偏差電量考核機制下售電公司的最優(yōu)經(jīng)營策略

【摘要】:電力市場的偏差電量考核機制是現(xiàn)貨市場建立前的過渡性方案,有利于市場主體參與到公平競爭的市場交易中。為了更直觀地體現(xiàn)電力市場偏差電量考核對售電公司經(jīng)營策略的影響,基于參與廣東月度競價交易的電力用戶的實際電量偏差率數(shù)據(jù)對2017年2月、3月偏差電量考核情況進行分析。在此基礎上,建立偏差考核機制下售電公司的盈利模型,并以售電公司考核和補償成本最小為目標提出考慮免考核電量的可中斷負荷最優(yōu)購買模型。文中設計如下3種模擬場景:(1)不捆綁負荷分別參與市場競價;(2)捆綁得到總負荷參與市場競價;(3)捆綁負荷參與市場競價,并采用可中斷負荷合同減少正偏差電量考核。3種模擬場景對售電公司運營策略的影響分析結(jié)果表明,第3種模擬場景下售電公司的盈利最大,為所推薦的最優(yōu)經(jīng)營策略。同時提出了用戶側(cè)月度偏差電量交易模式,以維持系統(tǒng)月度電量平衡。
[Abstract]:The examination mechanism of the deviated electricity quantity in the electricity market is a transitional scheme before the establishment of the spot market, which is conducive to the participation of the main body of the market in the fair competition of the market transactions. In order to reflect more intuitively the influence of the power market deviation electricity quantity examination on the business strategy of the power sale company, Based on the actual electricity deviation rate data of electricity users who participate in the monthly bidding in Guangdong, the paper analyzes the examination of the deviation electricity quantity in February and March 2017. On this basis, the profit model of the power sale company under the deviation assessment mechanism is established, and the optimal purchase model of interruptible load considering the minimum evaluation and compensation cost of the power sale company is put forward. In this paper, three simulation scenarios are designed as follows: (1) unbundled load participates in market bidding; (2) bundling gets total load to participate in market bidding; (3) binding load participates in market bidding. The results show that the third simulation scenario has the largest profit and is the recommended optimal operation strategy by using the interruptible load contract to reduce the positive deviation of electricity quantity. 3 simulation scenarios are used to analyze the impact of the three simulation scenarios on the operation strategy of the power sale company. The results show that the third simulation scenario is the most profitable and the recommended optimal operation strategy. At the same time, the user side monthly deviation electricity trading mode is put forward to maintain the system monthly electricity balance.
