【摘要】：近十年國(guó)民經(jīng)濟(jì)快速發(fā)展,礦山技術(shù)工藝和裝備水平極大提高,推動(dòng)了我國(guó)礦產(chǎn)節(jié)約和綜合利用水平提高。主要表現(xiàn)為:一是采選水平穩(wěn)步提高,開(kāi)采回采率和選礦回收率總體處于較高水平;二是尾礦的礦山固廢堆存量大,利用潛力巨大;三是近年我國(guó)廢舊金屬回收發(fā)展較快,積存的大量廢舊產(chǎn)品已經(jīng)進(jìn)入回收再利用的窗口期,有望減少對(duì)原礦資源的消耗。2012年以來(lái),受國(guó)內(nèi)外經(jīng)濟(jì)增速放緩影響,主要礦產(chǎn)品價(jià)格持續(xù)大幅下跌,礦山綜合利用產(chǎn)值大幅回落。當(dāng)前亟需開(kāi)展全國(guó)范圍礦產(chǎn)資源綜合利用調(diào)查評(píng)價(jià),推廣先進(jìn)技術(shù),建立綜合利用稅收優(yōu)惠制度,引導(dǎo)礦山企業(yè)自覺(jué)節(jié)約利用各種資源,進(jìn)一步優(yōu)化礦山"三率",提高尾礦利用、廢舊金屬的資源化水平,從而推動(dòng)全國(guó)礦產(chǎn)資源節(jié)約與綜合利用水平的提高。
[Abstract]:With the rapid development of the national economy in the past ten years, the level of mining technology and equipment has been greatly improved, which has promoted the level of saving and comprehensive utilization of mineral resources in China. The main results are as follows: first, the level of mining and dressing has been steadily improved, the recovery rate and recovery rate of ore dressing are generally at a higher level; the second is the large quantity of solid waste heap of tailings, and the great potential for utilization; the third is the rapid development of the recovery of waste metals in China in recent years. A large number of waste and used products accumulated have entered the window period of recycling and reuse, which is expected to reduce the consumption of raw ore resources. Since 2012, the prices of major mineral products have continued to drop sharply because of the slowdown in economic growth both at home and abroad. The output value of comprehensive utilization of mines dropped sharply. At present, it is urgent to carry out the investigation and evaluation of comprehensive utilization of mineral resources nationwide, to promote advanced technology, to establish a preferential system for comprehensive utilization of taxes, and to guide mining enterprises to consciously economize and utilize all kinds of resources. Further optimize the "three rates" of mine, improve the utilization of tailings and the level of recycling of waste metals, thus promoting the level of saving and comprehensive utilization of mineral resources in China.
