輸電線路施工項(xiàng)目風(fēng)險(xiǎn)監(jiān)管評(píng)價(jià)研究

【摘要】:輸電線路施工項(xiàng)目具有建設(shè)周期長(zhǎng)、投資額度巨大、管控復(fù)雜等特點(diǎn),使得在實(shí)際施工項(xiàng)目建設(shè)中存在多種不確定因素和風(fēng)險(xiǎn)。由于輸電線路施工建設(shè)項(xiàng)目屬于一次性建設(shè)項(xiàng)目,其建設(shè)和實(shí)施的過(guò)程要求極為嚴(yán)格,不容許出現(xiàn)建設(shè)失敗的情況。所以,深入研究項(xiàng)目風(fēng)險(xiǎn)監(jiān)管評(píng)價(jià)技術(shù),明確的把握項(xiàng)目中存在的風(fēng)險(xiǎn),并采用一定的監(jiān)督和管理措施,使得風(fēng)險(xiǎn)降低到最小,才是務(wù)實(shí)之道,才能在盡可能在消除風(fēng)險(xiǎn)的同時(shí),最大化的得到項(xiàng)目建設(shè)所帶來(lái)的利益。 本文從輸電線路施工項(xiàng)目風(fēng)險(xiǎn)監(jiān)管現(xiàn)狀出發(fā),首先研究輸電線路施工項(xiàng)目風(fēng)險(xiǎn)監(jiān)管評(píng)價(jià)體系,通過(guò)對(duì)輸電線路施工項(xiàng)目中存的風(fēng)險(xiǎn)及特征的總結(jié)和梳理,提出了施工風(fēng)險(xiǎn)監(jiān)管的五大要素,分別為施工成本、施工進(jìn)度、施工安全、施工質(zhì)量與施工環(huán)保,在此基礎(chǔ)上,建立了風(fēng)險(xiǎn)監(jiān)管評(píng)價(jià)指標(biāo)體系;其次,對(duì)輸電線路施工項(xiàng)目風(fēng)險(xiǎn)監(jiān)管評(píng)價(jià)模型進(jìn)行了研究,分別從指標(biāo)權(quán)重的確定和模型的構(gòu)建過(guò)程兩方面展開(kāi)了深入探討,建立提出了基于模糊層次綜合評(píng)價(jià)方法的輸電線路施工項(xiàng)目風(fēng)險(xiǎn)監(jiān)管評(píng)價(jià)模型;最后,采用我國(guó)南新110kV輸變電施工項(xiàng)目對(duì)所提出的模糊層次綜合評(píng)價(jià)模型進(jìn)行了實(shí)例評(píng)價(jià)驗(yàn)證,得到了較為可信的風(fēng)險(xiǎn)監(jiān)管評(píng)價(jià)結(jié)果,并對(duì)結(jié)果進(jìn)行了深入的分析,從而實(shí)現(xiàn)了輸電線路施工項(xiàng)目風(fēng)險(xiǎn)監(jiān)管評(píng)價(jià)效能。 綜上,本文提出的輸電線路施工項(xiàng)目風(fēng)險(xiǎn)監(jiān)管評(píng)價(jià)模型具有良好的監(jiān)管評(píng)價(jià)效果,且本文對(duì)輸電線路施工項(xiàng)目的風(fēng)險(xiǎn)監(jiān)管評(píng)價(jià)研究提出的分析方法、指標(biāo)體系構(gòu)建思路、評(píng)價(jià)模型以及案例應(yīng)用等,對(duì)電力工程建設(shè)項(xiàng)目和其他施工建設(shè)項(xiàng)目都具有一定的理論與實(shí)踐借鑒價(jià)值,為項(xiàng)目風(fēng)險(xiǎn)監(jiān)管評(píng)價(jià)研究做出了貢獻(xiàn)。
[Abstract]:Transmission line construction project has the characteristics of long construction period, huge investment amount, complex management and control, etc., which makes the construction of the actual construction project exist a variety of uncertain factors and risks. Because the construction project of transmission line is a one-off construction project, the process of construction and implementation is very strict, so the failure of construction is not allowed. Therefore, it is practical to study the project risk supervision and evaluation technology in depth, grasp the risk in the project clearly, and adopt certain supervision and management measures to minimize the risk. In order to maximize the benefits of project construction while eliminating risks as much as possible. Starting from the present situation of risk supervision of transmission line construction project, this paper first studies the risk supervision and evaluation system of transmission line construction project, summarizes and combs the existing risks and characteristics of transmission line construction project. Five elements of construction risk supervision are put forward, which are construction cost, construction schedule, construction safety, construction quality and construction environmental protection. On this basis, the risk supervision evaluation index system is established. The risk supervision and evaluation model of transmission line construction project is studied, and the determination of index weight and the construction process of the model are discussed. The risk supervision evaluation model of transmission line construction project based on fuzzy hierarchical comprehensive evaluation method is established, and finally, the fuzzy hierarchical comprehensive evaluation model is verified by using the new 110kV power transmission and transformation construction project in South China. The results of risk supervision evaluation are obtained, and the results are analyzed deeply, thus realizing the effectiveness of risk supervision and evaluation of transmission line construction projects. In summary, the risk supervision evaluation model of transmission line construction project put forward in this paper has good supervision and evaluation effect, and the analysis method and index system construction thought of the risk supervision evaluation model of transmission line construction project are put forward in this paper. The evaluation model and case application have certain theoretical and practical reference value for electric power engineering construction projects and other construction projects, and contribute to the research of project risk supervision and evaluation.
