基于EPCM模式的我國(guó)光伏分布式能源建設(shè)管理研究

【摘要】:近年來(lái),我國(guó)光伏發(fā)電工程建設(shè)速度不斷加快,從大型地面電站到金太陽(yáng)項(xiàng)目到分布式光伏發(fā)電項(xiàng)目。對(duì)于分布式光伏發(fā)電項(xiàng)目來(lái)說(shuō),存在建設(shè)用地形式多樣,并網(wǎng)點(diǎn)分散,產(chǎn)權(quán)分散,投資主體多樣等各種與傳統(tǒng)電力項(xiàng)目不同的地方。目前國(guó)家對(duì)分布式光伏發(fā)電項(xiàng)目的支持政策陸續(xù)出臺(tái),國(guó)內(nèi)分布式光伏發(fā)電項(xiàng)目將迎來(lái)一輪新的增長(zhǎng)。國(guó)內(nèi)建設(shè)單位在分布式光伏工程項(xiàng)目的過(guò)程管理和建設(shè)模式上經(jīng)驗(yàn)匱乏,不少項(xiàng)目還停留在傳統(tǒng)火電和地面電站的建設(shè)模式上,項(xiàng)目的質(zhì)量、進(jìn)度、成本缺乏控制,導(dǎo)致最終上網(wǎng)電量和投資收益不能得到有效保證。 本文在對(duì)總承包工程管理Engineering Project Construction Management (EPCM)和總承包工程Engineering Procurement Construction (EPC)模式分析的基礎(chǔ)上,根據(jù)分布式光伏電站的特點(diǎn),提出對(duì)分布式光伏電站項(xiàng)目采用總承包工程管理(EPCM)模式,結(jié)合分布式光伏電站實(shí)際建設(shè)過(guò)程,分別對(duì)分布式光伏電站建設(shè)過(guò)程的組織重組、過(guò)程重組和并行管理環(huán)境建立等階段的建設(shè)模式進(jìn)行分析,最后,結(jié)合科技部分布式光伏微電網(wǎng)示范項(xiàng)目的實(shí)例,對(duì)這一管理模式進(jìn)行論證,以先進(jìn)的項(xiàng)目管理理論為依據(jù),研究其在分布式光伏發(fā)電項(xiàng)目全過(guò)程管理中的具體運(yùn)用和應(yīng)用效果,以期總結(jié)出一套適合分布式光伏發(fā)電項(xiàng)目的管理流程和方法,保證分布式光伏電站的建設(shè)質(zhì)量和盈利能力。
[Abstract]:In recent years, the construction of photovoltaic power generation projects in China has been accelerating, from large ground power stations to gold solar projects to distributed photovoltaic power generation projects. For the distributed photovoltaic power generation project, there are many different places from the traditional power projects, such as diversified construction land, scattered network, dispersed property rights, diversified investment subjects, and so on. At present, the national support policies for distributed photovoltaic power generation projects have been issued one after another, and the domestic distributed photovoltaic power generation projects will usher in a new round of growth. Domestic construction units lack of experience in the process management and construction mode of distributed photovoltaic project, many projects still stay in the traditional thermal power and ground power plant construction mode, the quality, progress, cost of the project lack of control, As a result, the final power and investment income can not be effectively guaranteed. Based on the analysis of EPCM and EPC modes, and according to the characteristics of distributed photovoltaic power stations, this paper proposes a general contracting project management (EPCM) model for distributed photovoltaic power plants. Combined with the actual construction process of distributed photovoltaic power station, this paper analyzes the construction modes of the construction process of distributed photovoltaic power station, such as organization reorganization, process reorganization and concurrent management environment establishment, etc. Finally, Combined with the example of distributed photovoltaic microgrid demonstration project of the Ministry of Science and Technology, this management model is demonstrated. Based on the advanced project management theory, the concrete application and application effect in the whole process management of distributed photovoltaic power generation project are studied. In order to sum up a set of management flow and method suitable for distributed photovoltaic power generation project, ensure the construction quality and profitability of distributed photovoltaic power station.
