電力工程項目質(zhì)量監(jiān)督管理問題研究

【摘要】:隨著電力體制的深化改革以及快速的發(fā)展,電力工程項目質(zhì)量監(jiān)督在電力工程中就顯得尤為重要。電力工程建設(shè)質(zhì)量管理中包含電力工程質(zhì)量監(jiān)督工作,為使工程能夠順利進(jìn)行,確保依法、依規(guī)范建設(shè)電力工程,國家負(fù)責(zé)監(jiān)督電力工程的質(zhì)量,對電力工程建設(shè)項目加強(qiáng)管理。 由于電力工程具有其動態(tài)性,提高其質(zhì)量監(jiān)督管理的水平及其重要,同時也是衡量一支施工隊伍的技術(shù)管理水平的標(biāo)志。電力工程項目質(zhì)量監(jiān)督是對工序,施工速度,施工質(zhì)量等整體的監(jiān)督,質(zhì)量監(jiān)督是提高電力工程質(zhì)量的重要措施之一,我們所采用的管理手段和方法要做到科學(xué)合理,依照相關(guān)的規(guī)章制度監(jiān)督管理電力工程項目的質(zhì)量。為使電力工程項目質(zhì)量監(jiān)督工作進(jìn)一步加強(qiáng),將質(zhì)量監(jiān)督過程中存在的問題妥善處理好,在施工中要分析施工人員、材料、設(shè)備、施工方法和周邊環(huán)境。針對電力工程項目質(zhì)量管理存在的一些問題,電力工程建設(shè)質(zhì)量監(jiān)督管理方面,要運(yùn)用數(shù)學(xué)模型將工程質(zhì)量水平引用的數(shù)據(jù)計算出來,并根據(jù)計算結(jié)果對某項目的質(zhì)量達(dá)標(biāo)與否做出判斷,從而來克服電力工程項目的質(zhì)量問題,本文采用此方法,運(yùn)用實際案例來對此項目的電力工程項目質(zhì)量監(jiān)督水平進(jìn)行評價,這種方法能夠確保正常運(yùn)行電力工程項目質(zhì)量監(jiān)督管理體系,還能使監(jiān)督管理主體的能力得到提高。 本文根據(jù)電力工程質(zhì)量管理的特點,從理論與方法著手分析,采用理論與實際相結(jié)合,根據(jù)具體情況,從模糊綜合評價得出評價結(jié)果。本文根據(jù)電力工程的質(zhì)量監(jiān)督評價時運(yùn)用風(fēng)險重要性權(quán)值來細(xì)化項目風(fēng)險權(quán)重體系和評價體系。首先建立多級遞階結(jié)構(gòu)模型接著應(yīng)用兩兩比較法構(gòu)造風(fēng)險因素判別矩陣,最后計算確定相對權(quán)重。本文所用方法作為一種積極的探索,可以通過實際電力工程項目的應(yīng)用逐步擴(kuò)大使用范圍。但前提是確保工程項目的專業(yè)質(zhì)量評判是通過計量所得結(jié)論作為科學(xué)依據(jù)進(jìn)行論述,其最終解決了因建設(shè)人才素質(zhì)不同而對工程質(zhì)量判斷的影響問題。如果通過該方法能夠達(dá)到預(yù)期目的,將有效提高整個工程質(zhì)量的監(jiān)督管理水平,對監(jiān)督管理工程建設(shè)項目的質(zhì)量意義重大。
[Abstract]:With the deepening reform and rapid development of electric power system, the quality supervision of electric power engineering project is very important. The quality control of electric power engineering construction includes the quality supervision of electric power engineering. In order to make the project go smoothly and ensure the construction of electric power project according to law and in accordance with the standard, the state is responsible for supervising the quality of electric power project. Strengthen the management of electric power engineering construction projects. Because electric power engineering has its dynamic nature, it is important to improve its quality supervision and management level, and it is also a symbol to measure the technical management level of a construction team. The quality supervision of electric power engineering project is the whole supervision of working procedure, construction speed, construction quality and so on. Quality supervision is one of the important measures to improve the quality of electric power engineering. The management means and methods we adopt should be scientific and reasonable. Supervise and manage the quality of electric power engineering projects according to relevant rules and regulations. In order to further strengthen the quality supervision of electric power engineering project, the problems existing in the process of quality supervision should be properly dealt with, and the construction personnel, materials, equipment, construction methods and surrounding environment should be analyzed in construction. In view of some problems existing in the quality management of electric power engineering project, in the aspect of quality supervision and management of electric power engineering construction, the mathematical model should be used to calculate the data quoted by the engineering quality level. In order to overcome the quality problems of electric power engineering project, this paper uses this method to evaluate the quality supervision level of the power engineering project by using the actual case, according to the result of calculation to judge whether the quality of a certain project is up to standard or not, so as to overcome the quality problem of the power engineering project. This method can ensure the normal operation of power engineering project quality supervision and management system, but also can improve the ability of supervision and management of the main body. According to the characteristics of power engineering quality management, this paper analyzes the theory and method, combines theory with practice, and obtains the evaluation result from fuzzy comprehensive evaluation according to the concrete situation. According to the quality supervision and evaluation of power engineering, this paper uses the value of risk importance weight to refine the project risk weight system and evaluation system. The multilevel hierarchical structure model is first established, and then the risk factor discriminant matrix is constructed by pairwise comparison method, and the relative weight is finally calculated and determined. The method used in this paper, as an active exploration, can expand the scope of application step by step through the application of actual power engineering projects. However, the premise is to ensure that the professional quality evaluation of engineering projects is discussed by measuring the conclusions as the scientific basis, which finally solves the problem of the influence on engineering quality judgment due to the different quality of construction talents. If the expected goal can be achieved by this method, the supervision and management level of the whole project quality will be effectively improved, which is of great significance to the supervision and management of the quality of the construction project.
