【摘要】：隨著我國經(jīng)濟(jì)社會的發(fā)展,城市化進(jìn)程不斷加快,違法建設(shè)的數(shù)量和規(guī)模也在不斷攀升,嚴(yán)重影響了城市居民生活和城市環(huán)境和形象。為了有效遏制違法建設(shè)的增長,本文在對一些主要城市的違法建設(shè)背景、現(xiàn)狀、治理措施等進(jìn)行調(diào)查的基礎(chǔ)上,結(jié)合北京市違法建設(shè)發(fā)現(xiàn)和查處實(shí)際情況,對多種違法建設(shè)發(fā)現(xiàn)技術(shù)方法進(jìn)行了研究。本文分析了違法建設(shè)的現(xiàn)狀和危害以及國內(nèi)外主要城市的治理措施等,采用衛(wèi)星技術(shù)、街景技術(shù)、移動技術(shù)、舉報平臺來發(fā)現(xiàn)違法建設(shè):對每一類技術(shù)都制定了相應(yīng)的技術(shù)流程,技術(shù)路線;基于違法建設(shè)特征提出其發(fā)現(xiàn)方式,分析技術(shù)特點(diǎn),從發(fā)現(xiàn)其來源的方式上為治理難題尋找新的途徑。利用衛(wèi)星影像數(shù)據(jù)自動監(jiān)測土地變化,提取變化圖斑來發(fā)現(xiàn)違法建設(shè);利用街景監(jiān)測技術(shù)中街景影像的變化圖構(gòu)建違法建設(shè)的形成過程,利用移動通信技術(shù)巡查違法建設(shè)等,利用這些技術(shù)手段,實(shí)現(xiàn)了違法建設(shè)發(fā)現(xiàn)從空中到地面的發(fā)現(xiàn)全覆蓋,掌握其基本情況與特點(diǎn),并且能夠快速發(fā)現(xiàn)、快速拆除,提高城市生態(tài)文明建設(shè)。本文設(shè)計了多方式融合的違法建設(shè)發(fā)現(xiàn)及查處平臺與驗(yàn)證系統(tǒng):平臺介紹了發(fā)現(xiàn)違法建設(shè)的數(shù)據(jù)源與數(shù)據(jù)處理、各個發(fā)現(xiàn)方式的功能實(shí)現(xiàn);驗(yàn)證系統(tǒng)介紹了數(shù)據(jù)標(biāo)準(zhǔn)、發(fā)現(xiàn)機(jī)制、功能實(shí)現(xiàn)等,對各方式發(fā)現(xiàn)的違法建設(shè)數(shù)據(jù)進(jìn)行了初步分析與總結(jié),并以衛(wèi)星查違為例介紹了應(yīng)用實(shí)例,對發(fā)現(xiàn)違法建設(shè)的數(shù)據(jù)源進(jìn)行處理與管理,利用它們對違法建設(shè)進(jìn)行分類管理,對查處與治理工作進(jìn)行監(jiān)督,為平臺提供大量數(shù)據(jù)支撐;針對可能是違法建設(shè)產(chǎn)生的原因進(jìn)行歸類整理,再做出有效預(yù)防措施;使得執(zhí)法者的工作有據(jù)可查,有據(jù)可依。對北京市2013年到2016年各發(fā)現(xiàn)技術(shù)手段發(fā)現(xiàn)的違法建設(shè)數(shù)據(jù)進(jìn)行分析和綜合評價,分析各類發(fā)現(xiàn)技術(shù)手段的優(yōu)缺點(diǎn),這些發(fā)現(xiàn)方式的互補(bǔ)性;總結(jié)各技術(shù)方式的優(yōu)勢和不足,對各發(fā)現(xiàn)技術(shù)手段發(fā)現(xiàn)的違法建設(shè)的能力進(jìn)行分析與評價。
[Abstract]:With the development of our country's economy and society, the process of urbanization is speeding up, and the quantity and scale of illegal construction are also rising. In order to effectively curb the growth of illegal construction, this paper investigates the background, status quo and governance measures of the illegal construction in some major cities. Combined with the actual situation of illegal construction discovery and investigation in Beijing, this paper studies various technical methods of illegal construction discovery. This paper analyzes the current situation and harm of illegal construction and the measures of control in major cities at home and abroad. Using satellite technology, streetscape technology, mobile technology, reporting platform to find illegal construction: for each type of technology to formulate the corresponding technical process, technical route; Based on the characteristics of illegal construction, this paper puts forward the discovery method, analyzes the technical characteristics, and finds a new way to solve the difficult problems from the way of discovering its source. The satellite image data is used to automatically monitor the land change. Extract the change pattern to find the illegal construction; The formation process of illegal construction is constructed by using the change map of street scene image in street scene monitoring technology, and the illegal construction is inspected by mobile communication technology, and these technical means are used. Realized the illegal construction discovery from the air to the ground discovery full coverage, grasps its basic situation and the characteristic, and can quickly discover, the fast demolition. Improve the construction of urban ecological civilization. This paper designs a multi-way fusion of illegal construction detection and investigation platform and verification system: the platform introduces the data source and data processing of illegal construction. The realization of the function of each discovery mode; The verification system introduces the data standard, discovery mechanism, function realization and so on, analyzes and summarizes the illegal construction data found in various ways, and introduces the application example with the example of satellite inspection violation. To deal with and manage the data sources found illegal construction, to use them to classify the illegal construction management, to investigate and manage the work of supervision, to provide a large number of data support for the platform; According to the possible causes of illegal construction to sort out, and then to make effective preventive measures; So that the work of the law enforcers can be documented, according to the evidence. Beijing from 2013 to 2016 found technical means to find illegal construction data analysis and comprehensive evaluation. The advantages and disadvantages of various discovery techniques are analyzed, and the complementarities of these discovery methods are analyzed. This paper summarizes the advantages and disadvantages of each technical method, and analyzes and evaluates the ability of the illegal construction found by each technical means.
