【摘要】：“十三五”期間,國(guó)家電網(wǎng)公司電網(wǎng)建設(shè)步幅迅速增快,電網(wǎng)企業(yè)的資產(chǎn)大幅度的提升,伴隨而來(lái)的是電力企業(yè)管轄的電網(wǎng)規(guī)模和變電設(shè)備數(shù)量成倍增加,電網(wǎng)企業(yè)供電服務(wù)壓力和內(nèi)部工作效率提升的壓力越來(lái)越大,供電公司原來(lái)的管理模式越來(lái)越不適應(yīng)企業(yè)發(fā)展要求,企業(yè)人力資源成本支出大幅增加,人員增長(zhǎng)受到了人力成本等諸多因素的限制,增長(zhǎng)幅度非常小。電網(wǎng)企業(yè)變電檢修部門的人員與工作量不符矛盾越來(lái)越突出,原來(lái)生產(chǎn)管理方式已經(jīng)不能適應(yīng)現(xiàn)代電力企業(yè)的發(fā)展。精益化管理體系可以不斷提升經(jīng)營(yíng)業(yè)績(jī)和客戶滿意度,同時(shí)可以提升電網(wǎng)變電檢修工作效率及變電設(shè)備運(yùn)行的可靠性,提升變電檢修員工績(jī)效、班組管理、設(shè)備可靠性等。基于以上背景,本文針對(duì)電網(wǎng)企業(yè)變電檢修部門的生產(chǎn)精益化管理模式進(jìn)行了研究。首先通過(guò)對(duì)資料的研讀和比較分析,研究了電網(wǎng)企業(yè)變電檢修精益化管理的現(xiàn)狀,了解了精益化管理目前的發(fā)展情況,然后研究了管理模式的相關(guān)理論和精益化管理的相關(guān)手段和方法,在研究了理論和實(shí)踐經(jīng)驗(yàn)的基礎(chǔ)上,重點(diǎn)分析了Y供電公司變電檢修在部門生產(chǎn),安全控制,質(zhì)量控制,績(jī)效考核和信息化管理五個(gè)方面內(nèi)容,利用精益思想對(duì)其目前的狀況和存在的問(wèn)題進(jìn)行分析,說(shuō)明了繼續(xù)改進(jìn)的必要性。通過(guò)變電檢修價(jià)值流分析和流程完善,建立了變電檢修生產(chǎn)精益化管理體系。依據(jù)精益化管理的原理、辦法、手段,針對(duì)變電檢修生產(chǎn)組織方式目前存在的問(wèn)題提出變革的建議,闡述了改進(jìn)的具體步驟。Y供電公司變電檢修不斷優(yōu)化檢修流程,積極推進(jìn)內(nèi)部組織機(jī)構(gòu)的改革,成立大型綜合班組、運(yùn)檢一體化和專業(yè)融合,調(diào)整生產(chǎn)組織方式,實(shí)現(xiàn)了檢修管理模式的變革,達(dá)到了企業(yè)內(nèi)部、專業(yè)崗位之間的優(yōu)勢(shì)互補(bǔ)、資源共享、管理順暢、效率提高的目標(biāo)。對(duì)檢修部門精益化管理模式研究和組織生產(chǎn)的調(diào)整,涉及班組人員穩(wěn)定、信息化生產(chǎn)系統(tǒng)、績(jī)效考核、安全管理、檢修質(zhì)量管理等。最后,通過(guò)對(duì)改進(jìn)之后的成效進(jìn)行分析從而說(shuō)明精益化管理的可行性和優(yōu)越性,進(jìn)而為各電網(wǎng)企業(yè)變電檢修部門進(jìn)行精益化實(shí)踐提供參考借鑒。
[Abstract]:During the 13th Five-Year Plan period, the construction of the State Grid Corporation's power grid grew rapidly, and the assets of the power grid enterprises increased substantially, accompanied by an increase in the scale of the power grid and the number of substation equipment under the jurisdiction of the power enterprises. The pressure of power supply service and the improvement of internal work efficiency in power grid enterprises are increasing. The original management mode of power supply companies is becoming more and more inadaptable to the requirements of enterprise development, and the cost of human resources of enterprises has increased substantially. Personnel growth is limited by many factors, such as labor cost, and the increase is very small. The contradiction between the personnel of substation maintenance department and the workload is more and more prominent. The original production management can not adapt to the development of modern electric power enterprises. Lean management system can continuously improve the performance and customer satisfaction, at the same time, it can improve the efficiency of substation maintenance and the reliability of substation equipment, improve the performance of substation maintenance staff, shift management, equipment reliability and so on. Based on the above background, this paper studies the lean management mode of substation maintenance department in power grid enterprises. First of all, through the study and comparative analysis of the data, the paper studies the current situation of the lean management of substation overhaul in power grid enterprises, and understands the current development of lean management. Then it studies the relevant theory of management mode and the relevant means and methods of lean management. On the basis of studying the theory and practical experience, it focuses on analyzing the production, safety control and quality control of substation overhaul in Y power supply company. This paper analyzes the present situation and existing problems of performance appraisal and information management by using lean thought, and explains the necessity of continuous improvement. By analyzing the value flow of substation maintenance and perfecting the process, the lean management system of transformer overhaul production is established. According to the principle, method and means of lean management, the paper puts forward some suggestions for reforming the existing problems in the production organization of substation overhaul, and expounds the concrete steps for improvement. Actively promote the reform of internal organization, set up large comprehensive shift group, integrate operation and inspection with professional integration, adjust production organization mode, realize the reform of maintenance management mode, and achieve the complementary advantages between the internal and professional posts of the enterprise. The goal of resource sharing, smooth management and efficiency improvement. The research on the lean management mode of maintenance department and the adjustment of organization and production involve the stability of shift and crew, information production system, performance evaluation, safety management, maintenance quality management, etc. Finally, through the analysis of the improved results to explain the feasibility and advantages of lean management, and then provide a reference for the substation maintenance departments of power grid enterprises to lean practice.
