【摘要】:隨著臨汾市經(jīng)濟(jì)的迅猛發(fā)展,臨汾市政府不斷加大發(fā)展新型工業(yè)、現(xiàn)代服務(wù)業(yè)和房地產(chǎn)業(yè),全市用電總量和最大負(fù)荷需求持續(xù)高速增長(zhǎng)。隨著城鎮(zhèn)化進(jìn)程不斷推進(jìn),臨汾市區(qū)的用電壓力越來(lái)越突出。在城市基礎(chǔ)設(shè)施建設(shè)中,配電網(wǎng)建設(shè)是最重要的環(huán)節(jié)之一,承擔(dān)著保障各類負(fù)荷正常運(yùn)行的主要責(zé)任,電網(wǎng)的安全穩(wěn)定可靠運(yùn)行直接影響城市的經(jīng)濟(jì)發(fā)展、社會(huì)穩(wěn)定及公共安全,因此配電網(wǎng)在臨汾市整個(gè)電力網(wǎng)絡(luò)中具有特殊地位,可以說(shuō)臨汾城市配電網(wǎng)的建設(shè)和發(fā)展對(duì)城區(qū)未來(lái)發(fā)展起到舉足輕重的作用。做好配電網(wǎng)規(guī)劃管理工作是保障地區(qū)配電網(wǎng)安全、可靠、經(jīng)濟(jì)運(yùn)行的前提和基礎(chǔ)。 配電網(wǎng)規(guī)劃對(duì)供電企業(yè)的發(fā)展至關(guān)重要。配電網(wǎng)規(guī)劃工作完成的好壞直接影響到未來(lái)配電網(wǎng)發(fā)展的整體格局和技術(shù)標(biāo)準(zhǔn)及經(jīng)濟(jì)效益,所以各供電企業(yè)越來(lái)越重視規(guī)劃項(xiàng)目管理。本文在總結(jié)當(dāng)代項(xiàng)目管理思想的基礎(chǔ)上,將當(dāng)前最新的項(xiàng)目管理方法與供電企業(yè)的實(shí)際情況相結(jié)合,闡述了配電網(wǎng)規(guī)劃中推進(jìn)項(xiàng)目管理的必要性和可行性。論述了現(xiàn)代項(xiàng)目管理理論在配電網(wǎng)規(guī)劃方面的運(yùn)用,對(duì)如何做好配電網(wǎng)規(guī)劃項(xiàng)目管理的啟動(dòng)、計(jì)劃、實(shí)施、控制、收尾等主要過(guò)程提出參照方法和各環(huán)節(jié)主要內(nèi)容,對(duì)項(xiàng)目管理的五個(gè)過(guò)程(啟動(dòng)、計(jì)劃、實(shí)施、控制和收尾)進(jìn)行了剖析,提出了供電企業(yè)配電網(wǎng)規(guī)劃與項(xiàng)目管理結(jié)合的模型。最后通過(guò)一個(gè)臨汾電力公司配電網(wǎng)規(guī)劃的實(shí)際案例,用項(xiàng)目管理的方法進(jìn)行了研究、分析并圓滿完成,進(jìn)一步印證了在配電網(wǎng)規(guī)劃中應(yīng)用項(xiàng)目管理的必要性和可行性。指出了臨汾供電公司配電網(wǎng)規(guī)劃管理存在的主要問(wèn)題,對(duì)臨汾供電公司配電網(wǎng)規(guī)劃項(xiàng)目管理體系和流程進(jìn)行優(yōu)化,并制定相應(yīng)的保障措施,.最終得到一個(gè)供電企業(yè)中的項(xiàng)目將理論模型和實(shí)際需求相結(jié)合的途徑和方法,也證明了項(xiàng)目管理在供電企業(yè)配電網(wǎng)規(guī)劃項(xiàng)目中的重要作用,為進(jìn)一步加強(qiáng)城市配電網(wǎng)工程規(guī)劃項(xiàng)目管理工作提供參考。
[Abstract]:With the rapid development of the economy of Linfen City, Linfen municipal government continue to increase the development of new industries, modern service industry and the real estate industry, the city's total power consumption and maximum load demand continued to grow rapidly. With the continuous development of the urbanization process, Linfen city electric pressure is more and more prominent. In the city infrastructure construction, distribution network the building is one of the most important part, bear the main responsibility for ensuring the normal operation of the various load, safe and reliable operation of power grid directly affects the city's economic development, social stability and public safety, so the distribution network has a special status in Linfen City, the whole power network, it can be said that the Linfen city construction and development of the distribution network to play a decisive role the role of the future development of the city. The work of management of distribution network planning is to protect the area distribution network security, reliable and economic operation of the premise and foundation.
Distribution network planning is essential for the development of enterprises. The power distribution network planning work has a direct impact on the future development of the overall pattern of distribution network and technical standard and economic benefit, so the power supply enterprises pay more and more attention to planning and project management. Based on the summary of the project management idea, the actual situation of the project management method the new power supply enterprise with the combination, describes the necessity and feasibility of promoting the project management in distribution network planning. The article discusses the application of modern project management theory in distribution network planning, on how to improve the distribution network planning project management to start, plan, implementation, control, puts forward the main content and the main link reference method the process of closing, the five processes of project management (start, plan, implementation, control and ending) are analyzed, put forward the distribution network planning of power supply enterprises Combined with the project management model. Through the actual case of a distribution network planning of Linfen Electric Power Corporation, using the methods of project management are studied, analyzed and successfully completed, further confirms the necessity and feasibility of the application of project management in distribution network planning. It points out the main problems existing in the management of Linfen power company distribution network planning the Linfen power company distribution network planning project management system and process optimization, and the corresponding security measures, ways and methods. Finally a power supply enterprise in the project will be the theoretical model and actual demand combination, also proved the important role of project management in the project of power supply enterprises in the distribution network planning to provide a reference for further strengthening the city distribution network planning and engineering project management.
