北京電網(wǎng)運(yùn)行風(fēng)險(xiǎn)管理分析

【摘要】:隨著社會對電力依賴程度的增加,對電力供電可靠性的要求越來越高。如何將電網(wǎng)運(yùn)行風(fēng)險(xiǎn)控制在最小,提高供電可靠性成為電網(wǎng)運(yùn)行企業(yè)要解決的一個(gè)關(guān)鍵問題。 本文提出電網(wǎng)運(yùn)行風(fēng)險(xiǎn)管理的背景、目的與意義。將風(fēng)險(xiǎn)管理的理念引入電網(wǎng)運(yùn)行風(fēng)險(xiǎn)管理中,從北京電網(wǎng)運(yùn)行實(shí)際出發(fā)進(jìn)行分析,歸納、總結(jié)影響電網(wǎng)運(yùn)行風(fēng)險(xiǎn)的主要因素,對電網(wǎng)運(yùn)行的風(fēng)險(xiǎn)識別、安全評價(jià)以及風(fēng)險(xiǎn)控制措施進(jìn)行深入的分析與探討。 本文作者結(jié)合多年生產(chǎn)管理經(jīng)驗(yàn)以及北京電力公司運(yùn)行風(fēng)險(xiǎn)管理實(shí)際,將現(xiàn)有風(fēng)險(xiǎn)管理方法與先進(jìn)的風(fēng)險(xiǎn)管理理念相結(jié)合,依據(jù)電網(wǎng)風(fēng)險(xiǎn)管理工作的特點(diǎn)以及電力企業(yè)組織結(jié)構(gòu)的特點(diǎn),引入風(fēng)險(xiǎn)管理中的矩陣模型對電網(wǎng)安全運(yùn)行管理進(jìn)行體系設(shè)計(jì),明確矩陣式風(fēng)險(xiǎn)管理體系中每一級所擔(dān)負(fù)的任務(wù)及安全責(zé)任,從而建立完善的矩陣型電網(wǎng)運(yùn)行風(fēng)險(xiǎn)管理體系。運(yùn)用層次分析法對電網(wǎng)運(yùn)行中的風(fēng)險(xiǎn)因素進(jìn)行評估,量化電網(wǎng)運(yùn)行中各個(gè)危險(xiǎn)因素對影響電網(wǎng)安全運(yùn)行所占的比重,使得在提高電網(wǎng)運(yùn)行可靠性的工作上可以更加有的放矢的開展。制定完善的北京電網(wǎng)運(yùn)行風(fēng)險(xiǎn)管理流程,將電網(wǎng)風(fēng)險(xiǎn)管理中的各類風(fēng)險(xiǎn)控制手段進(jìn)行梳理,分類制定相應(yīng)的的控制方法,從而建立科學(xué)高效的風(fēng)險(xiǎn)管理體系。通過電網(wǎng)風(fēng)險(xiǎn)管理實(shí)現(xiàn)安監(jiān)部門、電網(wǎng)調(diào)度管理部門、電力設(shè)備運(yùn)行維護(hù)部門、電網(wǎng)營銷等部門間的聯(lián)動機(jī)制,實(shí)現(xiàn)電網(wǎng)管理的持續(xù)改進(jìn),使得電網(wǎng)電力調(diào)度的風(fēng)險(xiǎn)管理體系更加系統(tǒng)和完善。
[Abstract]:With the increase of power dependence, the reliability of power supply is becoming more and more important. How to keep the operation risk of power network to the minimum and how to improve the reliability of power supply become a key problem to be solved by power grid operation enterprises. This paper puts forward the background, purpose and significance of risk management in power grid operation. This paper introduces the idea of risk management into the risk management of power grid operation, analyzes and summarizes the main factors that affect the risk of power grid operation, and identifies the risk of power grid operation. Safety evaluation and risk control measures for in-depth analysis and discussion. In this paper, the author combines the existing risk management method with the advanced risk management idea by combining the production management experience of many years and the operational risk management practice of Beijing Electric Power Company. According to the characteristics of power network risk management and the characteristics of power enterprise organization structure, this paper introduces the matrix model of risk management to design the system of grid safe operation management. The task and safety responsibility of each level in the matrix risk management system is clarified, and a perfect matrix network operation risk management system is established. The paper evaluates the risk factors in the operation of power grid by using the analytic hierarchy process, and quantifies the proportion of each dangerous factor to the safe operation of the power network. So that the work of improving the reliability of power grid operation can be carried out more purposefully. In order to establish a scientific and efficient risk management system, a perfect risk management process of Beijing power grid is established, and various kinds of risk control methods in power grid risk management are combed out, and the corresponding control methods are classified to establish a scientific and efficient risk management system. Through the power network risk management to realize the safety supervision department, the power grid dispatch management department, the electric power equipment operation maintenance department, the power network marketing and so on inter-departmental linkage mechanism, realizes the power network management continuous improvement, It makes the risk management system of electric power dispatching more systematic and perfect.
