【摘要】：“十二五”期間,國內(nèi)電網(wǎng)總體規(guī)模發(fā)生了巨大變化,電網(wǎng)運(yùn)行水平穩(wěn)步提高,已連續(xù)多年保持了安全穩(wěn)定運(yùn)行。電網(wǎng)調(diào)度控制直接負(fù)責(zé)管轄電網(wǎng)安全生產(chǎn)運(yùn)行,其管理水平高低,各項(xiàng)業(yè)務(wù)流轉(zhuǎn)順暢,人員自身業(yè)務(wù)能力的強(qiáng)弱,直接影響到所轄電網(wǎng)的整體安全運(yùn)行、管理水準(zhǔn)。經(jīng)過多年的努力,地縣(配)兩級(jí)調(diào)度在電網(wǎng)運(yùn)行管理建設(shè)、組織架構(gòu)建立、技術(shù)管理水平、人才培養(yǎng)、專業(yè)管理等方面取得了卓有成效的成績,為電網(wǎng)的安全運(yùn)行、公司整體工作目標(biāo)的實(shí)現(xiàn)發(fā)揮了重要作用。但隨著改革的深化、內(nèi)外部環(huán)境的變化對(duì)電網(wǎng)運(yùn)行工作提出了更高的要求,地縣調(diào)度在專業(yè)管理、電網(wǎng)運(yùn)行和控制能力等方面還存在調(diào)控管理模式不統(tǒng)一,部分核心業(yè)務(wù)流轉(zhuǎn)不統(tǒng)一等問題和不足,需進(jìn)一步改進(jìn)、完善和提升。本文搜集了國內(nèi)外電網(wǎng)運(yùn)行管理模式的現(xiàn)狀,研究了各國電力公司自身的組織結(jié)構(gòu)以及關(guān)于組織結(jié)構(gòu)的相關(guān)理論。在分析、對(duì)比了幾種電網(wǎng)運(yùn)行管理模式的優(yōu)缺點(diǎn)及適用范圍的基礎(chǔ)上,結(jié)合A公司電網(wǎng)運(yùn)行的相關(guān)業(yè)務(wù)流程、人力資源、技術(shù)支撐和管理四個(gè)方面的現(xiàn)狀,分別提出了針對(duì)性的管理模式優(yōu)化措施并形成兩級(jí)調(diào)控一體化優(yōu)化整體實(shí)施方案。以A供電公司及下屬的B縣域供電公司兩級(jí)調(diào)控中心整體優(yōu)化工作為案例,試點(diǎn)實(shí)施了調(diào)控一體化運(yùn)行優(yōu)化方案并對(duì)實(shí)施后兩級(jí)調(diào)控管理運(yùn)行效果進(jìn)行了評(píng)估總結(jié)。事實(shí)證明,調(diào)控一體化優(yōu)化方案有效縮短了業(yè)務(wù)流程環(huán)節(jié)、提高了電網(wǎng)運(yùn)行人員工作效率、完善了技術(shù)支撐系統(tǒng)、提升了管理質(zhì)量,形成了一套相對(duì)完善的調(diào)控一體化運(yùn)行管理模式。
[Abstract]:During the 12th Five-Year Plan period, great changes have taken place in the overall scale of the domestic power grid, and the operation level of the power grid has steadily improved. Power grid dispatching control is directly responsible for the safe operation of the power grid, its management level is high and low, the flow of various services is smooth, and the strength of the personnel's own business ability. Directly affect the overall security operation and management level of the power grid under its jurisdiction. After years of efforts, two levels of dispatching in the power grid management construction, organizational structure establishment, technical management level, talent training. Professional management and other aspects have made fruitful achievements, for the safe operation of the grid, the company's overall work goal has played an important role. But with the deepening of the reform. The changes of internal and external environment put forward higher requirements for the operation of the power grid. There are still inconsistent regulatory and management modes in the professional management, power grid operation and control ability of prefectural and county dispatching. Some of the core business flow issues and deficiencies, need to be further improved, improved and upgraded. This paper collected the current situation of domestic and foreign grid operation management model. This paper studies the organization structure of the power companies in various countries and the relevant theories about the organization structure. On the basis of analyzing and comparing the advantages and disadvantages and the applicable scope of several power grid operation and management modes. Combined with company A power grid operation related business processes, human resources, technical support and management of the four aspects of the status quo. Respectively put forward the targeted management model optimization measures and form a two-level regulation and control integration optimization of the overall implementation of the overall scheme. A power supply company and its subordinate B county power supply company two-level regulation and control center overall optimization work as an example. The pilot implementation of the integrated operation optimization program and the implementation of the two-level regulation and management performance evaluation and summary. Facts show that the integration of regulation and control optimization program effectively shortened the business process. It improves the working efficiency of power grid operators, improves the technical support system, improves the management quality, and forms a set of relatively perfect integrated operation and management mode of regulation and control.
