杭州配網(wǎng)自動化方案及其社會效益分析

【摘要】:配電網(wǎng)作為電力供應鏈條上面向電力客戶的最后一個環(huán)節(jié),直接承擔向電力客戶提供優(yōu)質(zhì)電能和服務的重要功能,其表現(xiàn)直接影響電力客戶的用電體驗,進而基于此產(chǎn)生一個對整體電力系統(tǒng)的直接評價。因此,從企業(yè)為客戶提供優(yōu)質(zhì)產(chǎn)品服務的角度來看,配電環(huán)節(jié)是電力系統(tǒng)與電力客戶之間的關(guān)鍵環(huán)節(jié),直接影響電力客戶對供電企業(yè)產(chǎn)品與服務的最終評價。配網(wǎng)自動化是建設(shè)智能電網(wǎng)的關(guān)鍵環(huán)節(jié)之一,相較于主網(wǎng)建設(shè)而言,近年來對配網(wǎng)自動化建設(shè)的關(guān)注程度與投入程度都有愈演愈烈的趨勢。而且,城市配網(wǎng)自動化建設(shè)項目的需求分析、技術(shù)方案選擇、項目社會效益評價等方面的研究對配網(wǎng)自動化項目的可行性、有效性、可持續(xù)性都具有非常重要的現(xiàn)實意義。特別是像杭州市這樣處于經(jīng)濟發(fā)達區(qū)域的中心城市而言,快速的社會經(jīng)濟發(fā)展已經(jīng)對配網(wǎng)自動化提出了非常迫切的要求,配網(wǎng)自動化項目建設(shè)勢必在今后一段時間內(nèi)起動投入,因此完全有必要對杭州市配網(wǎng)自動化項目進行深入研究。 相應的,開展對配網(wǎng)自動化項目的效益評價研究將是非常有必要的,其對項目的科學運作都具有突出的現(xiàn)實意義。相比于慣常采用的經(jīng)濟效益評價,社會效益評價能更加全面的反映項目對整個社會經(jīng)濟的影響。特別是,不同于一般企業(yè)主要追求經(jīng)濟效益最大化,作為國家電網(wǎng)公司這樣的供電企業(yè),本身還肩負著為全體社會成員提供優(yōu)質(zhì)電力及服務的社會責任,其本身的公共事業(yè)屬性決定了在評價投資項目方面必須考慮更加全面。因此,社會效益評價更加符合電網(wǎng)建設(shè)項目評價的需求。 本文的主要工作圍繞杭州配網(wǎng)自動化項目,重點完成了配網(wǎng)自動化建設(shè)的需求分析,繼而對其技術(shù)方案進行了深入比較分析,確定了其中一些關(guān)鍵技術(shù)與功能的可行方案;特別是采用模糊綜合評價法,理論結(jié)合實證,很好的完成了對杭州配網(wǎng)自動化建設(shè)項目的社會效益評價。最后,嘗試提出了一些項目建設(shè)管理的建議。
[Abstract]:As the last link in the power supply chain, the distribution network directly assumes the important function of providing high quality electric energy and service to the power customers, and its performance directly affects the electricity consumption experience of the power customers. Based on this, a direct evaluation of the whole power system is produced. Therefore, from the point of view of providing high quality products and services to the customers, the distribution link is the key link between the power system and the power customers. Distribution automation is one of the key links in the construction of smart grid, compared with the construction of main network. In recent years, the degree of attention and investment in the construction of distribution network automation has a growing trend. Moreover, the demand analysis of urban distribution network automation construction project, the choice of technical scheme. The feasibility and effectiveness of the project social benefit evaluation to the distribution network automation project. Sustainability is of great practical significance. Especially in the central city of Hangzhou which is in the economically developed region, rapid social and economic development has put forward a very urgent need for distribution network automation. The construction of distribution network automation project is bound to start in the next period of time, so it is necessary to study the distribution automation project in Hangzhou. Accordingly, it will be very necessary to carry out the research on the benefit evaluation of distribution network automation project, which is of great practical significance to the scientific operation of the project, compared with the usual economic benefit evaluation. Social benefit evaluation can more comprehensively reflect the impact of the project on the whole social economy. In particular, different from ordinary enterprises, they mainly pursue economic benefits maximization, as a power supply enterprise such as the State Grid Company. It also has a social responsibility to provide all members of society with quality electricity and services, and its own public utility attributes make it necessary to consider a more comprehensive evaluation of investment projects. Social benefit evaluation is more in line with the needs of grid construction project evaluation. The main work of this paper is focused on the Hangzhou distribution automation project, focusing on the completion of the distribution network automation construction needs analysis, and then in-depth comparative analysis of its technical solutions. The feasible schemes of some key technologies and functions are determined. In particular, the fuzzy comprehensive evaluation method is used to evaluate the social benefits of the automation project of distribution network in Hangzhou. Finally, some suggestions of project construction management are put forward.
