復雜環(huán)境下國際EPC電力工程項目管理研究

【摘要】:自上世紀80年代中期我國對外承包工程規(guī)模逐步擴大,由于投資方和業(yè)主要求建設項目使用工程總承包模式,我國開始推行EPC總承包項目管理模式。特別是加入WTO后,經(jīng)過近30年的發(fā)展,我國綜合性大型設計建筑企業(yè)的EPC總承包項目管理模式在組織結(jié)構和系統(tǒng)功能上已經(jīng)與國際相接軌。越來越多的工程承包企業(yè)以EPC總承包模式承攬工程,并積極加入國際工程承包市場的競爭中來。但是,由于中國對現(xiàn)代項目管理的研究起步相對較晚,我國工程承包企業(yè)在國際EPC工程管理中存在諸多問題,如總承包實力薄弱、同行業(yè)惡性競爭、索賠意識薄弱等。 本文以此為背景,針對復雜環(huán)境下國際EPC電力工程項目管理,重點分析影響EPC電力工程項目管理諸多環(huán)境因素之間的關系以及權重,作者先以定性的方法對EPC電力工程項目環(huán)境因素進行識別,然后采用改進的層次分析法,通過對多位具有多年電力工程項目管理經(jīng)驗的專家的調(diào)查,得到同一層次諸多環(huán)境因素的判斷矩陣,對判斷矩陣進行計算,最終得到各類環(huán)境因素相對總目標的權重。通過不同環(huán)境因素對EPC電力工程項目不同執(zhí)行階段的綜合作用,必然對項目管理造成風險,結(jié)合不同執(zhí)行階段環(huán)境因素權重、不同類別環(huán)境因素權重,管理者可以有針對性的進行干預,高效實施風險管理。運用前面得到的結(jié)論,作者重點分析了中國某工程總承包企業(yè)承包的越南4×300MW火電發(fā)電工程的具體案例,深刻分析了該項目存在的各項問題,同時基于已經(jīng)得出的結(jié)論,作者對該項目組織結(jié)構進行了調(diào)整,提出了提高該項目管理執(zhí)行力的合理化建議。
[Abstract]:Since the middle of -20s, the scale of China's foreign contracting projects has gradually expanded. Because of the request of the investors and owners to use the general contracting mode for construction projects, China has begun to implement the EPC general contracting project management model, especially after the entry of WTO. After nearly 30 years of development, the EPC general contracting project management mode of the comprehensive large design and construction enterprises in our country has been in line with the international in organizational structure and system function. More and more engineering contracting enterprises contract the project with the EPC general contracting mode. And actively participate in the competition of international project contracting market. However, due to the relatively late start of the research on modern project management in China, there are many problems in the international EPC project management, such as weak overall contracting strength. Vicious competition with the industry, weak awareness of claims, and so on. Based on this background, this paper focuses on the analysis of the relationship and weight of many environmental factors affecting the international EPC power engineering project management in complex environment. The author identifies the environmental factors of EPC power engineering projects by qualitative method, and then adopts the improved analytic hierarchy process (AHP) to investigate many experts who have many years of experience in power engineering project management. The judgment matrix of many environmental factors at the same level is obtained, and the judgment matrix is calculated. Finally, the weight of all kinds of environmental factors relative to the total objective is obtained. The comprehensive effect of different environmental factors on the different execution stages of EPC electric power project is obtained. It is inevitable to cause risks to project management. Combined with the weight of environmental factors in different stages of execution and the weight of different types of environmental factors, managers can intervene pertinently and implement risk management efficiently. The author emphatically analyzes the concrete case of 4 脳 300MW thermal power generation project in Vietnam contracted by a general contracting enterprise in China, deeply analyzes the problems existing in the project, and at the same time, based on the conclusions reached, The author adjusts the organization structure of the project and puts forward some reasonable suggestions to improve the execution ability of the project management.
