【摘要】:在供電企業(yè)輸電、變電、配電、用電等各個(gè)環(huán)節(jié)中,線損管理是其中最為重要的一個(gè)指標(biāo),其技術(shù)和管理是供電企業(yè)在電網(wǎng)規(guī)劃、生產(chǎn)調(diào)控、營(yíng)銷經(jīng)營(yíng)等多方面綜合水平的主要體現(xiàn)。但其管理方式一直比較被動(dòng),一個(gè)周期內(nèi)大量數(shù)據(jù)匯總形成報(bào)表后方可分析其中問(wèn)題,實(shí)時(shí)性較差,不能及時(shí)發(fā)現(xiàn)線損管理中的缺陷。隨著國(guó)家電網(wǎng)公司一系列建設(shè)“一強(qiáng)三優(yōu)”現(xiàn)代化企業(yè)目標(biāo)的實(shí)施,對(duì)供電企業(yè)尤其是基層縣級(jí)公司的智能化管理水平的提出了更高的要求。近年來(lái),國(guó)網(wǎng)臨清市供電公司在營(yíng)銷、生產(chǎn)等各個(gè)環(huán)節(jié)上向智能化、信息化的方面發(fā)展,以更為科學(xué)的管理手段全方位開展管理工作。在線路損耗指標(biāo)管控中應(yīng)用了用電信息采集系統(tǒng)加強(qiáng)了管理的智能化、信息化。用電信息采集系統(tǒng)是一種通過(guò)現(xiàn)代化數(shù)字通信技術(shù)、計(jì)算機(jī)軟硬件等高科技技術(shù)通過(guò)無(wú)線傳輸將現(xiàn)場(chǎng)設(shè)備的用電數(shù)據(jù)分類采集、歸納處理的系統(tǒng)。能夠?qū)崿F(xiàn)對(duì)電力線路、設(shè)備現(xiàn)場(chǎng)用電信息實(shí)時(shí)自動(dòng)傳送、用電異常檢測(cè)、用電分析和管理等功能,為提高供電企業(yè)的營(yíng)銷生產(chǎn)管理水平提供了技術(shù)支持。對(duì)變電站、臺(tái)區(qū)、用電客戶加裝用電信息采集終端,通過(guò)交互的數(shù)據(jù)分析實(shí)現(xiàn)對(duì)線損的異常檢測(cè)、分析,與調(diào)度自動(dòng)化系統(tǒng)、營(yíng)銷MIS管理系統(tǒng)、生產(chǎn)PMS等系統(tǒng)的有機(jī)結(jié)合,確定線損升降的主要原因,采取相應(yīng)的降損技術(shù)和管理措施,通過(guò)細(xì)化環(huán)節(jié)、過(guò)程控制和嚴(yán)格考核,大大的提高了線損管理的實(shí)時(shí)性及全面性。用電信息采集系統(tǒng)可以為營(yíng)銷生產(chǎn)管理提供可靠決策依據(jù)和管理手段,同時(shí)能夠適應(yīng)未來(lái)生產(chǎn)管理和經(jīng)營(yíng)管理的發(fā)展要求以及將來(lái)電力商業(yè)化運(yùn)營(yíng)的要求。目前我公司運(yùn)行用電信息采集終端設(shè)備15168套臺(tái),已實(shí)現(xiàn)轄內(nèi)所有變電站、臺(tái)區(qū)、用戶的全覆蓋、全采集。此項(xiàng)工作開展三年以來(lái),公司綜合線損下降5.61個(gè)百分點(diǎn),直接經(jīng)濟(jì)收益八千多萬(wàn)元;計(jì)量設(shè)備及變壓器類故障事件平均每年減少60余次;其中2014年用電信息采集系統(tǒng)監(jiān)測(cè)及時(shí)發(fā)現(xiàn)2起35kv線路失壓事件、3起l0kv用戶竊電事件,為公司追回了20余萬(wàn)元的電費(fèi)損失;谟秒娦畔⒉杉到y(tǒng)的線損管理應(yīng)用符合公司關(guān)于智能電網(wǎng)的發(fā)展要求,促進(jìn)了傳統(tǒng)人工式管理的轉(zhuǎn)變。既為公司經(jīng)濟(jì)利益提供了更有力的保障,又為公司營(yíng)銷生產(chǎn)智能化管理建設(shè)提供一個(gè)有力支撐。本文以國(guó)網(wǎng)臨清供電公司為例,首先分析了供電企業(yè)線損管理現(xiàn)狀,并簡(jiǎn)單介紹了線損管理中應(yīng)用用電信息采集系統(tǒng)的實(shí)時(shí)監(jiān)測(cè)作用。再者簡(jiǎn)要的描述了臨清公司在線路損耗指標(biāo)管理方面應(yīng)用用電信息采集系統(tǒng)的相關(guān)部門設(shè)置分工及相關(guān)流程設(shè)計(jì),其中對(duì)重要流程設(shè)計(jì)中的關(guān)鍵環(huán)節(jié)及創(chuàng)新環(huán)節(jié)進(jìn)行了詳細(xì)的解釋;對(duì)應(yīng)用中的線損指標(biāo),績(jī)效考核部門設(shè)置、分工及指標(biāo)進(jìn)行了介紹。最后對(duì)臨清公司線損分析指標(biāo)報(bào)表及應(yīng)用此系統(tǒng)后發(fā)生的部分有代表性實(shí)例進(jìn)行了詳細(xì)的描述;介紹了用電信息采集系統(tǒng)的應(yīng)用對(duì)臨清市供電公司產(chǎn)生的企業(yè)效益及對(duì)未來(lái)發(fā)展的展望。
[Abstract]:In the power supply enterprise transmission, substation, power distribution, electric and other aspects, a line loss management is the most important index for which the technology and management of power supply enterprise production control is mainly reflected in the network planning, marketing, and other aspects of the comprehensive level. But its management style has been compared to a passive. During a period of large amounts of data can be aggregated to form statements behind the analysis of the problem of poor real-time, can detect the defects in line loss management. With the implementation of the national Power Grid Corp, a series of building "a strong three excellent" modern enterprise goal, especially for the power supply enterprise intelligent management of grass-roots County, put forward higher requirements in recent years, China Linqing City power supply company in all aspects of production and marketing, intelligent, information-based development, with more scientific management methods to carry out a full range of online management. The road loss index is used in the control of power information collection