【摘要】：進(jìn)入新世紀(jì),國家經(jīng)濟(jì)與國際經(jīng)濟(jì)的深度融合,我國在這種世界經(jīng)濟(jì)格局的環(huán)境中也不能獨(dú)善其身。地勘行業(yè)這一基礎(chǔ)性、公益性的行業(yè)受國際能源結(jié)構(gòu)調(diào)整和需求的變化以及國內(nèi)供給側(cè)改革之影響,經(jīng)濟(jì)下行趨勢(shì)明顯。如何進(jìn)一步適應(yīng)經(jīng)濟(jì)發(fā)展,本文從我國地勘行業(yè)情況入手,闡述國際國內(nèi)經(jīng)濟(jì)、政治、社會(huì)、技術(shù)的影響,分析產(chǎn)業(yè)現(xiàn)狀,提出今后的發(fā)展方向,面對(duì)國內(nèi)外環(huán)境的變化,礦業(yè)經(jīng)濟(jì)政策改變,制定切實(shí)可行、有利于地勘單位發(fā)展的戰(zhàn)略目標(biāo),實(shí)施有效地管理解決生產(chǎn)經(jīng)營中的問題。遼寧省第十地質(zhì)大隊(duì)同其它地勘單位一樣,肩負(fù)著國家和地方經(jīng)濟(jì)社會(huì)發(fā)展服務(wù)的公益性、基礎(chǔ)性、戰(zhàn)略性的地質(zhì)工作。在經(jīng)歷計(jì)劃經(jīng)濟(jì)體制下全額撥款中央直管后,受國家經(jīng)濟(jì)政策調(diào)整實(shí)施屬地化、雙軌制運(yùn)行管理,其下一步發(fā)展方向必然是逐步實(shí)行企業(yè)化,要實(shí)現(xiàn)企業(yè)化,就必須加快產(chǎn)業(yè)發(fā)展,在市場(chǎng)中爭(zhēng)得一席之地,像遼寧省第十地質(zhì)大隊(duì)這樣的地勘單位采取何種發(fā)展戰(zhàn)略,才能提高競(jìng)爭(zhēng)力,把產(chǎn)業(yè)作強(qiáng)作大呢?本文就此展開探討。本文主要內(nèi)容共有三個(gè)部分,一是提出發(fā)展戰(zhàn)略研究的必要性和相關(guān)基礎(chǔ)理論進(jìn)行梳理,為全文的分析提供基礎(chǔ)理論依據(jù)。二是通過對(duì)遼寧省第十地質(zhì)大隊(duì)所處外部環(huán)境、內(nèi)部的現(xiàn)狀進(jìn)行進(jìn)行了系統(tǒng)分析,運(yùn)用PEST分析方法、五力模型戰(zhàn)略分析工具找出遼寧省第十地質(zhì)大隊(duì)的優(yōu)勢(shì)、劣勢(shì)、機(jī)會(huì)和威脅。三是采用SWOT分析工具對(duì)遼寧省第十地質(zhì)大隊(duì)?wèi)?zhàn)略進(jìn)行選擇并制定戰(zhàn)略目標(biāo),并對(duì)戰(zhàn)略實(shí)施和保障措施提出建議。
[Abstract]:In the new century, with the deep integration of the national economy and the international economy, our country cannot stand alone in the environment of this world economic pattern. The geological prospecting industry is a foundational one. The public welfare industry is affected by the adjustment of international energy structure and the change of demand and the domestic supply-side reform, and the downward trend of economy is obvious. How to adapt to the economic development further, this paper starts with the situation of geological prospecting industry in China. This paper expounds the influence of economy, politics, society and technology at home and abroad, analyzes the present situation of industry, puts forward the direction of development in the future, faces the change of domestic and foreign environment, changes the economic policy of mining industry, and makes it feasible and feasible. The Tenth Geological Group of Liaoning Province, like other geological prospecting units, shoulders the public welfare and foundation of national and local economic and social development services. Strategic geological work. After going through the direct administration of the central government in full allocation under the planned economic system, subject to the adjustment of the national economic policy and the implementation of localization, and the operation of the dual-track system, its next development direction will inevitably be to gradually implement the enterprise-oriented approach. In order to realize enterprise, we must speed up the development of industry and win a place in the market. What kind of development strategy can geological prospecting units such as the 10th Geological Brigade of Liaoning Province adopt in order to improve their competitiveness and make industries stronger? The main contents of this paper are as follows: first, the necessity of development strategy research and related basic theories are put forward. This paper provides the basic theoretical basis for the analysis of the whole text. Secondly, through the systematic analysis of the external environment and the internal situation of the tenth geological brigade of Liaoning Province, the PEST analysis method is used. The five Forces Model Strategic Analysis tool finds out the strengths, weaknesses, opportunities and threats of the Tenth Geological Brigade of Liaoning Province. Third, it uses the SWOT analysis tool to select the strategy of the Tenth Geological Brigade of Liaoning Province and formulate the strategic objectives. And puts forward the suggestion to the strategy implementation and the safeguard measure.
