電力工程項目安全與風(fēng)險管理機制研究
[Abstract]:The development of the national economy can not be separated from the electric power industry, and the electric power industry plays an important role in the development of the national economy. However, the safety of electric power production process is also very important, for the managers of enterprises, this is also a long-term problem. Of course, this is also related to the characteristics of electric power engineering projects. Power engineering projects often have a more complex environment, and the quality of construction personnel is also relatively low. Personal safety has become an important issue in the electric power construction site. The manager should manage the work carefully and realize the overall control of the whole project. It can be said that the safety of power engineering projects is the primary issue. With the rapid development of our country's economy, the positive fiscal policy of our country and the promotion of expanding domestic demand have brought a new opportunity to the development of our country's electric power industry, and the demand of electric power is also more and more. Of course, this also brings some challenges to the safety of electric power production. Because the time of power engineering is relatively tight and the task is very heavy, these contradictions have intensified the problem of power safety. In the process of continuous development of power network technology, there are some loopholes in the previous management mode, which is very disadvantageous to the security of power grid, and even causes great economic losses, because of these power accidents in China. From the above discussion, it can be seen that the use of management means to sum up, safety and risk management is a necessary means to consolidate the basis of safety and strong protection. Based on the theory of project risk management and the theoretical basis of project risk factor analysis, this paper uses the method of multi-level fuzzy comprehensive evaluation to construct the risk assessment model of power engineering project, and puts forward some countermeasures to reduce the risk of power project. The main content of this paper includes six parts: the first part is the preface, the research background, the research significance and the domestic and foreign research present situation. The second part is the basic theory of safety risk management of electric power engineering project, analyzes the relevant theories of safety management and project risk management, and synthetically analyzes the characteristics and management flow of safety risk management of power engineering project. The third part: the identification and classification of power engineering project risk, the basic theory of identifying project risk identification, and the analysis of the types of power engineering project risk in China. The fourth part is the description of power engineering project risk analysis method. The fifth part is the power engineering project risk evaluation, according to the principle of power engineering project risk evaluation, build the power engineering project risk evaluation index system, according to the characteristics of the index system, build the power engineering project risk assessment model. Taking the extension project of Guangping power plant in Handan City, Hebei Province as an example, the practical application of risk assessment model is carried out. The sixth part is to strengthen the power engineering project risk management. Based on the high risk of power engineering project, this paper mainly studies the environmental risk, the economic risk, the technical risk, the management risk and the social risk.
