【摘要】：隨著各國經(jīng)濟(jì)的不斷發(fā)展,世界各國對(duì)能源的需求也不斷增加,能源的充分供應(yīng)對(duì)各國經(jīng)濟(jì)的增長有巨大影響。眾所周知,能源是一國經(jīng)濟(jì)發(fā)展的重要驅(qū)動(dòng)力,能源供應(yīng)的短缺和不足,必將會(huì)給一國經(jīng)濟(jì)的增長和發(fā)展帶來嚴(yán)重的影響,甚至?xí)绊懙絿业拿裆捕ê驼畏�(wěn)定,嚴(yán)重的會(huì)引起國際社會(huì)的動(dòng)蕩。在各國對(duì)能源的需求不斷增加、能源供給短缺明顯情況下,世界各國正加緊發(fā)展新能源,尋求替代能源。為此,光伏發(fā)電項(xiàng)目成為各國重點(diǎn)發(fā)展的項(xiàng)目。 與其他發(fā)達(dá)國家相比,我國的光伏發(fā)電項(xiàng)目起步晚、技術(shù)基礎(chǔ)薄弱,但由于政府在相關(guān)產(chǎn)業(yè)政策方面的支持和鼓勵(lì),我國的光伏發(fā)電項(xiàng)目進(jìn)步巨大。但是,由于我國的光伏發(fā)電項(xiàng)目的技術(shù)水平低,在該項(xiàng)目發(fā)展初期,其投資風(fēng)險(xiǎn)不容忽視。盲目投資可能會(huì)造成太陽能光伏項(xiàng)目的虛假繁榮,企業(yè)在項(xiàng)目投資、決策方面的主觀性特征也增加了投資決策的風(fēng)險(xiǎn)。2008年以來的全球金融危機(jī)使世界各國的場(chǎng)需求萎縮。由于我國缺乏光伏發(fā)電項(xiàng)目的核心技術(shù),對(duì)風(fēng)險(xiǎn)的估計(jì)不足,從而導(dǎo)致決策失誤,使我國光伏產(chǎn)業(yè)陷入前所未有的困境。 由于光伏發(fā)電項(xiàng)目的投資巨大,建設(shè)周期短,運(yùn)行周期長,一般都在25年以上,占用的土地資源較大。所以,項(xiàng)目的風(fēng)險(xiǎn)比較廣.其主要有：政治風(fēng)險(xiǎn)、經(jīng)濟(jì)風(fēng)險(xiǎn)、自然風(fēng)險(xiǎn)、財(cái)務(wù)風(fēng)險(xiǎn)、技術(shù)風(fēng)險(xiǎn)、施工風(fēng)險(xiǎn)等。 本文采用分析法與模糊綜合評(píng)價(jià)法等項(xiàng)目評(píng)價(jià)方法,分析光伏發(fā)電項(xiàng)目的風(fēng)險(xiǎn),在全面分析光伏發(fā)電項(xiàng)目的風(fēng)險(xiǎn)的基礎(chǔ)上,以S光伏發(fā)電項(xiàng)目為案例開展風(fēng)險(xiǎn)分析與研究,分析S光伏發(fā)電項(xiàng)目的風(fēng)險(xiǎn)水平,提出風(fēng)險(xiǎn)防范措施。首先,本文深入研究項(xiàng)目風(fēng)險(xiǎn)管理的理論基礎(chǔ),總結(jié)學(xué)者對(duì)風(fēng)險(xiǎn)管理的研究成果,之后分析風(fēng)險(xiǎn)與項(xiàng)目風(fēng)險(xiǎn)之間的聯(lián)系與區(qū)別,闡述風(fēng)險(xiǎn)管理的內(nèi)涵與特征；其次,分析光伏發(fā)電項(xiàng)目的風(fēng)險(xiǎn)因素及特征,闡述光伏發(fā)電項(xiàng)目風(fēng)險(xiǎn)識(shí)別和風(fēng)險(xiǎn)分析方法；最后,本文基于S光伏發(fā)電項(xiàng)目,構(gòu)建風(fēng)險(xiǎn)評(píng)價(jià)體系,開展風(fēng)險(xiǎn)評(píng)價(jià)研究,根據(jù)結(jié)果提出風(fēng)險(xiǎn)防控措施。
[Abstract]:With the continuous development of national economy , the demand of energy is increasing , and the full supply of energy has a great impact on the growth of national economy . It is well known that energy is an important driving force of the country ' s economic development , and the shortage and shortage of energy supply will have a serious impact on the growth and development of a country ' s economy . Compared with other developed countries , the PV power generation project of our country is very late , the technology is weak , but because of the government ' s support and encouragement in the relevant industrial policy , our country ' s PV power generation project has made great progress . However , because of the low technical level of PV project in our country , its investment risk can not be ignored in the early stage of the project . Because the investment of PV project is huge , the construction period is short , the operation period is long , usually more than 25 years , the occupied land resource is large . Therefore , the project risk is wide . It mainly includes political risk , economic risk , natural risk , financial risk , technical risk , construction risk , etc . Based on the comprehensive analysis of the risk of PV power generation project , the paper analyzes the risk factors and characteristics of PV power generation project , analyzes the risk factors and characteristics of PV power generation project , and analyzes the risk factors and characteristics of PV power generation project . Finally , based on S PV power generation project , risk evaluation system is constructed , risk evaluation research is carried out , and risk control measures are put forward based on the results .
