【摘要】：隨著國家新型工業(yè)化、信息化、城鎮(zhèn)化、農(nóng)業(yè)現(xiàn)代化的快速推進(jìn)和居民生活水平的提高,對(duì)電力的需求將逐漸擴(kuò)大,國家也日益重視電網(wǎng)項(xiàng)目的建設(shè)。同時(shí)當(dāng)前我國面臨著能源安全、環(huán)境污染、新能源發(fā)展等突出問題,解決能源科學(xué)發(fā)展問題已刻不容緩。電網(wǎng)作為能源電力可持續(xù)發(fā)展的中心環(huán)節(jié),在現(xiàn)代能源供應(yīng)體系中發(fā)揮著不可替代的作用。這就對(duì)建立起更大規(guī)模、更先進(jìn)技術(shù)、更規(guī)范化管理及更高效益的供電網(wǎng)絡(luò)提出了新的要求。而科學(xué)的電網(wǎng)項(xiàng)目投資決策是電網(wǎng)企業(yè)努力的重要方向。本文首先梳理了輸變電項(xiàng)目投資管理的理論基礎(chǔ),包括項(xiàng)目投資的特點(diǎn)、管理范圍及方法。其次,論文從項(xiàng)目的財(cái)務(wù)盈利能力、償債能力、盈虧平衡分析、敏感性分析幾個(gè)方面,對(duì)輸變電工程項(xiàng)目的投資評(píng)價(jià)分析做了詳細(xì)的介紹。然后論文結(jié)合電網(wǎng)企業(yè)的自身特點(diǎn)和實(shí)際問題,分析了電網(wǎng)企業(yè)項(xiàng)目投資的決策機(jī)制,對(duì)電網(wǎng)建設(shè)項(xiàng)目的風(fēng)險(xiǎn)進(jìn)行了識(shí)別和評(píng)價(jià),針對(duì)電網(wǎng)建設(shè)各個(gè)階段的風(fēng)險(xiǎn)特點(diǎn),提出相應(yīng)的風(fēng)險(xiǎn)應(yīng)對(duì)方案。隨后本文在上述研究基礎(chǔ)上選取運(yùn)城河津西莊110千伏輸變電工程為例,進(jìn)行案例研究,從項(xiàng)目的工程概況、項(xiàng)目的投資估算、項(xiàng)目的財(cái)務(wù)分析、盈虧平衡分析、敏感性分析及風(fēng)險(xiǎn)分析等方面,對(duì)該項(xiàng)目進(jìn)行投資管理。最后是本文的結(jié)論與展望,對(duì)本文研究結(jié)果進(jìn)行總結(jié)并闡述了不足之處。
[Abstract]:With the new industrialization, information, urbanization, agricultural modernization and the improvement of living standards, the demand for electricity will be gradually expanded, and the country will pay more and more attention to the construction of power grid projects. At the same time, our country is faced with such outstanding problems as energy security, environmental pollution, new energy development and so on. It is urgent to solve the problem of energy science development. As the central link of the sustainable development of energy and power grid plays an irreplaceable role in the modern energy supply system. This puts forward new requirements for the establishment of a larger scale, more advanced technology, more standardized management and more efficient power supply network. And scientific investment decision of power grid project is the important direction of grid enterprise. This paper first combs the theoretical basis of transmission and transformation project investment management, including the characteristics of project investment, management scope and methods. Secondly, from the aspects of financial profitability, solvency, break-even analysis and sensitivity analysis, the paper makes a detailed introduction to the investment evaluation analysis of transmission and transformation projects. Then combining with the characteristics and practical problems of power grid enterprises, this paper analyzes the decision-making mechanism of power grid enterprise project investment, identifies and evaluates the risk of power grid construction project, and aims at the risk characteristics of each stage of power grid construction. Then this paper selects the 110 kV power transmission and transformation project of Yuncheng Hejin Xizhuang as an example to carry on the case study, from the project general situation, the project investment estimate, the project financial analysis, the profit and loss balance analysis, Sensitivity analysis and risk analysis, the project investment management. Finally, the conclusion and prospect of this paper are given.
