【摘要】:近些年來,由于經(jīng)濟(jì)的高速發(fā)展,人們物質(zhì)生活水平的提高,導(dǎo)致目前資源消耗過快,同時(shí),民眾又沒有形成高度的節(jié)約以及環(huán)保意識(shí),所以造成目前生態(tài)環(huán)境質(zhì)量急速下降的局面。尤其是在水資源的利用上,水資源屬于人類生活以及生產(chǎn)必不可少的資源。而由于過度使用以及廢水隨意排放,已經(jīng)造成了嚴(yán)重的水資源污染問題。我國乃至世界上一些國家和組織都可以制定相關(guān)政策,或采取類似的措施來解決環(huán)境污染,生態(tài)平衡的問題,制約這種隨意排放,只顧經(jīng)濟(jì)利益忽視環(huán)境保護(hù)的情況。尤其是對(duì)于水資源的保護(hù)上,地位尤其重要。水資源是人類賴以生存和發(fā)展的戰(zhàn)略資源。目前水資源污染主要是由于生活污水和工業(yè)污水的隨意排放。尤其是工業(yè)污水,其成分復(fù)雜,污染物繁多,如果不能嚴(yán)格按照規(guī)定來進(jìn)行廢水的處理而直接排放的話,會(huì)對(duì)周邊的地下水源,濕地等造成污染。國務(wù)院在近些年制定了相關(guān)的政策,來制約工業(yè)廢水的排放問題。如果不能達(dá)到相關(guān)的標(biāo)準(zhǔn),相關(guān)企業(yè)和工廠將會(huì)面臨關(guān)停的風(fēng)險(xiǎn)。在這種政策背景和社會(huì)背景下,西柏坡電廠進(jìn)行了廢水排放改造項(xiàng)目,以期達(dá)到廢水的安全清潔排放,盡量達(dá)到不污染周圍水源的目的;谝陨系难芯恳饬x,本文首先對(duì)西柏坡電廠的改造工程進(jìn)行了描述,以便于為后文的綜合評(píng)價(jià)提供基礎(chǔ)。主要對(duì)其工程方案進(jìn)行了介紹,包括循環(huán)水排污水處理系統(tǒng)改造方案、酸堿再生廢水回用改造方案、高含鹽廢水減量處理系統(tǒng)改造方案以及工業(yè)廢水處理系統(tǒng)改造方案。然后在閱讀了大量相關(guān)評(píng)價(jià)論文的基礎(chǔ)上,針對(duì)該工程項(xiàng)目選取合適的評(píng)價(jià)方法,及組合評(píng)價(jià)的方法,首先選取指標(biāo),從社會(huì)、環(huán)境以及經(jīng)濟(jì)角度選取不同的指標(biāo)進(jìn)行表述,在利用層次分析法對(duì)指標(biāo)進(jìn)行權(quán)重的計(jì)算。最終利用模糊綜合評(píng)價(jià)的方法對(duì)該改造項(xiàng)目進(jìn)行評(píng)價(jià)。最終得出結(jié)論。該項(xiàng)目符合國家技術(shù)政策及行業(yè)發(fā)展規(guī)劃,電廠可獲得良好的社會(huì)效益和環(huán)保效益,具有重要的現(xiàn)實(shí)意義和借鑒意義。
[Abstract]:In recent years, due to the rapid development of the economy and the improvement of people's material living standards, the current consumption of resources is too fast, and at the same time, the people have not formed a high degree of conservation and environmental awareness. Therefore causes the present ecological environment quality to drop rapidly the situation. Especially in the use of water resources, water resources belong to human life and production of essential resources. Due to overuse and arbitrary discharge of wastewater, serious water pollution has been caused. Some countries and organizations in our country and in the world can make relevant policies or take similar measures to solve the problem of environmental pollution and ecological balance, restrict this kind of arbitrary discharge, and ignore the environmental protection only in economic interests. Especially for the protection of water resources, the position is particularly important. Water resources are strategic resources for human survival and development. At present, the pollution of water resources is mainly due to the random discharge of domestic sewage and industrial sewage. Especially the industrial sewage, its composition is complex, the pollutant is various, if cannot carry on the waste water treatment and the direct discharge strictly according to the stipulation, will cause the pollution to the surrounding underground water source, the wetland and so on. The State Council has formulated policies in recent years to limit the discharge of industrial wastewater. If the relevant standards are not met, the relevant enterprises and factories will face the risk of closure. Under this policy background and social background, Xibaipo Power Plant carried out the project of wastewater discharge transformation, in order to achieve the safe and clean discharge of wastewater, and to achieve the goal of not polluting the surrounding water source as far as possible. Based on the above research significance, this paper first describes the reconstruction project of Xibaipo Power Plant, so as to provide a basis for the comprehensive evaluation. This paper mainly introduces its engineering scheme, including the revamping scheme of circulating water drainage wastewater treatment system, the reusing of acid and alkali regenerated wastewater, the retrofitting scheme of reducing treatment system of high salt wastewater and the reforming scheme of industrial wastewater treatment system. Then, on the basis of reading a large number of related evaluation papers, select appropriate evaluation methods and combination evaluation methods for the project, first select indicators, select different indicators from the social, environmental and economic angles to express. AHP is used to calculate the weight of the index. Finally, fuzzy comprehensive evaluation method is used to evaluate the reconstruction project. The final conclusion is drawn. The project is in line with the national technical policy and industry development plan, and the power plant can obtain good social and environmental benefits, which has important practical significance and reference significance.
