適應于電力市場改革過渡期的節(jié)能發(fā)電模型研究

【摘要】:電力市場改革的主要目標在于優(yōu)化資源配置。而發(fā)展中國家電力市場改革往往需要經(jīng)歷一個較長的改革過渡期,該時期內(nèi)電力市場受到能源政策、市場管制及其它相關因素的影響,難以通過公平競爭提高發(fā)電側(cè)效率并實現(xiàn)節(jié)能目標。研.究如何在改革進程中兼顧節(jié)能發(fā)電需求是一個具有重要理論和實用價值的課題。本文一方面圍繞節(jié)能發(fā)電主題對已有節(jié)能發(fā)電方法的操作方式及適應條件等進行比較,根據(jù)發(fā)電能量轉(zhuǎn)化過程對節(jié)能發(fā)電的基本原理及相關指標進行分析,并擴展至對機組發(fā)電成本及節(jié)能效益等方面的經(jīng)濟性評估,為實現(xiàn)發(fā)電側(cè)節(jié)能優(yōu)化提供了事實依據(jù)和擴展空間。另一方面通過研究國內(nèi)外電力市場發(fā)展的內(nèi)在規(guī)律,創(chuàng)新性地提出過渡期電力市場這一研究主題,并對過渡期電力市場的特征及建模思路等進行了分析。通過將以上兩方面相結(jié)合,本文對適合電力市場改革過渡期的節(jié)能發(fā)電模型進行了探索,并嘗試提出了兩種相關模型。本文的具體工作如下: 將現(xiàn)有的節(jié)能發(fā)電方法分為直接控制方法和市場輔助方法兩種類型進行分析。直接控制方法包括經(jīng)濟調(diào)度、優(yōu)化潮流等,主要適用于垂直一體化運營模式。而市場輔助方法則通過引入合理的價格機制、以市場化的交易手段實現(xiàn)發(fā)電資源的優(yōu)化配置,其實施手段靈活且與電力市場改革相適應,但需充分考慮市場環(huán)境以及系統(tǒng)實際運行情況。 圍繞火電機組能量轉(zhuǎn)化過程對機組效率進行研究,探索節(jié)能發(fā)電本質(zhì)。本文分析了發(fā)電過程中節(jié)能相關指標的物理意義及計算方法,例舉了當前主要的高效燃煤技術及其節(jié)能效果,對多種機組在不同負荷率條件下的標準煤耗進行了比較,并進一步提出了實現(xiàn)節(jié)能發(fā)電的兩種基本途徑。 對不同效率機組的成本組成進行分析,將火電機組效率差異研究擴展至發(fā)電經(jīng)濟性研究。以單位電量為基準,總發(fā)電成本包括固定資產(chǎn)成本及燃料成本等組主要組成部分,其中,固定資產(chǎn)成本可通過對年度資產(chǎn)成本進行分攤獲得,而燃料成本則根據(jù)統(tǒng)一的熱量價格將與發(fā)電效率進行關聯(lián)。分析表明,高效機組所具有的燃料成本優(yōu)勢可能會受到固定資產(chǎn)成本的影響而難以體現(xiàn)。 根據(jù)電力市場發(fā)展現(xiàn)狀及經(jīng)典市場理論,提出了一種基于物理與金融相協(xié)調(diào)的電力市場運營框架。通過對電力市場不同組成部分的協(xié)調(diào)機制進行分析,突出了金融交易在電力交易體系中的重要輔助地位,闡述了復雜系統(tǒng)模型在電力市場環(huán)境日趨復雜條件下的應用前景。該部分內(nèi)容為設計特定的市場模型提供了基礎支撐。 深入分析不同國家和地區(qū)的電力市場發(fā)展歷程,創(chuàng)新性地提出了過渡期電力市場的研究主題。通過將英美等發(fā)達國家與發(fā)展中國家電力市場發(fā)展歷程進行跟蹤比較,對過渡期電力市場的提出依據(jù)進行了詳細說明,并進一步闡述了過渡期電力市場的主要特征、典型表現(xiàn)以及過渡期模型的設計思路等。 針對過渡期電力市場短期競價投標難以滿足節(jié)能發(fā)電需求的情況,首先提出了一種基于效率修正的電力市場雙層節(jié)能優(yōu)化模型。新模型主要采用優(yōu)化調(diào)度及效率置換雙層結(jié)構(gòu)依次進行調(diào)度計劃的制定及修正,并通過合理的結(jié)算方法確保在效率置換中成功匹配的機組可以分享節(jié)能效益。 考慮到不同機組在市場競爭中存在效率水平與市場地位不協(xié)調(diào)的情況,提出了一種基于效率引導的電力市場并行節(jié)能優(yōu)化模型。該模型將已有的發(fā)電權(quán)擴展為金融性的虛擬發(fā)電權(quán),采取虛擬發(fā)電權(quán)交易與經(jīng)濟調(diào)度采取并行獨立操作方式,避免了市場活動對電網(wǎng)安全穩(wěn)定運行產(chǎn)生直接影響,并通過合理的結(jié)算方法確保高效機組具有穩(wěn)定的市場優(yōu)勢,間接引導發(fā)電側(cè)實現(xiàn)高效節(jié)能目標。
