【摘要】:電力行業(yè)作為全社會(huì)經(jīng)濟(jì)發(fā)展的基礎(chǔ)產(chǎn)業(yè),承擔(dān)著經(jīng)濟(jì)發(fā)展和人民安居樂業(yè)的重要任務(wù),因此,它是國家經(jīng)濟(jì)發(fā)展的核心,在國家戰(zhàn)略的制定中占有重要的地位。隨著我國經(jīng)濟(jì)的飛速增長,全社會(huì)的電力需求急劇上升,電力供應(yīng)不足時(shí)有發(fā)生,從而帶來了許多損失和不良的影響。為此,國家不斷擴(kuò)大電力基礎(chǔ)設(shè)施建設(shè)項(xiàng)目的規(guī)模,變電站的數(shù)量激增,但如何保證變電站安全運(yùn)行,提供穩(wěn)定安全的電能當(dāng)前變電站日常生產(chǎn)管理管理面臨的問題。變電站是電力生產(chǎn)運(yùn)行中的重要組成部分,極大地影響著整個(gè)電網(wǎng)的安全和穩(wěn)定性。變電站是連接用戶和電網(wǎng)之間重要橋梁,對于電能安全、合理和穩(wěn)定的傳輸發(fā)揮著至關(guān)重要的作用。只有保證用戶安全、穩(wěn)定地用電,才能確?煽康纳鐣(huì)生產(chǎn)。因此,在變電站生產(chǎn)作業(yè)管理中,研究作業(yè)過程中存在的風(fēng)險(xiǎn),并進(jìn)行評(píng)估和控制顯得尤為必要。本文首先對國內(nèi)外風(fēng)險(xiǎn)管理的理論和應(yīng)用模式進(jìn)行了總結(jié),并根據(jù)我國的電力發(fā)展的趨勢以及變電站管理的特點(diǎn),分析了當(dāng)前的變電站安全生產(chǎn)管理現(xiàn)狀、面臨的問題和原因,并提出了一定對策。其次為了構(gòu)建變電站作業(yè)風(fēng)險(xiǎn)控制方法,介紹了PDCA循環(huán)模式的原理,以及PDCA循環(huán)在變電站作業(yè)管理應(yīng)用的可行性,依據(jù)上述分析構(gòu)建以PDCA為指導(dǎo)的變電站作業(yè)風(fēng)險(xiǎn)控制流程:首先是作業(yè)風(fēng)險(xiǎn)的識(shí)別、其次風(fēng)險(xiǎn)的評(píng)估與最后風(fēng)險(xiǎn)的控制。PDCA的管理模式是不斷的循環(huán)和反復(fù)的,它明確了工作的方向是提高安全目標(biāo)的評(píng)價(jià)值,不斷地細(xì)化和調(diào)整分目標(biāo),再通過不斷地循環(huán)將目標(biāo)加以改善,最后以實(shí)現(xiàn)安全管理水平的提升。為了評(píng)估作業(yè)風(fēng)險(xiǎn)控制模式的應(yīng)用效果,設(shè)計(jì)了有針對性的指標(biāo)體系,利用層次分析法確定各指標(biāo)權(quán)重,提出了基于模糊數(shù)學(xué)的變電站作業(yè)風(fēng)險(xiǎn)控制效果綜合評(píng)價(jià)方法。最后本文以YD變電站為例,首先分析了其作業(yè)管理現(xiàn)狀,并將本文提出的作業(yè)風(fēng)險(xiǎn)控制模式具體應(yīng)用,對YD變電站作業(yè)風(fēng)險(xiǎn)進(jìn)行設(shè)別、評(píng)估和控制。之后對YD變電站風(fēng)險(xiǎn)控制應(yīng)用情況進(jìn)行評(píng)估,發(fā)現(xiàn)應(yīng)用過程中存在的問題。綜上所述,變電站作業(yè)控制模式在經(jīng)濟(jì)性和安全性上都驗(yàn)證了具有良好的表現(xiàn),對于風(fēng)險(xiǎn)的預(yù)防起到積極作用。
[Abstract]:As the basic industry of the whole social economy, the electric power industry shoulders the important task of economic development and people's living and working. Therefore, it is the core of the national economic development and plays an important role in the formulation of the national strategy. With the rapid growth of China's economy, the demand for electricity in the whole society has increased dramatically. Insufficient electricity supply has occurred, resulting in many losses and adverse effects. To this end, the state has constantly expanded the scale of electric power infrastructure construction projects, and the number of substations has increased sharply. But how to ensure the safe operation of substations and provide stable and safe electric energy is currently facing the problems of substation daily production management and management. The substation is an important part of the power production and operation, which greatly affects the security and stability of the whole power grid. The substation is an important bridge between the users and the power grid, which plays a vital role in the transmission of electrical energy in a safe, reasonable and stable way. Only by ensuring the safe and stable use of electricity can the reliable social production be ensured. Therefore, in the production management of the substation, it is particularly necessary to study the risk in the process of operation and to evaluate and control the operation. Based on the domestic and foreign risk management theory and application model are summarized, and according to our country's electric power development trends and characteristics of the substation management, analyzes the current situation, production safety management of substation is facing problems and causes, and puts forward some countermeasures. Secondly, in order to construct the risk control method of substation operation, introduces the principle of PDCA cycle model, and the feasibility of the PDCA cycle in the substation operation management application, on the basis of the above analysis the construction risk control process of substation operation under the guidance of PDCA: the first is to control the operational risk identification, assessment of risk and risk the last second. The management mode of PDCA is continuous and repeated. It clarifies the direction of work is to improve the evaluation value of safety objectives, constantly refine and adjust sub goals, and then improve the target through continuous cycle, so as to achieve the improvement of safety management level. In order to evaluate the application effect of operation risk control mode, a targeted index system is designed, and the weight of each index is determined by AHP. A comprehensive evaluation method of substation operation risk control effect based on fuzzy mathematics is put forward. Finally, taking YD substation as an example, the status of operation management is analyzed first, and the operational risk control mode proposed in this paper is applied to set up, evaluate and control the operational risk of YD substation. After that, the application of risk control in YD substation is evaluated, and the problems in the application process are found. To sum up, the operation control model of substation has proved to have good performance in economy and security, and plays an active role in the prevention of risk.
