【摘要】：隨著城鎮(zhèn)化建設(shè)的進(jìn)一步推進(jìn),中心鎮(zhèn)的發(fā)展無疑是本輪城鎮(zhèn)建設(shè)的重中之重,中心鎮(zhèn)的電網(wǎng)建設(shè)無疑也成為國家新一輪農(nóng)網(wǎng)升級(jí)改造的重點(diǎn)。相對(duì)于主電網(wǎng)發(fā)展規(guī)劃規(guī)劃而言,基于中心鎮(zhèn)的電網(wǎng)規(guī)劃對(duì)電網(wǎng)的改造與建設(shè)更具有指導(dǎo)意義。主要是其規(guī)劃范圍小,產(chǎn)業(yè)整體布局和發(fā)展熱點(diǎn)更加明顯,負(fù)荷的增長(zhǎng)點(diǎn)和負(fù)荷的性質(zhì)在相應(yīng)的市政規(guī)劃中便于解讀,有利于負(fù)荷預(yù)測(cè)和目標(biāo)網(wǎng)架的確定。本文通過開展中心鎮(zhèn)規(guī)劃設(shè)計(jì)研究,闡述了中心鎮(zhèn)配電網(wǎng)規(guī)劃的理論基礎(chǔ),通過對(duì)相關(guān)技術(shù)導(dǎo)則的解讀,提出了集約化、差異化規(guī)劃的思路。對(duì)中心鎮(zhèn)規(guī)劃的主要方法、目標(biāo)、內(nèi)容、深度等進(jìn)行了描述。并結(jié)合工程實(shí)際,在湖州八里店中心鎮(zhèn)配電網(wǎng)規(guī)劃過程中,按照本文所描述的方法和思路,重點(diǎn)就負(fù)荷預(yù)測(cè)和目標(biāo)網(wǎng)架確定進(jìn)行了差異化規(guī)劃設(shè)計(jì),取得了良好的效果。最后本文在配電網(wǎng)網(wǎng)架結(jié)構(gòu)的差異化選擇上,重點(diǎn)介紹了浙江省電力公司試點(diǎn)推行的“三雙”接線在湖州中心鎮(zhèn)電網(wǎng)規(guī)劃與改造升級(jí)中的應(yīng)用。通過在湖州仁皇山核心區(qū)塊的擴(kuò)展性“三雙”配電網(wǎng)結(jié)構(gòu)改造試點(diǎn),有效解決了配電網(wǎng)網(wǎng)架結(jié)構(gòu)不清晰,供電可靠性不高等問題,通過理論計(jì)算,該區(qū)域供電可靠性達(dá)到99.999%,滿足《浙江省配電網(wǎng)規(guī)劃設(shè)計(jì)導(dǎo)則》要求的A類區(qū)域供電可靠性≥99.992%的目標(biāo)。
[Abstract]:With the further development of urbanization, the development of central towns is undoubtedly the most important part of this round of urban construction. The construction of power grids in central towns has undoubtedly become the focus of the new round of upgrading and upgrading of the country's rural power networks. The power network planning based on the central town is more instructive to the transformation and construction of the power network. The main reason is that its planning scope is small, and the overall layout of the industry and the hot spots of development are more obvious. The growth point of load and the nature of load are easy to interpret in the corresponding municipal planning, which is beneficial to load forecasting and the determination of target grid. Through the research of planning and design of central town, this paper expounds the theoretical basis of distribution network planning in central town. Through the interpretation of relevant technical guidelines, this paper puts forward the idea of intensive and differentiated planning, describes the main methods, objectives, contents and depth of central town planning, and combines with engineering practice. In the process of distribution network planning of Balidian central town in Huzhou, according to the method and train of thought described in this paper, the difference planning design of load forecasting and target network frame determination is carried out. Finally, in the distribution network structure of the differential selection, This paper mainly introduces the application of "three double" connection in Huzhou central town power network planning and upgrading, through the expansion of Huzhou Renhuangshan core block of the "three double" distribution network structural transformation pilot. The problems such as unclear structure of distribution network and low reliability of power supply are effectively solved, and the theoretical calculation is carried out. The reliability of power supply in this area reaches 99.999, which meets the requirement of "Zhejiang Province Distribution Network Planning and Design guidelines" that the reliability of type A area power supply is 鈮，
