【摘要】:科學(xué)合理地評(píng)價(jià)風(fēng)電項(xiàng)目的可行性,對(duì)于減少投資決策過程中的主觀性和盲目性,提高投資效益、降低投資風(fēng)險(xiǎn)、優(yōu)化資源配置具有重要意義。本文提出了從技術(shù)、經(jīng)濟(jì)等方面全面綜合評(píng)價(jià)風(fēng)力發(fā)電項(xiàng)目可行性的具體方法。首先結(jié)合風(fēng)電場(chǎng)項(xiàng)目自身的特點(diǎn),科學(xué)系統(tǒng)地建立了風(fēng)電場(chǎng)項(xiàng)目綜合評(píng)價(jià)指標(biāo)體系;第二,將技術(shù)經(jīng)濟(jì)等評(píng)價(jià)理論和多層次模糊分析方法相結(jié)合,根據(jù)風(fēng)電項(xiàng)目的實(shí)際情況,基于建立的指標(biāo)體系對(duì)風(fēng)電場(chǎng)建立了綜合評(píng)價(jià)模型;第三,在評(píng)價(jià)過程中該方法對(duì)主觀權(quán)值進(jìn)行了修正,減少了主觀因素對(duì)評(píng)價(jià)結(jié)果的影響,使得評(píng)價(jià)結(jié)果更加真實(shí)可信。最后,分別對(duì)各層指標(biāo)進(jìn)行評(píng)價(jià),最終得到綜合評(píng)價(jià)結(jié)果。在理論研究的基礎(chǔ)上,運(yùn)用該方法在甘肅某風(fēng)電場(chǎng)綜合評(píng)價(jià)中進(jìn)行了應(yīng)用。詳細(xì)分析了風(fēng)電場(chǎng)風(fēng)能資源、風(fēng)電機(jī)組選型、電氣部分、財(cái)務(wù)情況、社會(huì)效益等各項(xiàng)評(píng)價(jià)指標(biāo),建立了適用于該風(fēng)電場(chǎng)分析的綜合評(píng)價(jià)指標(biāo)體系,確定定量指標(biāo)隸屬度,得到權(quán)重向量并客觀賦權(quán)后,對(duì)多層次目標(biāo)進(jìn)行模糊綜合評(píng)價(jià),最終得到該風(fēng)電場(chǎng)建設(shè)項(xiàng)目的綜合評(píng)價(jià)結(jié)果為“良”,即該風(fēng)電場(chǎng)的技術(shù)條件可行,經(jīng)濟(jì)效益良好,社會(huì)與環(huán)境上能做到可持續(xù)發(fā)展,綜合考慮后認(rèn)為該項(xiàng)目是可行的。
[Abstract]:Evaluating the feasibility of wind power project scientifically and reasonably is of great significance to reduce the subjectivity and blindness in the process of investment decision, improve the investment benefit, reduce the investment risk and optimize the allocation of resources. This paper puts forward a concrete method to evaluate the feasibility of wind power project comprehensively from the aspects of technology and economy. Firstly, the comprehensive evaluation index system of wind farm project is established scientifically and systematically according to the characteristics of wind farm project. Secondly, combining the theory of technical and economic evaluation with the multi-level fuzzy analysis method, according to the actual situation of wind power project, Based on the established index system, the comprehensive evaluation model of wind farm is established. Thirdly, in the process of evaluation, the method modifies the subjective weight, reduces the influence of subjective factors on the evaluation results, and makes the evaluation results more authentic. Finally, the index of each layer is evaluated, and the comprehensive evaluation result is obtained. On the basis of theoretical research, the method is applied to the comprehensive evaluation of a wind farm in Gansu province. The wind energy resources of wind farm, wind turbine selection, electrical part, financial situation, social benefit and other evaluation indexes are analyzed in detail. The comprehensive evaluation index system suitable for the wind farm analysis is established, and the membership degree of quantitative index is determined. After the weight vector is obtained and the objective weight is given, the fuzzy comprehensive evaluation of the multi-level objective is carried out. Finally, the comprehensive evaluation result of the wind farm construction project is "good", that is, the technical conditions of the wind farm are feasible and the economic benefits are good. Social and environmental sustainable development can be achieved, considered that the project is feasible.
