基于數(shù)字城市系統(tǒng)對存量房估價(jià)核稅數(shù)學(xué)模型的研究

【摘要】:數(shù)字城市自20世紀(jì)60年代起,經(jīng)歷了幾十年的發(fā)展,逐漸發(fā)展成為由高速計(jì)算機(jī)、可視化圖形、三維空間系統(tǒng)等高端技術(shù)組成前沿科技。GIS系統(tǒng)作為數(shù)字城市的重要組成部分,通過信息化手段為市民提供了城市基礎(chǔ)功能,為政府在各領(lǐng)域的管理提供了智能化分析。使人們對世界的理解逐漸空間化、立體化。 存量房的估價(jià)評稅作為地稅局的基本管理功能,目前主要依靠人工現(xiàn)場粗略核定估價(jià)要素,準(zhǔn)確性較差。引入以三維地理信息系統(tǒng)為基礎(chǔ)的數(shù)字城市系統(tǒng),通過搭建高分辨率航拍影像,DEM高程數(shù)據(jù),疊加建筑模型和房產(chǎn)、國土、民政部門數(shù)據(jù),按照真實(shí)數(shù)據(jù)在三維空間里建立虛擬仿真城市。對房產(chǎn)的自身屬性和外部因素進(jìn)行分析,得到估價(jià)數(shù)值。吉林市地稅局作為試點(diǎn),在全國實(shí)施的房產(chǎn)稅征收試點(diǎn)城市中率先引進(jìn)數(shù)字城市系統(tǒng)進(jìn)行估價(jià)核稅是一種全新嘗試,目前在國內(nèi)屬首創(chuàng)。 本文重點(diǎn)對虛擬存量房三維地理信息系統(tǒng)搭建以及所運(yùn)用的數(shù)學(xué)模型進(jìn)行了分析。系統(tǒng)的搭建主要運(yùn)用了Skyline地理信息軟件,確定系統(tǒng)開發(fā)架構(gòu)、程序結(jié)構(gòu)以及數(shù)據(jù)庫的建設(shè)。對數(shù)學(xué)模型的分析,包括空間決策支持模型,數(shù)據(jù)倉庫模型與空間數(shù)據(jù)挖掘模型。實(shí)現(xiàn)系統(tǒng)內(nèi)各類數(shù)據(jù)的分析和檢索等功能。利用三維仿真的基礎(chǔ)算法,確定三維模型的位置,,并以實(shí)際坐標(biāo)定位。在此基礎(chǔ)上,通過對存量房價(jià)值因子的分析,進(jìn)行房產(chǎn)價(jià)值的確定。重點(diǎn)對道路等級類型因子和商業(yè)服務(wù)業(yè)影響度分值進(jìn)行分析。確立城市若干標(biāo)準(zhǔn)核稅區(qū)、標(biāo)準(zhǔn)戶后實(shí)現(xiàn)存量房產(chǎn)的自動(dòng)估價(jià)。 在仿真實(shí)驗(yàn)部分,對吉林市存量房的商業(yè)服務(wù)業(yè)影響度分值進(jìn)行了實(shí)際的測算,確定了4級商業(yè)服務(wù)中心的影響分值,并可進(jìn)行緩沖區(qū)分析,從而得到商業(yè)服務(wù)中心的輻射范圍,以距離越遠(yuǎn),房產(chǎn)價(jià)值越低的原則進(jìn)行存量房價(jià)值的評估。以此分析方法作為示范,應(yīng)用于其它影響存量房價(jià)值的因子計(jì)算。同時(shí)對開發(fā)的系統(tǒng)進(jìn)行功能的圖示說明。通過這部分有效的證明了數(shù)學(xué)模型的可用性和有效性,系統(tǒng)在實(shí)際使用中的確幫助市政府,規(guī)避了房產(chǎn)交易中的漏稅行為,實(shí)現(xiàn)財(cái)政收入的大幅度增長。

The housing stock valuation assessment as the Bureau of the basic management functions, mainly rely on the artificial field roughly assess factors, poor accuracy. The introduction of digital city system in the three-dimensional geographic information system as the foundation, through the platform of high resolution aerial images, DEM elevation data, stack building model and real estate, land, civil affairs department data. According to the real data to establish virtual simulation in the three-dimensional space of the city. Its properties and external factors of real estate valuation. Numerical analysis, by the Jilin Municipal Local Taxation Bureau as a pilot in the national implementation of the real estate tax levy pilot city took the lead in the introduction of digital city system to estimate nuclear tax is a kind of new attempt, at present in China first.
This paper focuses on the analysis of virtual stock real 3D geographic information system and build a mathematical model of the system is built. The main use of the Skyline software to determine the geographic information system development, structure, program structure and database construction. The analysis of the mathematical model, including spatial decision support model, data warehouse model and spatial data mining model all kinds of data. System analysis and retrieval functions. By using the algorithm based on 3D simulation model, determine the three-dimensional position and the actual position. On this basis, through the analysis of the stock of real value factor, determine the value of the property. The focus on road grade type factors and business services influence degree the score was analyzed. The establishment of city some standard nuclear Tax District, after standard household automatic valuation of real estate stock.
In the simulation experiments, the score of Jilin city housing stock commercial services for the actual calculation, to determine the effect of 4 commercial service center points, and can make the buffer analysis, so as to obtain the radiation range of business service center, the farther the distance is, the lower the value of the real estate appraisal principle the housing stock value. This analysis method as a demonstration, calculation factor applied to other effects of the housing stock value. At the same time the system function introduction. Through this part effectively demonstrates the usability and validity of the mathematical model, the system can help the municipal government in actual use, to avoid tax evasion behavior in real estate transactions, to achieve revenue growth.
