BY公司特高壓變電站工程項(xiàng)目組織優(yōu)化研究

【摘要】:面對(duì)特高壓變電站建設(shè)的新形勢(shì),通過(guò)查找相關(guān)文獻(xiàn),發(fā)現(xiàn)大多數(shù)文獻(xiàn)資料都是關(guān)于特高壓工程技術(shù)方面的研究資料,對(duì)特高壓變電站項(xiàng)目管理方面的研究,尤其是組織方面的研究很少。而且BY公司的變電站工程項(xiàng)目組織存在諸多問(wèn)題,缺少可以借鑒的模板,急需對(duì)出現(xiàn)的問(wèn)題進(jìn)行研究和解決。BY公司的變電站工程項(xiàng)目組織存在問(wèn)題主要體現(xiàn)在,組織結(jié)構(gòu)單一不靈活的問(wèn)題,不能反映復(fù)雜的組織結(jié)構(gòu)現(xiàn)狀,不能對(duì)工程施工產(chǎn)生指導(dǎo)性作用。工程施工中,解決問(wèn)題的程序和責(zé)任模糊混亂,導(dǎo)致組織的運(yùn)行效率的降低。面對(duì)參與施工的單位多的新情況,項(xiàng)目外部面臨著大量溝通協(xié)調(diào)的問(wèn)題需要解決。各職能部門(mén)的目標(biāo)不統(tǒng)一,都有各自的目標(biāo),存在各自為戰(zhàn)的情況。項(xiàng)目的不同階段,項(xiàng)目的組織結(jié)構(gòu)是不同的,需要時(shí)時(shí)調(diào)整。組織內(nèi)不同專業(yè)的可以存在的不同的內(nèi)部組織結(jié)構(gòu),應(yīng)對(duì)其具體優(yōu)化。權(quán)力和責(zé)任分工不明確。變電站工程人員流動(dòng)性大,如何做好新進(jìn)人員的管理是個(gè)問(wèn)題。管理跨度和層次沒(méi)有根據(jù)工程的規(guī)模進(jìn)行動(dòng)態(tài)調(diào)整。BY公司特高壓變電站工程項(xiàng)目組織的激勵(lì)存在問(wèn)題。面對(duì)這些問(wèn)題BY公司特高壓變電站工程項(xiàng)目組織急需要進(jìn)行優(yōu)化。本文先從理論入手,采用的是文獻(xiàn)查找法,把握當(dāng)前國(guó)內(nèi)外相關(guān)研究的成果,對(duì)工程項(xiàng)目組織的相關(guān)理論、項(xiàng)目管理理論、項(xiàng)目的組織結(jié)構(gòu)理論、組織運(yùn)行機(jī)制進(jìn)行系統(tǒng)梳理。為了了解工程項(xiàng)目組織的實(shí)際情況,了解特高壓變電站項(xiàng)目所處環(huán)境、行業(yè)趨勢(shì)、公司現(xiàn)狀,通過(guò)調(diào)查和溝通,對(duì)BY公司所面對(duì)的具體環(huán)境,對(duì)特高壓變電站項(xiàng)目管理里所遇到的具體問(wèn)題進(jìn)行總結(jié)歸納,同時(shí)也為研究的問(wèn)題解決與否提供依據(jù)。分析在現(xiàn)有項(xiàng)目管理中出現(xiàn)的問(wèn)題原因,從項(xiàng)目組織職權(quán)、結(jié)構(gòu)、溝通協(xié)調(diào)、激勵(lì)四個(gè)方面提出工程項(xiàng)目組織的優(yōu)化目標(biāo),針對(duì)所提出的目標(biāo)來(lái)制定特高壓變電站項(xiàng)目組織優(yōu)化的策略,對(duì)項(xiàng)目組織進(jìn)行具體的優(yōu)化實(shí)施,找出合適此工程項(xiàng)目的組織,評(píng)價(jià)新的項(xiàng)目組織運(yùn)行效果。以WF1000千伏變電站做為例子,對(duì)變電站項(xiàng)目組織進(jìn)行優(yōu)化,使組織結(jié)構(gòu)合適于現(xiàn)有的變電站工程的建設(shè)項(xiàng)目。對(duì)組織運(yùn)行中細(xì)微的方面進(jìn)行組織結(jié)構(gòu)的細(xì)化設(shè)計(jì),使得組織運(yùn)行方式更加明確,第一次將新的組織結(jié)構(gòu)形式合弄制,運(yùn)用到施工班組小的組織結(jié)構(gòu)中。所提出的優(yōu)化路徑和方法,當(dāng)面對(duì)新的組織問(wèn)題時(shí),可以舉一反三的進(jìn)行解決,對(duì)以后更多的特高壓變電站建設(shè)有參考意義,也對(duì)常規(guī)變電站的組織結(jié)構(gòu)優(yōu)化有借鑒意義。
[Abstract]:In the face of the new situation of UHV substation construction, it is found that most of the documents are related to UHV engineering technology, and the project management of UHV substation. In particular, there is little research on organization. Moreover, there are many problems in the substation project organization of BY Company, which lack the template to be used for reference, so it is urgent to study and solve the existing problems in the substation project organization of .by company. The problem of single and inflexible organizational structure can not reflect the present situation of complex organizational structure and can not be used as a guide to engineering construction. In the engineering construction, the procedure and responsibility of solving the problem are confused, which leads to the decrease of the efficiency of the organization. In the face of the new situation of more units involved in the construction, the project faces a large number of communication and coordination problems to be solved. The objectives of each functional department are not unified, all have their own objectives, there is a situation of their own. In different stages of the project, the organizational structure of the project is different and needs to be adjusted from time to time. Different internal organizational structures that may exist in different specialties within the organization should be specifically optimized. The division of powers and responsibilities is unclear. Substation engineering staff mobility, how to do a good job in the management of new personnel is a problem. The management span and level are not dynamically adjusted according to the project scale. There are some problems in the organization of UHV substation project organization in by Company. Faced with these problems, BY company UHV substation project organization needs to be optimized. This article starts with the theory, uses the literature search method, grasps the current domestic and foreign related research achievement, carries on the systematic comb to the engineering project organization related theory, the project management theory, the project organization structure theory, the organization operation mechanism. In order to understand the actual situation of the project organization, to understand the environment, the industry trend, the current situation of the company, and the specific environment faced by BY Company through investigation and communication, The concrete problems encountered in UHV substation project management are summarized and summarized. This paper analyzes the causes of the problems in the existing project management, and puts forward the optimization objectives of the project organization from four aspects: the project organization authority, the structure, the communication and coordination, and the encouragement. According to the proposed objectives, the strategy of project organization optimization for UHV substation is formulated, the project organization is optimized and implemented, the organization suitable for the project is found out, and the operation effect of the new project organization is evaluated. Taking the WF1000 KV substation as an example, the project organization of the substation is optimized to make the organization structure suitable for the construction project of the existing substation project. The detailed design of the organization structure in the fine aspects of the organization operation makes the operation mode of the organization more clear. For the first time, the new organizational structure form is combined and applied to the small organizational structure of the construction team. The proposed optimization path and method can be solved in the face of new organizational problems, which can be used for reference to more UHV substations in the future, and also to the optimization of the organizational structure of conventional substations.
