供電企業(yè)同期線損分析與指標(biāo)體系管理研究

【摘要】:隨著社會經(jīng)濟(jì)的快速增長,電力改革的持續(xù)推進(jìn),我國電力行業(yè)呈現(xiàn)了又好又快的發(fā)展態(tài)勢,跨越式發(fā)展、發(fā)展方式轉(zhuǎn)變、裝備水平提升、節(jié)能降損明顯。但由于我國資源分布不均,經(jīng)濟(jì)發(fā)展不平衡,電力供需仍然存在一定的矛盾,所以節(jié)能降損被公認(rèn)為環(huán)節(jié)能源供應(yīng)矛盾的重要措施,是提高經(jīng)濟(jì)增長質(zhì)量和效益的重要途徑,是國家的基本國策。線損率是供電企業(yè)一項綜合性的經(jīng)濟(jì)、技術(shù)指標(biāo)。供售電量統(tǒng)計時間不同期、抄表差錯造成電量異常、用電客戶竊電等因素是造成管理線損的主要因素,尤其是由于抄表時間制約的供售電量不同期統(tǒng)計嚴(yán)重制約了線損率的準(zhǔn)確程度,所以包含了管理線損的統(tǒng)計線損不一定能反映電力網(wǎng)的真實損耗情況。這樣,供售同期線損率統(tǒng)計計算成為了規(guī)避不同期影響的最好線損率數(shù)據(jù)。為了準(zhǔn)確把握電力網(wǎng)損耗的狀況,開展基于同期線損率計算結(jié)果的線損管理成為了解真實線損率的重要途徑。在具備電能表全采集全覆蓋、拓?fù)鋽?shù)據(jù)信息化程度較高的情況下,各大電網(wǎng)公司已經(jīng)全面開展供售同期線損管理工作。本文開篇回顧了國內(nèi)外關(guān)于線損管理及同期線損管理的研究現(xiàn)狀及發(fā)展動態(tài),引出本文行文思路。在深入探討線損產(chǎn)生因素的基礎(chǔ)上,通過對各類線損管理方法的比較,對比出同期線損管理的優(yōu)勢。隨后,根據(jù)現(xiàn)行國網(wǎng)公司各電力軟件運(yùn)行現(xiàn)狀,為同期線損管理的實現(xiàn)設(shè)計出一套可行的系統(tǒng)集成需求方案。以此為基礎(chǔ),設(shè)計同期線損計算模型,并從傳統(tǒng)線損分析與線損業(yè)務(wù)分析兩個方面,探究同期線損分析原理、思路及實用性較強(qiáng)的方法。最后,根據(jù)電網(wǎng)公司現(xiàn)狀,以大興供電公司為研究對象,根據(jù)不同時期的特點,設(shè)計出三套同期線損相關(guān)的指標(biāo)評價、考核指標(biāo)以適應(yīng)同期線損推廣不同時期的指標(biāo)評價需求,完善同期線損指標(biāo)管理機(jī)制,為電網(wǎng)企業(yè)開展同期線損管理工作提供有效手段。
[Abstract]:With the rapid growth of social economy and the continuous promotion of electric power reform, the electric power industry of our country has presented a good and fast development situation, the leapfrog development, the transformation of development mode, the improvement of equipment level, the obvious energy saving and loss reduction. However, due to the uneven distribution of resources, unbalanced economic development and the existence of certain contradictions between supply and demand of electric power, energy conservation and loss reduction is recognized as an important measure of energy supply contradiction, which is an important way to improve the quality and efficiency of economic growth. It is the basic national policy of the country. Line loss rate is a comprehensive economic and technical index for power supply enterprises. The statistical time of electricity supply and sale is different, the error of meter reading causes the abnormal quantity of electricity, and the main factors that cause the line loss of management are electricity stealing by electricity customers. Especially because the statistics of electricity supply and sale in different periods of time limit seriously restrict the accuracy of line loss rate, the statistical line loss including management line loss does not necessarily reflect the true loss of power network. In this way, the statistical calculation of line loss rate becomes the best line loss rate data to avoid the influence of different periods. In order to accurately grasp the situation of power network loss, it is an important way to understand the real line loss rate to carry out the line loss management based on the calculation results of the synchronous line loss rate. With the full coverage of the watt-hour meter and the high degree of information of topological data, all the power grid companies have carried out the line loss management in the same period of supply and sale. At the beginning of this paper, the research status and development trends of line loss management and corresponding line loss management at home and abroad are reviewed, leading to the thinking of this paper. On the basis of deeply discussing the factors of line loss management, the advantages of line loss management in the same period are compared by comparing various methods of line loss management. Then, according to the current situation of power software operation, a set of feasible system integration requirement scheme is designed for the realization of line loss management in the same period. On the basis of this, the calculation model of simultaneous line loss is designed, and from two aspects of traditional line loss analysis and line loss business analysis, this paper probes into the principle, train of thought and practical method of line loss analysis at the same time. Finally, according to the current situation of the power grid company, taking Daxing Power supply Company as the research object, according to the characteristics of different periods, three sets of corresponding line loss related index evaluation are designed to meet the needs of index evaluation in different periods of line loss promotion in the same period. Improve the management mechanism of line loss index in the same period, and provide an effective means for power grid enterprises to carry out line loss management in the same period.
