基于AHP-GRAP的風(fēng)電投資項目風(fēng)險評價研究

【摘要】:隨著經(jīng)濟和社會的發(fā)展,能源需求持續(xù)增長,以石化能源為主的高碳經(jīng)濟出現(xiàn)了前所未有的危機,為此世界大多數(shù)國家都積極響應(yīng)節(jié)能減排,而新能源產(chǎn)業(yè)正是實施節(jié)能減排調(diào)整產(chǎn)業(yè)結(jié)構(gòu)過程中發(fā)展起來的新興產(chǎn)業(yè),因此不少國家的能源戰(zhàn)略都鼓勵開發(fā)新能源。風(fēng)電投資在我國愈演愈烈,但是我們也必須清楚的認識到,我國現(xiàn)階段的風(fēng)電開發(fā)技術(shù)尚存在很大不足,尚處于風(fēng)電發(fā)展的初級階段,在開發(fā)建設(shè)運營過程中難免會遇到很多風(fēng)險,這需要我們足夠重視以保證風(fēng)電項目的經(jīng)濟社會效益;诖丝紤],本文對風(fēng)電項目投資進行詳細的風(fēng)險分析評價研究,以期對風(fēng)電投資有所貢獻。 本文首先介紹了風(fēng)電發(fā)展概況及風(fēng)電項目投資的成本組成,論述了風(fēng)電項目風(fēng)險的概念及其特點,并詳細評述了風(fēng)電項目風(fēng)險分析評價的相關(guān)理論及評價方法模型;在風(fēng)險分析方面,首先在分析風(fēng)力發(fā)電項目特點的基礎(chǔ)上,對風(fēng)電項目的各階段進行風(fēng)險因素識別,進而構(gòu)建了比較完善的風(fēng)險評價指標體系。 本文在指標體系構(gòu)建完成以后,綜合傳統(tǒng)風(fēng)險評價方法的優(yōu)缺點,根據(jù)風(fēng)電項目風(fēng)險因素的特點,文章整合多種風(fēng)險評價方法,建立基于AHP-GRAP風(fēng)險評價模型,并將其應(yīng)用到某集團風(fēng)電項目篩選風(fēng)險評價中去,驗證了該模型的實用性和可行性,并提出了相應(yīng)的風(fēng)險防范對策。最后總結(jié)了文章的研究成果創(chuàng)新之處,并指出了本文對風(fēng)電項目風(fēng)險評價研究的不足之處及后續(xù)研究的方向。
[Abstract]:With the development of economy and society, the energy demand continues to increase, and the high-carbon economy, which is dominated by fossil energy, is facing an unprecedented crisis. For this reason, most countries in the world are actively responding to energy conservation and emission reduction. The new energy industry is a new industry developed in the process of energy saving and emission reduction adjustment, so the energy strategy of many countries encourages the development of new energy. Wind power investment is becoming more and more intense in our country, but we must also clearly realize that there are still great shortcomings in wind power development technology in our country at the present stage, which is still in the initial stage of wind power development. In the process of development and construction, many risks will inevitably be encountered, which requires us to pay enough attention to ensure the economic and social benefits of wind power projects. Based on this consideration, this paper carries on the detailed risk analysis and evaluation to the wind power project investment, in order to contribute to the wind power investment. This paper first introduces the general situation of wind power development and the cost composition of wind power project investment, discusses the concept and characteristics of wind power project risk, and discusses in detail the relevant theory and evaluation method model of wind power project risk analysis and evaluation. In the aspect of risk analysis, firstly, on the basis of analyzing the characteristics of wind power project, the risk factors of each stage of wind power project are identified, and then a relatively perfect risk evaluation index system is constructed. After the establishment of the index system, this paper synthesizes the advantages and disadvantages of the traditional risk assessment methods. According to the characteristics of the risk factors of wind power projects, this paper integrates various risk assessment methods and establishes the risk evaluation model based on AHP-GRAP. The feasibility and practicability of the model are verified by applying it to the screening risk evaluation of wind power projects in a certain group, and the corresponding risk prevention countermeasures are put forward. Finally, the paper summarizes the innovation of the research results, and points out the shortcomings of the research on wind power project risk evaluation and the direction of further research.
