基于任務(wù)的配電網(wǎng)搶修資源配置與調(diào)度研究

【摘要】:配電網(wǎng)搶修作為配電系統(tǒng)管理的一個重要環(huán)節(jié),因其將直接影響電力企業(yè)供電質(zhì)量的穩(wěn)定性和可靠性,并進(jìn)一步影響用戶對供電企業(yè)的滿意程度,而越來越受到人們的關(guān)注。傳統(tǒng)的配電網(wǎng)搶修模式主要由搶修指揮人員依據(jù)經(jīng)驗(yàn)和不全面的搶修任務(wù)信息來進(jìn)行調(diào)度安排,在配電網(wǎng)規(guī)模越來越復(fù)雜的今天,其局限性漸漸凸顯,為了改善傳統(tǒng)配網(wǎng)搶修模式資源配置不合理、搶修效率低下的現(xiàn)狀,以多重信息系統(tǒng)為基礎(chǔ)的智能配網(wǎng)搶修模式已成為一種發(fā)展趨勢。 本文以國內(nèi)外相關(guān)文獻(xiàn)為基礎(chǔ),旨在研究搶修資源受限條件下基于搶修任務(wù)的配電網(wǎng)搶修資源配置與調(diào)度問題。首先,本文全面分析了現(xiàn)有傳統(tǒng)配網(wǎng)搶修模式所存在的問題及智能配網(wǎng)搶修模式的工作流程和應(yīng)用前景,闡述了資源受限項(xiàng)目調(diào)度問題的核心思想和基本理論。其次,按照故障發(fā)生規(guī)模,將配網(wǎng)搶修的研究對象分為兩類:一是常規(guī)狀況下故障點(diǎn)較少、時間較為寬松、搶修資源有限且不變的情況;二是突發(fā)狀況下造成大規(guī)模電力故障、時間較為緊迫、搶修資源有限但會得到補(bǔ)充的情況。然后,針對常規(guī)情況,深入分析了配電網(wǎng)中搶修任務(wù)的特點(diǎn)以及搶修所受到的網(wǎng)絡(luò)關(guān)系、資源數(shù)量、節(jié)點(diǎn)距離等限制條件,建立了常規(guī)配網(wǎng)搶修資源配置與調(diào)度模型,結(jié)合資源受限項(xiàng)目調(diào)度理論及串行進(jìn)度生成機(jī)制,提出了符合配電網(wǎng)實(shí)際情況且能夠?qū)崿F(xiàn)就近搶修的配網(wǎng)搶修串行進(jìn)度生成機(jī)制以生成資源配置與調(diào)度方案。之后,在前面的研究基礎(chǔ)上,針對突發(fā)事件造成的大規(guī)模電力故障發(fā)生的情況,考慮了應(yīng)急電源車投入使用后的影響,提出了兩步式模型優(yōu)化求解方式。最后,將本文提出的配網(wǎng)搶修串行進(jìn)度生成機(jī)制與SA算法結(jié)合,以搜尋滿足既定目標(biāo)的最佳搶修資源配置與調(diào)度方案,并通過算例仿真驗(yàn)證了所提模型及算法的正確性及有效性。
[Abstract]:As an important part of distribution system management, distribution network emergency repair has attracted more and more attention because it will directly affect the stability and reliability of power supply quality in power enterprises, and further affect the satisfaction of users to power supply enterprises.The traditional distribution network emergency repair mode is mainly carried out by the emergency repair command personnel according to the experience and incomplete repair task information to arrange the dispatch, in the distribution network scale more and more complex today, its limitation gradually highlights.In order to improve the current situation of unreasonable resource allocation and low efficiency in the traditional distribution network emergency repair mode, the intelligent distribution network emergency repair mode based on multi-layer information system has become a trend of development.Based on the domestic and foreign literature, this paper aims to study the distribution network emergency repair resource allocation and dispatch problem based on the emergency repair task under the condition of emergency repair resource constraints.Firstly, this paper comprehensively analyzes the existing problems of the traditional distribution network repair mode, the workflow and application prospect of intelligent distribution network rush repair mode, and expounds the core idea and basic theory of resource-constrained project scheduling problem.Secondly, according to the scale of fault occurrence, the research object of distribution network emergency repair is divided into two categories: one is that there are fewer fault points, the time is looser, and the resources for rush repair are limited and invariable under the normal condition; the other is the large-scale electric power failure caused by the sudden situation.Time is tight, urgent repair resources are limited but will be replenished.Then, aiming at the general situation, the characteristics of rush repair task in distribution network and the network relation, resource quantity and node distance are analyzed in depth, and the model of allocation and dispatch of emergency repair resource in conventional distribution network is established.Based on the theory of resource constrained project scheduling and the mechanism of serial schedule generation, this paper puts forward a serial schedule generation mechanism of distribution network rush repair, which accords with the actual situation of distribution network and can realize the urgent repair in the vicinity to generate resource allocation and scheduling scheme.Then, on the basis of the previous research, considering the influence of the emergency power vehicle after the use of the emergency power vehicle, a two-step model optimization method is proposed to solve the large scale power failure caused by the emergency.Finally, the serial schedule generation mechanism proposed in this paper is combined with SA algorithm to search for the best resource allocation and scheduling scheme to meet the established objectives.The correctness and validity of the proposed model and algorithm are verified by an example.
