阜新桃李220kV輸變電工程項目綜合效益評價研究

【摘要】:隨著我國科學技術和社會主義現(xiàn)代化建設的發(fā)展,中國電力產(chǎn)業(yè)的發(fā)展取得了輝煌的成果,己成為促進經(jīng)濟發(fā)展的重要保證;痣娖髽I(yè)既是促進我國經(jīng)濟發(fā)展的基礎產(chǎn)業(yè)也是非常重要的能源行業(yè),作為基礎設施投資的電力行業(yè),加快發(fā)展電力基礎設施建設,才能保證經(jīng)濟穩(wěn)步發(fā)展,在“十二五”期間,全國電力裝機容量年均增加近一億千瓦,為經(jīng)濟和社會發(fā)展提供了堅強的電力支撐,但是不可否認的事實電源建設逐漸出現(xiàn)了規(guī)模過剩的狀況,電源投資在電力行業(yè)投資中的比例呈下滑趨勢,而電網(wǎng)投資比重逐年攀升。因此,輸變電工程項目的評價就顯得越來越重要。本文主要是對阜新桃李輸變電工程項目綜合效益進行評價,首先根據(jù)項目具體情況從經(jīng)濟性效益、社會效益、技術效益三個方面建立阜新桃李輸變電工程項目評價指標體系,其中經(jīng)濟效益分析和評價主要從項目的盈利能力和清償能力兩方面進行,社會效益評價主要從項目的社會經(jīng)濟效益和社會環(huán)境效益兩方面進行,技術效益主要從變電站站址選擇、變電站工程設計、送電線路工程設計三方面進行。其次,阜新桃李輸變電工程項目經(jīng)濟數(shù)據(jù)的計算和項目評價指標的分析,根據(jù)項目建設的相關資料,分析項目的投資和資金籌措的詳細數(shù)據(jù),根據(jù)阜新市政府提供的負荷統(tǒng)計和項目前期的運行數(shù)據(jù)對項目未來的負荷進行預測,從而進行項目收入指標的計算,根據(jù)項目前期的運行數(shù)據(jù)進行項目的運營成本指標、現(xiàn)金流量、流動負債等指標的計算,然后根據(jù)項目的經(jīng)濟指標和數(shù)據(jù)進行項目的經(jīng)濟效益分析,根據(jù)相關統(tǒng)計資料對項目建設和運營帶來的社會效益進行分析。最后,為阜新桃李輸變電工程項目的綜合效益評價,根據(jù)項目的的特點選擇灰色層次評價模型進行綜合評價,根據(jù)AHP法確定指標權重,運用灰色層次評價法進行多層次灰色評價模型綜合評價。
[Abstract]:With the development of China's science and technology and socialist modernization, the development of China's electric power industry has made brilliant achievements, and has become an important guarantee to promote economic development. Thermal power enterprises are not only the basic industries to promote the economic development of our country, but also the very important energy industries. Only by speeding up the development of power infrastructure construction, can we ensure the steady development of the economy. During the 12th Five-Year Plan period, the national electric power installed capacity increased by nearly 100 million kilowatts a year, which provided strong power support for economic and social development. However, it is undeniable that the power supply construction has gradually appeared a situation of excess scale. The proportion of power investment in power industry is declining, while the proportion of power grid investment is rising year by year. Therefore, the evaluation of transmission and transformation project becomes more and more important. This paper mainly evaluates the comprehensive benefit of Taoli transmission and transformation project in Fuxin. Firstly, according to the specific conditions of the project, the evaluation index system of Taoli transmission and transformation project in Fuxin is established from three aspects: economic benefit, social benefit and technical benefit. The analysis and evaluation of economic benefits are mainly carried out from the two aspects of the profitability and solvency of the project, and the evaluation of social benefits is mainly carried out from the two aspects of the social and economic benefits and the social environmental benefits of the projects. The technical benefits are mainly from three aspects: substation site selection, substation engineering design and transmission line engineering design. Secondly, the calculation of economic data and the analysis of project evaluation index of Fuxin Taoli Power Transmission and Transformation Project. According to the relevant data of project construction, the detailed data of project investment and fund raising are analyzed. According to the load statistics provided by Fuxin city government and the pre-project operation data, the future load of the project is forecasted, thus the project income index is calculated, and the operating cost index of the project is carried out according to the pre-project operation data. Based on the calculation of cash flow and current liabilities, the economic benefits of the project are analyzed according to the economic indicators and data of the project, and the social benefits brought about by the construction and operation of the project are analyzed according to the relevant statistical data. Finally, for the comprehensive benefit evaluation of Taoli power transmission and transformation project in Fuxin, the grey hierarchy evaluation model is selected according to the characteristics of the project, and the index weight is determined according to the AHP method. The comprehensive evaluation of multi-level grey evaluation model is carried out by using the grey hierarchy evaluation method.
