realize the transition from passively receiving local statistical information to active supervision; from multi-management to plot management; from "re-examination and approval," The change from "light supervision" to the whole process of supervision after approval. The "one map" represents the major platform and direction of the future supervision and service of land resources. With the "one map" comprehensive regulatory platform, the foundation of land supervision can be further strengthened. To promote the reform of land and resources management, to establish a new mode of information and systematic supervision of land and resources. Through the study of complex system theory, This paper makes a systematic analysis of the "one map" of land and resources. The "one map" of land and resources is an open complex system composed of multiple complex subsystems. The construction of a picture mainly consists of four subsystems. There are three major application platforms e-government platform, shared service platform and integrated supervision platform, and "one chart" data management system. However, this is a dynamic concept over time, The composition of the complex system may change in some degree. The subsystems that make up the "one chart" are all a multi-level and open complex system. In this paper, from the perspective of complex system theory, The construction of "one map" of land resources is studied. The actual construction of a map in Linhai City, Zhejiang Province, is taken as an example. The periodic results of a map construction in Linhai City show that the land resources are based on the perspective of complex system theory. The construction of "one map" is scientific for the management of land and resources. Informatization and systematization have a good promoting function. The overall structure of the paper is as follows: first of all, the connotation of "one picture", The present research situation at home and abroad, the theory system of "one map" complex system and the theory and method of complex system are briefly introduced. In chapter 4, based on the theory and method of complex system, the general model of "one chart" is constructed, and the construction principle, external environment, component construction and subsystem design of "one chart" are expounded. The fifth chapter takes the construction of "one map" in Linhai as an example, and presents the core database, database management subsystem and three application platforms of Linhai. At the same time, the innovation of the paper is described.
