【摘要】:在經(jīng)濟不斷發(fā)展的背景下,電力能源在日常生活中的消耗越來越大,電力系統(tǒng)的穩(wěn)定運行對我國國民經(jīng)濟持續(xù)、穩(wěn)定的發(fā)展有著直接和深遠的影響。伴隨著中國電力產(chǎn)業(yè)類型和結(jié)構(gòu)的優(yōu)化,變電站建設(shè)投運數(shù)量的增多,變電運行設(shè)備的增加,加上變電站運行過程中面臨的風(fēng)險愈加嚴峻,使得風(fēng)險控制在我國變電站運行過程中變得尤為重要和緊迫。風(fēng)險評價可以使管理者對變電站運行的安全程度做到心中有數(shù),增加其對風(fēng)險的控制能力。對變電站運行進行風(fēng)險評價更利于我們看清變電站日常運行過程中存在的安全風(fēng)險,更利于我們把握各種風(fēng)險因素發(fā)生的概率和風(fēng)險發(fā)生時所產(chǎn)生的影響,進而通過采取有效的應(yīng)對措施,將風(fēng)險發(fā)生率及發(fā)生的后果降至最低。風(fēng)險評價是保障電力系統(tǒng)安全穩(wěn)定運行的重要一環(huán)。然而在當今環(huán)境下,變電站運行安全風(fēng)險評價機制還沒有進入成熟化,而且相關(guān)管理者的風(fēng)險意識又相對淡薄。對變電站運行安全風(fēng)險進行評價研究,可以更加準確的把握變電站日常維護管理工作中的疏漏點,提高變電站運行安全系數(shù),增加電力系統(tǒng)運行的穩(wěn)定性。本文通過分析當前我國變電站日常運行過程中存在的風(fēng)險,并借鑒國內(nèi)和國外變電站運行安全風(fēng)險評價管理的研究,將變電站運行安全風(fēng)險分為四個方面,主要包括人的風(fēng)險,設(shè)備的風(fēng)險,環(huán)境的風(fēng)險和管理的風(fēng)險。根據(jù)指標選取原則,建成相應(yīng)的變電站運行安全風(fēng)險評價指標體系,運用網(wǎng)絡(luò)分析法以及模糊理論,確定各個風(fēng)險指標的權(quán)重值,并運用定量與定性分析結(jié)合的方法,對變電站運行安全風(fēng)險進行評價,通過計算證實該風(fēng)險評價機制具有良好的準確性和可靠性。因此,通過此風(fēng)險評價體系能夠有效地對變電站運行安全風(fēng)險做出評價,最終達到提前防范風(fēng)險的目的。
[Abstract]:With the continuous development of the economy, the consumption of power energy in the daily life is increasing. The stable operation of the power system has a direct and far-reaching impact on the sustained and stable development of our national economy. With the optimization of the type and structure of the power industry in China, the quantity of the construction and transportation of the substation is increased, and the power transformer is operated. The risk control is becoming more and more important and urgent in the process of substation operation in our country. Risk assessment can make the manager have a good number of safety in the substation operation, increase the control ability of the risk, and evaluate the risk of substation operation more. It is beneficial for us to see the security risks in the daily operation of the substation, which is better for us to grasp the impact of the probability and risk of various risk factors, and then to minimize the incidence and consequences of the risk by taking effective measures to ensure the safety and stability of the power system. However, in today's environment, the safety risk assessment mechanism of substation operation has not yet entered into maturity, and the risk awareness of the related managers is relatively weak. The evaluation of the safety risk of substation operation can be more accurate to grasp the omission point in the daily maintenance and management of the substation and improve the transformer substation. The safety factor of the station is operated to increase the stability of the operation of the power system. Through the analysis of the current risks in the daily operation of the substation in China and the research on the safety risk assessment management of the domestic and foreign substations, the safety risk of the substation operation is divided into four aspects, including the risk of human and the risk of the equipment. The risk of the environment and the risk of management. According to the principle of index selection, the corresponding evaluation index system of the safety risk of substation operation is built, the weight value of each risk index is determined by using the network analysis method and the fuzzy theory, and the method of combining quantitative and qualitative analysis is used to evaluate the safety risk of the substation operation and through calculation. It is proved that the risk evaluation mechanism has good accuracy and reliability. Therefore, this risk evaluation system can effectively evaluate the safety risk of substation operation and finally achieve the goal of preventing risk in advance.
