基于MapGIS K9的市級土地利用現(xiàn)狀空間數(shù)據(jù)庫整合與應(yīng)用研究

【摘要】:土地利用現(xiàn)狀數(shù)據(jù)為國土管理部門進(jìn)行科學(xué)規(guī)劃、合理開發(fā)利用土地資源提供了基礎(chǔ)數(shù)據(jù)支持,是國土資源數(shù)據(jù)中心的核心數(shù)據(jù)。經(jīng)過多年的建設(shè)與發(fā)展,我國大部分市、縣都建立了1:1萬土地利用現(xiàn)狀數(shù)據(jù)庫,但是由于資金和技術(shù)條件的限制,造成了絕大多數(shù)區(qū)、縣級數(shù)據(jù)庫都存在更新滯后和應(yīng)用不足的問題,這與省、市級國土業(yè)務(wù)對土地利用現(xiàn)狀數(shù)據(jù)的需求形成巨大矛盾,本文希望以此為背景對市級土地利用現(xiàn)狀數(shù)據(jù)庫整合管理機(jī)制及相關(guān)技術(shù)手段進(jìn)行研究,以此盤活現(xiàn)有的大量“閑庫”和“死庫”,充分發(fā)揮其在土地利用形勢分析、資源監(jiān)測監(jiān)管、地質(zhì)災(zāi)害防治、參與宏觀調(diào)控輔助決策支持及社會化服務(wù)等方面的重要作用。 針對當(dāng)前區(qū)、縣級土地利用現(xiàn)狀數(shù)據(jù)庫普遍存在數(shù)據(jù)現(xiàn)勢性較差、數(shù)據(jù)“孤島”效應(yīng)嚴(yán)重、省市級層面難以得到應(yīng)用等現(xiàn)象,本文以相關(guān)技術(shù)規(guī)范為標(biāo)準(zhǔn),在全面分析市級土地利用現(xiàn)狀空間數(shù)據(jù)的來源、構(gòu)成、特點(diǎn)的基礎(chǔ)上,提出了市級土地利用現(xiàn)狀空間數(shù)據(jù)整合的總體框架和方案,,并對整合的內(nèi)容和相關(guān)技術(shù)手段進(jìn)行了簡要闡述,最后以江西省贛州市為研究對象,選用ETL技術(shù)、空間數(shù)據(jù)庫技術(shù)、土地利用現(xiàn)狀數(shù)據(jù)管理維護(hù)技術(shù)和數(shù)據(jù)質(zhì)量控制技術(shù)作為關(guān)鍵技術(shù),采取MapGIS K9SP3平臺與Oracle10g相結(jié)合的方式,開發(fā)建設(shè)贛州市市級土地利用現(xiàn)狀數(shù)據(jù)整合應(yīng)用系統(tǒng),基本實(shí)現(xiàn)了數(shù)據(jù)整合入庫、信息查詢管理、專題圖制作等基本功能,為實(shí)現(xiàn)市級國土管理信息化奠定了一定基礎(chǔ)。 本文提出了在市級建立土地利用現(xiàn)狀數(shù)據(jù)中心,而市轄各區(qū)、縣作為市級數(shù)據(jù)中心客戶端的數(shù)據(jù)集成方式,并給出相應(yīng)的運(yùn)行模式和數(shù)據(jù)管理、維護(hù)、更新機(jī)制。其次針對市級土地利用現(xiàn)狀數(shù)據(jù)整合應(yīng)用各個(gè)環(huán)節(jié)的實(shí)際需求,梳理出市級土地利用數(shù)據(jù)集成應(yīng)用的技術(shù)框架。重點(diǎn)通過將不同數(shù)據(jù)格式的空間數(shù)據(jù)轉(zhuǎn)換到MapGIS K9平臺下與使用四參數(shù)轉(zhuǎn)換法對土地利用現(xiàn)狀空間數(shù)據(jù)進(jìn)行坐標(biāo)系統(tǒng)的轉(zhuǎn)換,解決了多源土地利用空間數(shù)據(jù)數(shù)據(jù)格式多樣、坐標(biāo)系統(tǒng)不統(tǒng)一等問題,使各區(qū)、縣土地利用現(xiàn)狀數(shù)據(jù)在統(tǒng)一坐標(biāo)系內(nèi)動態(tài)投影成圖,形成完整的市級土地利用現(xiàn)狀數(shù)據(jù)邏輯視圖,從而滿足市級應(yīng)用,同時(shí)又能保證各區(qū)、縣數(shù)據(jù)單獨(dú)存儲。這一方式不但避免了各自建庫帶來的龐大工作量,而且又便于各區(qū)、縣數(shù)據(jù)進(jìn)行單獨(dú)更新與維護(hù)。
[Abstract]:Land use status data provide basic data support for land management department to develop and utilize land resources rationally. It is the core data of land resources data center. After years of construction and development, most cities in China, Counties have set up a database on the current situation of land use of 10: 10, 000. However, because of the limitation of funds and technical conditions, most regions and county level databases have problems of lagging behind in updating and insufficient application. This is in line with the problems of provinces, There is a huge contradiction in the demand for land use status data in the city land business. This paper hopes to study the integrated management mechanism and related technical means of the land use status database at the city level against this background. In this way, a large number of existing "idle and dead reservoirs" can be invigorated to give full play to their important roles in land use situation analysis, resource monitoring and supervision, geological hazard prevention and control, participation in macroeconomic control and decision support and socialized service. In view of the phenomenon that the present situation database of land use at county level is poor in present situation, the effect of "isolated island" of data is serious, and it is difficult to be applied at the provincial and municipal level, this paper takes the relevant technical specification as the standard, and so on. Based on the comprehensive analysis of the sources, composition and characteristics of the spatial data of the urban land use status, the overall framework and scheme of the spatial data integration of the urban land use status are put forward. The content of integration and related technical means are briefly described. Finally, taking Ganzhou City of Jiangxi Province as the research object, ETL technology and spatial database technology are selected. As the key technology, the land use status data management and maintenance technology and data quality control technology are adopted to develop and construct the data integration application system of Ganzhou city land use status by using MapGIS K9SP3 platform and Oracle10g. The basic functions of data integration, information query and management, thematic map making and so on have been realized, which have laid a certain foundation for realizing the informatization of municipal land management. This paper puts forward the data integration mode of establishing land use status data center at the city level, and the city administers all districts and counties as the client of the city level data center, and gives the corresponding operation mode and data management, maintenance, etc. Secondly, according to the actual demand of the city land use status data integration and application each link, Combing out the technical framework of integrated application of land use data at city level, the coordinate system transformation of spatial data of land use status is carried out by converting spatial data in different data formats to MapGIS K9 platform and using four-parameter transformation method. Solving the problems of multi-source land use spatial data format diversity, coordinate system disunity and so on, so that the land use status data of all districts and counties can be dynamically projected into a map in the unified coordinate system. Forming a complete logical view of the data of the present situation of land use at the municipal level, thus satisfying the application of the municipal level, and at the same time ensuring that the data of each district and county can be stored separately. This method not only avoids the huge workload brought by the construction of the respective database, but also facilitates the districts. County data are updated and maintained separately.