system to strengthen the intelligent management information. Electricity information collection system is a modern digital communication technology, computer software and hardware technology through the wireless transmission device for electric data acquisition processing system class, induction can be achieved on the power. Line equipment, field power real-time information automatic transmission, electric anomaly detection, power analysis and management functions, which provides technical support for improving the production and marketing management level of power supply enterprise. The substation, Taiwan area, electricity customers to install electricity information acquisition terminal, through interactive data analysis to achieve anomaly detection. Line loss analysis and dispatching automation system, MIS marketing management system, combined production PMS system, the main reason of rising or descending, take corresponding reduction and tube Rizos, through the refinement links, process control and strict examination, greatly improve the real-time and comprehensive line loss management. Electricity information acquisition system can provide a reliable basis for decision-making and management tools for marketing and production management, can adapt to the future development of production management and business management as well as the requirements of future power commercial operation at present our company operation. The electric energy data acquisition terminal equipment 15168 sets, has jurisdiction of all substations, the Taiwan area, the user's full coverage, full acquisition. Since the work carried out for three years, the company integrated line loss dropped 5.61 percentage points, direct economic benefits about eighty million yuan; more than 60 times of measurement equipment and transformer fault the average annual events decreased; in 2014 the electricity information collection system monitoring to detect 2 35kV line voltage loss event, 3 l0kV users of electric larceny, the company recovered 20 Million yuan in electricity loss. Application of line loss management of power information collection system with the company on the development of smart grid based on the requirements, promoted the transformation of traditional artificial management. Not only provides powerful guarantee for the economic interests of the company, and the company is the production and marketing of intelligent management of construction provides a strong support to this. China Linqing power supply company as an example, firstly analyzed the status quo of line loss management of power supply enterprise, and introduces the function of real-time monitoring of electricity information acquisition system used in line loss management. Furthermore, a brief description of the application by the relevant departments of electric information acquisition system set division and related process design company in Linqing line loss index management. The detailed explanation and innovation important tache in the process design; on line loss quota application, setting up performance department, division of labor And the indexes are introduced. Finally analysis index report and application of this system to the company after the loss Linqing some representative examples are described in detail; introduces the application of electric information acquisition system of Linqing City power supply company benefits and prospects for future development.
