【摘要】：現(xiàn)代化城市管理不僅涉及到區(qū)域內(nèi)的經(jīng)濟(jì)、政治、文化、信息和服務(wù)，還涉及到如何運(yùn)用行政、法律和現(xiàn)代化科技等手段，對(duì)現(xiàn)代化城市管理過(guò)程中產(chǎn)生的問(wèn)題，需要及時(shí)發(fā)現(xiàn)問(wèn)題、上報(bào)問(wèn)題、處理問(wèn)題，來(lái)提高城市管理的科學(xué)性和有效性，滿足城市管理和人民不斷日益增長(zhǎng)的生活需求。 現(xiàn)代化城市管理更加強(qiáng)調(diào)的是政府和市場(chǎng)互補(bǔ)，，政府要和社會(huì)其他成員通過(guò)正式或非正式的渠道進(jìn)行溝通互動(dòng)，因此，我國(guó)的個(gè)別城市在數(shù)字化城市管理的基礎(chǔ)上探討大聯(lián)動(dòng)數(shù)字城管技術(shù)，其中烏魯木齊頭屯河區(qū)也在探討大聯(lián)動(dòng)數(shù)字城管的建設(shè)，本文就是在與頭河區(qū)政府溝通的前提下進(jìn)行撰寫(xiě)的。 本文從網(wǎng)格化的管理理念、大聯(lián)動(dòng)基礎(chǔ)地理信息組織與設(shè)計(jì)、三維空間數(shù)據(jù)庫(kù)建模設(shè)計(jì)與實(shí)現(xiàn)、三維空間數(shù)據(jù)庫(kù)的設(shè)計(jì)與建立等方面全面闡述了大聯(lián)動(dòng)三維模型的構(gòu)建，進(jìn)行了大聯(lián)動(dòng)數(shù)據(jù)庫(kù)的具體的設(shè)計(jì)，屬性庫(kù)設(shè)計(jì)以及數(shù)據(jù)庫(kù)的建立。主要內(nèi)容如下： （1）主要介紹了國(guó)內(nèi)外研究大聯(lián)動(dòng)三維數(shù)字城管的具體情形以及城市管理的現(xiàn)狀。 （2）主要介紹了城市網(wǎng)格化管理，并在研究城市網(wǎng)格化管理的基礎(chǔ)上探討出適用大聯(lián)動(dòng)三維數(shù)字城管的模式。 （3）根據(jù)甲方（烏魯木齊頭屯河區(qū)區(qū)政府）的需求以及城市化管理的理念設(shè)計(jì)了適用于甲方需求的大聯(lián)動(dòng)三維數(shù)字城管數(shù)據(jù)庫(kù)，其中包括：區(qū)政府主管部門的劃分、主管部門管理具體部件對(duì)象的劃分、主管部門主管事件的劃分、網(wǎng)格巡邏員職能的劃分，以便管理更加的具體、更加快捷有效，并且擴(kuò)大了數(shù)字化城市管理的范圍和權(quán)限。 （4）進(jìn)行了符號(hào)化紋理的組織與設(shè)計(jì)。 （5）采用新型模式的三維建模方法，即：標(biāo)志性建筑物和地理實(shí)體才用真實(shí)紋理的三維建模、非標(biāo)志性建筑物和地理實(shí)體采用符號(hào)化紋理進(jìn)行三維建模，通過(guò)建模進(jìn)行比較尤略。 （6）根據(jù)相同屬性和用途的劃分方法，把城市地理實(shí)體劃分為四大部分和20個(gè)具體的實(shí)體劃分單元，并進(jìn)行屬性表的設(shè)計(jì)與數(shù)據(jù)庫(kù)的實(shí)現(xiàn)。
[Abstract]:Modern urban management involves not only regional economic, political, cultural, information and service, but also how to use administrative, legal and modern science and technology. In order to improve the science and effectiveness of urban management, we need to find problems, report problems and deal with problems in the process of modern urban management. To meet the urban management and the people's growing living needs. Modern urban management emphasizes that the government and the market complement each other. The government and other members of the society should communicate and interact through formal or informal channels. On the basis of digital city management, individual cities in our country discuss the technology of digital urban management, including the construction of digital urban management in Urumqi Toutunhe district. This paper is written under the premise of communicating with the government of Tou he District. In this paper, the concept of grid management, large-scale linkage of basic geographic information organization and design, three-dimensional spatial database modeling design and implementation. In this paper, the design and establishment of 3D spatial database are discussed in detail, and the specific design, attribute database design and database establishment of large linkage database are carried out. The main contents are as follows:. This paper mainly introduces the concrete situation and the present situation of urban management of the three-dimensional digital city management of the large-scale linkage at home and abroad. This paper mainly introduces the urban grid management, and discusses the model of the large linkage 3D digital urban management based on the research of the urban grid management. According to the needs of Party A (Urumqi Toutunhe District Government) and the concept of urbanization management, a large coupled 3D digital urban management database suitable for Party A's demand is designed. These include: the division of district government departments, the division of specific components, the division of events, and the division of the functions of grid patrol officers in order to manage more specific management. Faster and more effective, and expanded the scope and authority of digital city management. The organization and design of symbolic texture are carried out. 5) A new 3D modeling method is adopted, that is, the real texture is used for the 3D modeling of the iconic buildings and geographic entities, and the symbolic textures are used for the 3D modeling of the non-symbolic buildings and geographic entities. Comparison is made by modeling. According to the method of dividing the same attributes and uses, the urban geographic entities are divided into four parts and 20 concrete entity partitioning units, and the design of attribute table and the realization of database are carried out.
