【摘要】:對(duì)電網(wǎng)建設(shè)項(xiàng)目展開后評(píng)價(jià),是項(xiàng)目管理環(huán)節(jié)中的重要內(nèi)容之一。通過對(duì)項(xiàng)目建設(shè)和運(yùn)營效果進(jìn)行后評(píng)價(jià),有利于提高項(xiàng)目的決策水平和管理質(zhì)量。項(xiàng)目后評(píng)價(jià)是用項(xiàng)目的實(shí)際成果和效益來分析評(píng)價(jià)項(xiàng)目的決策、管理和實(shí)施情況,通過經(jīng)驗(yàn)教訓(xùn)的總結(jié),為決策者和投資者提供更多的信息,并為新項(xiàng)目的決策提供參考依據(jù)。項(xiàng)目后評(píng)價(jià)需要分析該項(xiàng)目前期、建設(shè)期、建成后的實(shí)際情況和數(shù)據(jù),將實(shí)際運(yùn)行數(shù)據(jù)和情況與項(xiàng)目設(shè)計(jì)時(shí)候的預(yù)測(cè)數(shù)據(jù)和情況進(jìn)行對(duì)比分析,對(duì)造成較大程度的偏差進(jìn)行系統(tǒng)的分析,從而在技術(shù)、經(jīng)濟(jì)上提出可行措施,提高項(xiàng)目總體經(jīng)濟(jì)和社會(huì)效益。本文首先深入分析電網(wǎng)工程后評(píng)價(jià)研究的背景,探究該研究的重要理論意義和現(xiàn)實(shí)意義,分析項(xiàng)目后評(píng)價(jià)國內(nèi)外研究現(xiàn)狀,總結(jié)現(xiàn)有研究取得的成果和不足。對(duì)項(xiàng)目后評(píng)價(jià)進(jìn)行了簡(jiǎn)述,比較了后評(píng)價(jià)與前評(píng)價(jià)和可行性研究的不同之處,介紹了項(xiàng)目后評(píng)價(jià)的時(shí)點(diǎn)和工作流程、后評(píng)價(jià)工作依據(jù)和方法、后評(píng)價(jià)內(nèi)容并,并闡述了項(xiàng)目綜合評(píng)價(jià)理論。其次,對(duì)撫順地區(qū)電網(wǎng)現(xiàn)狀及存在的問題進(jìn)行分析。介紹了供電區(qū)概況、各電壓等級(jí)電網(wǎng)現(xiàn)狀和地區(qū)電網(wǎng)存在的主要問題。介紹了撫順地區(qū)歷史負(fù)荷增長趨勢(shì)分析和負(fù)荷特性分析、用電量和用電負(fù)荷預(yù)測(cè)、分電壓等級(jí)網(wǎng)供負(fù)荷預(yù)測(cè)和項(xiàng)目建設(shè)重點(diǎn)。其次,構(gòu)建了撫順配電網(wǎng)建設(shè)項(xiàng)目的后評(píng)價(jià)指標(biāo)體系,并對(duì)指標(biāo)涵義進(jìn)行了闡述,對(duì)撫順地區(qū)配電網(wǎng)建設(shè)項(xiàng)目實(shí)施過程進(jìn)行了分析評(píng)價(jià),包括項(xiàng)目前期決策水平、準(zhǔn)備階段工作完成情況、項(xiàng)目建設(shè)過程執(zhí)行情況等方面,對(duì)撫順地區(qū)配電網(wǎng)建設(shè)項(xiàng)目的效果和經(jīng)濟(jì)效益進(jìn)行了分析,評(píng)價(jià)了該項(xiàng)目的環(huán)境和社會(huì)效益,對(duì)項(xiàng)目的目標(biāo)和可持續(xù)性進(jìn)行了分析評(píng)價(jià)。在前面章節(jié)建立的指標(biāo)體系和各節(jié)分析分基礎(chǔ)上,從實(shí)施過程、效果和經(jīng)濟(jì)效益、環(huán)境和社會(huì)效益、目標(biāo)和可持續(xù)性等方面對(duì)該項(xiàng)目進(jìn)行了綜合評(píng)價(jià),得出待評(píng)價(jià)項(xiàng)目的評(píng)價(jià)等級(jí)為“良好”并且偏向于“優(yōu)秀”,并對(duì)該結(jié)果進(jìn)行了相關(guān)分析。
[Abstract]:The post evaluation of the power grid construction project is one of the important contents in the project management link. Through the post evaluation of the project construction and operation effect, it is beneficial to improve the decision-making level and management quality of the project. The post evaluation is to analyze the decision, management and implementation of the evaluation project by the actual results and benefits of the project. The summary of experience and lessons provides more information for decision-makers and investors, and provides reference for the decision of the new project. The post evaluation of the project needs to analyze the actual situation and data after the project, the construction period, the completion of the project and the actual data and conditions of the project and the forecast data and conditions of the project design. In order to improve the overall economic and social benefits of the project, this paper first deeply analyzes the background of the research on the post evaluation of the power grid engineering, explores the important theoretical significance and practical significance of the research, and analyzes the status of the research at home and abroad after the analysis of the project, and summarizes the existing situation. The results and shortcomings of the research are discussed. The post evaluation of the project is briefly described, the difference between the post evaluation and the pre evaluation and the feasibility study is compared, the time point and the working process of the post evaluation are introduced, the post evaluation work basis and method, the post evaluation content and the comprehensive evaluation theory of the item are expounded. Secondly, the current situation of the Fushun regional power grid is presented. The general situation of power supply area, current situation of voltage grade power grid and main problems existing in regional power grid are introduced. The trend analysis and load characteristic analysis of historical load in Fushun area are introduced, the forecast of electricity consumption and power consumption, the prediction of voltage grade network for negative load and the key point of project construction are introduced. Secondly, the construction of caress is built. The post evaluation index system of the construction project of the power grid is described, and the meaning of the index is expounded. The implementation process of the Fushun distribution network construction project is analyzed and evaluated, including the level of the early decision of the project, the completion of the preparation stage, the execution of the project construction process and so on, and the efficiency of the construction project of the distribution network in Fushun area. The results and economic benefits are analyzed, the environmental and social benefits of the project are evaluated, and the objectives and sustainability of the project are analyzed and evaluated. On the basis of the index system and the analysis of each section, the project is based on the implementation process, effect and economic benefits, environmental and social benefits, objectives and sustainability. Through comprehensive evaluation, the evaluation grade of the project to be evaluated is "good" and biased towards "excellence", and the results are analyzed.
