施工點分布地圖管理系統(tǒng)的設(shè)計與實現(xiàn)

【摘要】:隨著社會的發(fā)展和科學(xué)技術(shù)水平的不斷提高,供電企業(yè)信息化水平迅速提升,信息技術(shù)逐漸成為提高企業(yè)運營效率的重要工具。供電行業(yè)作為高科技行業(yè),內(nèi)部每一專業(yè)均在科技和信息化進程中受益。隨著國家和社會對供電可靠性要求越來越高,電網(wǎng)建設(shè)與作業(yè)量與日俱增,施工作業(yè)現(xiàn)場的安全監(jiān)督也必然借助信息化工具來提高效率。 安全監(jiān)督部門需要根據(jù)現(xiàn)場施工作業(yè)點的風(fēng)險高低、路途遠(yuǎn)近等要素做出決策,安排合適的安全監(jiān)督人員到達(dá)現(xiàn)場,確,F(xiàn)場組織、技術(shù)措施的有效落實,有效控制風(fēng)險,達(dá)到安全監(jiān)督的目的。 本文基于國內(nèi)外現(xiàn)狀,探索了地理信息系統(tǒng)技術(shù)原理及方法,研究了地理信息系統(tǒng)在電力系統(tǒng)中的應(yīng)用。在安全管理關(guān)口前移、風(fēng)險評估方法普遍得到應(yīng)用的前提下,結(jié)合南方電網(wǎng)公司推行安全生產(chǎn)風(fēng)險管理體系的實際情況,概括了安全生產(chǎn)風(fēng)險管理體系的發(fā)展和特點,比較了各類定量、定性和半定量風(fēng)險分析方法的優(yōu)劣,選取最適合的風(fēng)險評估方法對現(xiàn)場施工作業(yè)進行評級,并最終通過施工點分布地圖管理系統(tǒng)作為載體實現(xiàn)上述功能。 基于地理信息系統(tǒng)開發(fā)了施工點分布地圖管理系統(tǒng),通過信息技術(shù)實現(xiàn)了對現(xiàn)場施工作業(yè)的計劃管理和風(fēng)險管理。通過計劃管理有效避免了非計劃性工作和超量工作可能造成的安全監(jiān)管失控;通過風(fēng)險管理確保了安全監(jiān)管有的放矢,根據(jù)風(fēng)險高低投入相應(yīng)資源,,實現(xiàn)了差異化的安全監(jiān)督。 該系統(tǒng)操作簡單、功能完備、可視化程度高、實用性強,有效促進了供電企業(yè)的安全管理從事后管理向事前預(yù)測控制轉(zhuǎn)變,很好地為安全監(jiān)督工作服務(wù),提升了供電企業(yè)生產(chǎn)管理水平。
[Abstract]:With the development of society and the continuous improvement of science and technology, the information level of power supply enterprises is improving rapidly, and information technology has gradually become an important tool to improve the operational efficiency of enterprises. Every profession inside benefits from the process of science and technology and informatization. As the country and society demand higher reliability of power supply, the construction and operation of power grid is increasing day by day. Construction site safety supervision is also bound to use information tools to improve efficiency. The safety supervision department should make decision according to the risk of the site, the distance and distance, arrange the appropriate safety supervisor to arrive at the site, ensure the effective implementation of the site organization and technical measures, and effectively control the risk, To achieve the purpose of safety supervision. Based on the present situation at home and abroad, this paper explores the technical principles and methods of GIS, and studies the application of GIS in power system. The development and characteristics of safety production risk management system are summarized, and the advantages and disadvantages of various quantitative, qualitative and semi-quantitative risk analysis methods are compared. The most suitable risk assessment method is selected to grade the field construction operation, and finally the above functions are realized through the construction point distribution map management system as the carrier. Based on Geographic Information system (GIS), a distributed map management system for construction sites is developed. The planning management and risk management of site construction operation are realized through information technology, and the unplanned work and overwork may lead to the safety supervision out of control effectively through the plan management. Through risk management to ensure that the safety supervision is targeted, according to the level of risk input the corresponding resources, achieve differentiated safety supervision. The system has the advantages of simple operation, complete function, high visualization and strong practicability. It can effectively promote the safety management of power supply enterprises to change from post management to predictive control in advance, and serve the safety supervision work well. Improved the power supply enterprise production management level.
