大電網(wǎng)規(guī)劃的經(jīng)濟性評價指標及方法研究

【摘要】:隨著經(jīng)濟與社會的發(fā)展,我國的電網(wǎng)建設已進入特高壓、大電網(wǎng)階段,其中,骨干網(wǎng)架的建設關系到未來數(shù)十年甚至上百年的電網(wǎng)結構與規(guī)模的適應性、合理性,依舊局限在電網(wǎng)投資的經(jīng)濟性評價上,已不能適應未來社會發(fā)展的需要,因此以大系統(tǒng)的觀念從長遠眼光對大電網(wǎng)進行綜合經(jīng)濟性評價是現(xiàn)實的需求。 大電網(wǎng)規(guī)劃建設關系到國民經(jīng)濟發(fā)展、社會生活保障、資源的優(yōu)化配置等綜合效益,本文基于我國電網(wǎng)實際情況,通過統(tǒng)計資料數(shù)據(jù)分析,詳細闡述了電網(wǎng)屬性、國民經(jīng)濟、社會發(fā)展、能源資源、環(huán)境保護等方面對電網(wǎng)的影響;為了能夠對電網(wǎng)經(jīng)濟性影響因素進行綜合分析,運用系統(tǒng)工程模型化技術建立影響因素的解釋結構模型,隨后構建層次分明的多級遞階結構,得出電網(wǎng)經(jīng)濟性影響因素的五個層次,分析了電網(wǎng)屬性等五大類影響因素對電網(wǎng)經(jīng)濟性的影響路徑,通過分析影響因素與評價指標之間的關系,得出大電網(wǎng)規(guī)劃的經(jīng)濟性評價指標的總體研究方向,為提出合理有效的經(jīng)濟性評價指標奠定基礎;通過影響因素分析,將反映大電網(wǎng)與宏觀經(jīng)濟社會關系的指標列入經(jīng)濟性評價指標體系,形成的大電網(wǎng)規(guī)劃的經(jīng)濟性評價指標體系包括綜合成本、經(jīng)濟效益、可靠性效益、社會效益、環(huán)境效益等,研究了各評價指標的計算方法;將前述指標方法運用于大電網(wǎng)算例,通過計算規(guī)劃方案的經(jīng)濟性指標,綜合分析評價規(guī)劃方案的經(jīng)濟性,最后對大電網(wǎng)規(guī)劃方案經(jīng)濟性評價問題進行分析,驗證了所提指標及方法的科學合理性。
[Abstract]:With the development of economy and society, China's power grid construction has entered the UHV power grid, which is related to the stage, the next few decades or even hundreds of years of the scale of power grid structure and adaptability, rationality of backbone network construction, still remain in the economic evaluation of power grid investment, has been unable to meet the future needs of the society the development, therefore to the concept of the system from the long-term perspective on the power grid comprehensive economic evaluation is the realistic demand.
The large power grid planning and construction related to the national economic development, social security, comprehensive benefits to optimize the allocation of resources and the actual situation of China's power grid based on statistical data, through data analysis, elaborated the grid attribute, national economy and social development, energy resources, environmental protection and other aspects of influence on power grid; in order to carry out comprehensive analysis of the factors affecting the economy of power network, using system engineering modeling technology to establish the influence factors of, then constructs the hierarchical structure hierarchy, the five levels of power grid economic factors, analyzes the factors of path grid attributes and other five categories of influence on the economy of the power system, through the analysis of the relationship between among the influencing factors and evaluation index, the general direction of the economic evaluation index of power grid planning, put forward reasonable and effective evaluation of economy Basis price index; through the analysis of the influencing factors, will reflect the power of social relations and macroeconomic indicators included in the economic evaluation index system, the formation of large power grid planning and economic evaluation index system including comprehensive cost, economic benefits, social benefits, environmental benefits of reliability, efficiency, and studies the calculation methods of each evaluation index the index; method is applied to large power grid examples, through the economic index calculation of planning economy, comprehensive analysis and evaluation of the planning scheme, at the end of the large power grid planning of economic evaluation problem is analyzed, and it proves the index system and method.
