土地利用總體規(guī)劃管理信息系統(tǒng)設(shè)計(jì)與實(shí)現(xiàn)

【摘要】:土地利用規(guī)劃作為土地管理的龍頭和核心,是國(guó)家宏觀調(diào)控耕地保護(hù)紅線和土地利用分區(qū)合理布局的重要手段。目前,濱州市國(guó)土局在市政府的領(lǐng)導(dǎo)下剛剛編制完成濱州市的土地利用規(guī)劃成果,數(shù)據(jù)的現(xiàn)勢(shì)性非常好。但市國(guó)土局規(guī)劃站在使用早期建設(shè)的濱州市建設(shè)用地審批管理信息系統(tǒng)進(jìn)行業(yè)務(wù)審查時(shí),由于系統(tǒng)不支持土地利用規(guī)劃圖形管理,亟需一套能與這套審批管理信息系統(tǒng)有效銜接,并能利用規(guī)劃圖形、規(guī)劃指標(biāo)輔助進(jìn)行規(guī)劃審查決策的系統(tǒng)。本文基于地理信息服務(wù)的概念以及土地利用規(guī)劃實(shí)施過程中相關(guān)的業(yè)務(wù),在濱州市“國(guó)土綜合監(jiān)管平臺(tái)”的項(xiàng)目背景下,討論研究了建設(shè)用地項(xiàng)目審查的實(shí)施過程,重點(diǎn)構(gòu)建與實(shí)現(xiàn)了土地利用規(guī)劃管理信息系統(tǒng)。本系統(tǒng)以Visual Studio2008為平臺(tái),基于NewMap進(jìn)行開發(fā),開發(fā)語言使用C#語言和Flex4.5,結(jié)合WebGIS、地理信息服務(wù)、面向?qū)ο蟪绦蛟O(shè)計(jì)、圖形處理和數(shù)據(jù)庫(kù)管理等技術(shù),完成了規(guī)劃展示、規(guī)劃指標(biāo)、規(guī)劃審查、計(jì)劃指標(biāo)、統(tǒng)計(jì)分析、用戶管理六個(gè)主要功能模塊。其中,重點(diǎn)是研究基于地理信息服務(wù)的系統(tǒng)框架思想,應(yīng)用這種方式,可有效地提升土地利用規(guī)劃系統(tǒng)的開放性,降低系統(tǒng)與數(shù)據(jù)的耦合程度,保證規(guī)劃審查的準(zhǔn)確性和規(guī)范性,在有效使用基礎(chǔ)地理信息的同時(shí),可以將土地利用規(guī)劃的信息發(fā)布成專題服務(wù),為當(dāng)?shù)氐膰?guó)土綜合監(jiān)管平臺(tái)等系統(tǒng)提供專題地理信息服務(wù),實(shí)現(xiàn)國(guó)土業(yè)務(wù)各部門之間信息最大程度的共享。
[Abstract]:As the leading and core of land management, land use planning is an important means for the state to control and control the red line of cultivated land protection and the rational distribution of land use zones. The Binzhou Municipal Bureau of Land and Land, under the leadership of the municipal government, has just completed the results of the land use planning in Binzhou. The present situation of the data is very good. However, when the planning station of the Municipal Land Bureau used the Binzhou Construction Land approval Management Information system, which was built earlier, for business review, because the system does not support the graphic management of land use planning, There is an urgent need for an effective interface with the approval management information system and for the use of planning graphics, This paper is based on the concept of geographic information service and related business in the implementation of land use planning, under the background of Binzhou "Land Comprehensive Supervision platform". In this paper, the implementation process of construction land project review is discussed and studied, and the land use planning management information system is constructed and implemented emphatically. The system is developed on the platform of Visual Studio2008 and based on NewMap. The development language uses C # language and Flex 4.5, combined with Web GIS, geographic information service, object oriented programming, graphics processing and database management, etc., it completes planning display, planning index, planning review, planning index, statistical analysis, etc. Among the six main function modules of user management, the emphasis is on the research of the system framework based on geographic information service. The application of this method can effectively enhance the openness of land use planning system and reduce the coupling degree between the system and data. To ensure the accuracy and standardization of planning reviews, to effectively use basic geographic information, and to release the information of land use planning into thematic services, and to provide thematic geographic information services for systems such as local land comprehensive regulatory platforms, To achieve the largest degree of information sharing between the various departments of land business.
