【摘要】：中國大陸集成電路產(chǎn)業(yè)在近20年中快速發(fā)展,生產(chǎn)和技術(shù)已奠定了一定的基礎(chǔ)。但與先進(jìn)國家相比較,中國該產(chǎn)業(yè)在整個產(chǎn)業(yè)鏈中還處于中低端地位,且缺乏主動權(quán),導(dǎo)致貿(mào)易結(jié)構(gòu)也相對不合理。在全球集成電路產(chǎn)業(yè)開始轉(zhuǎn)移的大背景下,中國應(yīng)抓住機(jī)遇,積極參與產(chǎn)業(yè)鏈高端合作,不斷優(yōu)化集成電路的貿(mào)易結(jié)構(gòu)。本文首先在前人的研究基礎(chǔ)上,運(yùn)用貿(mào)易競爭優(yōu)勢指數(shù)、Michaely競爭優(yōu)勢指數(shù)和顯示性比較優(yōu)勢指數(shù),從貿(mào)易結(jié)構(gòu)方面對中國集成電路產(chǎn)業(yè)的國際競爭力進(jìn)行了較為詳細(xì)地計(jì)算和分析。其次,借助國際產(chǎn)能合作理論,探討了和當(dāng)下中國集成電路產(chǎn)業(yè)國際產(chǎn)能合作的必要性及可行性。在此基礎(chǔ)上,筆者最后對優(yōu)化升級集成電路產(chǎn)業(yè)貿(mào)易結(jié)構(gòu)提出了相關(guān)建議:提升核心技術(shù)能力;加強(qiáng)知識產(chǎn)權(quán)研發(fā)和保護(hù);積累人力資源;完善資金支持體系;整合產(chǎn)業(yè)鏈優(yōu)質(zhì)資源;重點(diǎn)發(fā)展設(shè)備制造業(yè);積極參與國際產(chǎn)能合作等。筆者以期本論文對完善中國集成電路產(chǎn)業(yè)的相關(guān)政策及措施起到借鑒和參考的作用。
[Abstract]:The integrated circuit industry in mainland China has developed rapidly in the past 20 years, and the production and technology have laid a certain foundation. But compared with the advanced countries, China's integrated circuit industry is still in the middle and low position in the whole industrial chain. And the lack of initiative leads to a relatively unreasonable trade structure. In the context of the beginning of the transfer of the global integrated circuit industry China should seize the opportunity and actively participate in the high-end cooperation of the industrial chain. Firstly, based on the previous studies, we use the trade competitive advantage index (TCI) and the display comparative advantage index (CRI) to optimize the trade structure of integrated circuits. The international competitiveness of China's integrated circuit industry is calculated and analyzed in detail from the aspect of trade structure. Secondly, the theory of international production capacity cooperation is used. This paper discusses the necessity and feasibility of international production cooperation with China's integrated circuit industry. Finally, the author puts forward some suggestions for optimizing and upgrading the trade structure of integrated circuit industry: enhancing the core technical capability; Strengthening R & D and protection of intellectual property rights; Accumulation of human resources; Perfecting the fund support system; Integrating high quality resources of industrial chain; Focus on the development of equipment manufacturing; The author hopes that this paper will play a reference role in perfecting the relevant policies and measures of China's integrated circuit industry.
