浙江省特高壓輸電線路運(yùn)維檢修管理模式研究

【摘要】:2004年底,國(guó)家電網(wǎng)公司在認(rèn)真分析我國(guó)電力工業(yè)發(fā)展現(xiàn)狀及未來(lái)趨勢(shì)的基礎(chǔ)上,提出了“一特三大”戰(zhàn)略,即建設(shè)以特高壓電網(wǎng)為骨干網(wǎng)架、各級(jí)電網(wǎng)協(xié)調(diào)發(fā)展的堅(jiān)強(qiáng)國(guó)家電網(wǎng)的發(fā)展目標(biāo),促進(jìn)大煤電、大水電、大核電基地集約化開(kāi)發(fā)。“十二五”期間,浙江特高壓電網(wǎng)建設(shè)全面提速,新增特高壓變電、換流容量,交流、直流線路等工程相繼投運(yùn)。同時(shí),國(guó)網(wǎng)公司為提升整個(gè)公司的總體競(jìng)爭(zhēng)力,在整個(gè)電力系統(tǒng)內(nèi)進(jìn)行“三集五大”改革,必對(duì)特高壓電網(wǎng)運(yùn)維檢修管理的組織架構(gòu)、業(yè)務(wù)界面劃分、生產(chǎn)管理方式等創(chuàng)新優(yōu)化提出新的要求。浙江省公司構(gòu)建一套集約化、扁平化、專(zhuān)業(yè)化、適合于浙江電網(wǎng)現(xiàn)狀的特高壓輸電線路運(yùn)維檢修管理模式,已成為一個(gè)非常緊迫的任務(wù)。 本文的研究主要是國(guó)家電網(wǎng)“三集五大”改革下浙江省公司特高壓輸電線路運(yùn)維檢修管理模式,借鑒組織架構(gòu)的相關(guān)理論以及以業(yè)務(wù)界面劃分與流程為中心的思想,分析現(xiàn)行浙江省公司特高壓輸電線路運(yùn)維檢修管理模式存在的問(wèn)題,重新設(shè)計(jì)特高壓輸電線路“大檢修”管理模式的組織構(gòu)架,并著重梳理一些特高壓輸電線路運(yùn)維檢修管理工作流程,包括停電計(jì)劃管理、設(shè)備檢修管理等,這些工作流程從特高壓輸電線路運(yùn)維檢修管理實(shí)際出發(fā),把運(yùn)維檢修管理目標(biāo)的實(shí)現(xiàn)流程化、標(biāo)準(zhǔn)化,以及將流程化的步驟細(xì)化作為亮點(diǎn)。 本文主要的研究發(fā)現(xiàn)首先是設(shè)計(jì)一種適合國(guó)家電網(wǎng)“三集五大”改革下浙江省公司特高壓輸電線路運(yùn)維檢修管理組織構(gòu)架,該結(jié)構(gòu)細(xì)化各個(gè)機(jī)構(gòu)組織的業(yè)務(wù)界面,且制定一套與之相適應(yīng)的管理工作流程及技術(shù)管理體系,使運(yùn)維檢修管理過(guò)程更加規(guī)范化、流程化。最后分析比較特高壓輸電線路運(yùn)維檢修管理模式與傳統(tǒng)模式的利弊及存在問(wèn)題,提出一些有建設(shè)性的意見(jiàn)措施,這樣能夠最終實(shí)現(xiàn)特高壓輸電線路“檢修專(zhuān)業(yè)化集中管理,運(yùn)行維護(hù)一體化管理”的目標(biāo)。本文的研究為國(guó)家電網(wǎng)公司各個(gè)省市特高壓輸電線路的運(yùn)維檢修管理提供了有益的借鑒。
[Abstract]:At the end of 2004, on the basis of analyzing the present situation and future trend of China's electric power industry, the State Grid Company put forward the strategy of "one, three", that is, to build UHV power grid as the backbone grid. The development goal of national power grid with coordinated development of power grids at all levels promotes intensive development of large coal power, large hydropower and large nuclear power bases. During the "12th Five-Year Plan" period, the construction of Zhejiang UHV power grid was increased in an all-round way, with the addition of UHV substation, converter capacity, AC, DC line, etc. At the same time, in order to enhance the overall competitiveness of the whole company, the National Network Company has carried out the "three sets and five" reforms in the entire power system, and must divide the organizational structure and business interface of the operation and maintenance and repair management of the UHV power network. Production management and other innovative optimization of new requirements. It has become a very urgent task for Zhejiang Province Company to construct a set of intensive, flat and specialized operation and maintenance management mode for UHV transmission lines suitable for the current situation of Zhejiang Power Grid. The research of this paper is mainly about the operation and maintenance management mode of UHV transmission line in Zhejiang Province under the reform of "three sets and five big" of State Grid, drawing lessons from the relevant theories of organization structure and taking the business interface division and flow as the center idea. This paper analyzes the problems existing in the operation and maintenance management mode of the UHV transmission line in Zhejiang Province, and redesigns the organizational framework of the "large overhaul" management model of the UHV transmission line. It also focuses on combing the operation and maintenance management workflow of some UHV transmission lines, including blackout plan management, equipment maintenance management, etc. These work processes are based on the actual operation and maintenance management of UHV transmission lines. The realization of operation and maintenance management goal flow, standardization, as well as the process of refinement as a bright spot. The main research findings of this paper are first to design a kind of operation and maintenance management organization framework for the EHV transmission line maintenance and repair of Zhejiang company under the "three sets and five big" reform of State Grid, this structure refines the business interface of each organization. A suit of management workflow and technical management system are established to make the operation and maintenance management process more standardized and flow. Finally, this paper analyzes and compares the advantages and disadvantages between the operation and maintenance management mode of UHV transmission line and the traditional mode, and puts forward some constructive suggestions, so as to realize the specialized centralized management of UHV transmission line "maintenance and repair finally." The goal of integrated management of operation and maintenance. The research in this paper provides a useful reference for the operation and maintenance management of UHV transmission lines in various provinces and cities of State Grid Corporation.
