廊坊大尚屯110kV變電站電網(wǎng)技改項(xiàng)目后評(píng)價(jià)研究

【摘要】:我國(guó)經(jīng)濟(jì)迅速發(fā)展大環(huán)境下,農(nóng)村產(chǎn)業(yè)結(jié)構(gòu)也經(jīng)歷著深刻的變革,農(nóng)民生活質(zhì)量顯著提高,與經(jīng)濟(jì)發(fā)展相對(duì)應(yīng)的實(shí)體加工企業(yè)和家用電器不斷增加,農(nóng)村用電量呈逐年上升的趨勢(shì)。由于我國(guó)農(nóng)村電網(wǎng)的建設(shè)時(shí)間較早,電壓容量及線路的負(fù)荷承載已跟不上當(dāng)下農(nóng)村發(fā)展的需要,造成農(nóng)村地區(qū)用電電力供需不匹配。目前,國(guó)家相關(guān)管理部門(mén)和電網(wǎng)公司相繼出臺(tái)各項(xiàng)政策來(lái)保證農(nóng)村電網(wǎng)升級(jí)改造的順利推進(jìn),提升農(nóng)村電網(wǎng)在經(jīng)濟(jì)社會(huì)轉(zhuǎn)型發(fā)展過(guò)程中能保駕護(hù)航能力。本文以廊坊大尚屯110kV變電站電網(wǎng)技改項(xiàng)目為研究背景,首先通過(guò)對(duì)國(guó)內(nèi)外相關(guān)文獻(xiàn)閱讀并進(jìn)行匯總分析,了解國(guó)內(nèi)外電網(wǎng)技術(shù)改造項(xiàng)目評(píng)價(jià)的相關(guān)理論知識(shí);接著闡述了電網(wǎng)升級(jí)改造項(xiàng)目及其評(píng)價(jià)的基礎(chǔ)理論。其次通過(guò)對(duì)各種評(píng)價(jià)方法的簡(jiǎn)單介紹和對(duì)比選擇分析出可以應(yīng)用于電網(wǎng)升級(jí)改造項(xiàng)目評(píng)價(jià)的科學(xué)有效的評(píng)價(jià)方法;通過(guò)評(píng)價(jià)方法和評(píng)價(jià)思路的結(jié)合,為下文中進(jìn)行具體的項(xiàng)目評(píng)價(jià)提供理論支持,從理論上指引廊坊大尚屯110kV變電站電網(wǎng)技改項(xiàng)目研究的整體實(shí)施過(guò)程。再?gòu)捻?xiàng)目前期、項(xiàng)目準(zhǔn)備、項(xiàng)目實(shí)施、項(xiàng)目驗(yàn)收、項(xiàng)目實(shí)現(xiàn)、項(xiàng)目運(yùn)營(yíng)、設(shè)備退出方案和其他方面影響等幾個(gè)方面來(lái)對(duì)評(píng)價(jià)指標(biāo)具體闡述分析,在此基礎(chǔ)上,建立了廊坊大尚屯110kV變電站項(xiàng)目評(píng)價(jià)指標(biāo)體系。并運(yùn)用成功度評(píng)價(jià)法對(duì)廊坊大尚屯110kV變電站電網(wǎng)技改項(xiàng)目進(jìn)行綜合評(píng)價(jià)并計(jì)算出該項(xiàng)目的綜合評(píng)價(jià)值;最后,對(duì)綜合評(píng)價(jià)結(jié)果進(jìn)行統(tǒng)計(jì)分析,找出該項(xiàng)目的成功之處,總結(jié)出項(xiàng)目實(shí)施后的一些結(jié)論。通過(guò)對(duì)廊坊大尚屯110kV變電站技改項(xiàng)目后評(píng)價(jià)結(jié)果的分析,結(jié)合項(xiàng)目實(shí)際情況總結(jié)了一些經(jīng)驗(yàn)教訓(xùn),以期能夠?qū)︘?xiàng)目、項(xiàng)目執(zhí)行機(jī)構(gòu)和決策方面的一些建議;這些經(jīng)驗(yàn)教訓(xùn)和相關(guān)建議都是項(xiàng)目完成后得到的寶貴財(cái)富,也必將對(duì)以后的類(lèi)似項(xiàng)目實(shí)施提供重要的參考價(jià)值。對(duì)電網(wǎng)技術(shù)改造項(xiàng)目評(píng)價(jià)的研究可以為今后農(nóng)網(wǎng)技術(shù)改造的投資決策提供科學(xué)依據(jù),有利于提高電力企業(yè)的決策水平,進(jìn)而促進(jìn)電力企業(yè)經(jīng)濟(jì)、社會(huì)、環(huán)保等方面發(fā)展目標(biāo)的實(shí)現(xiàn)。
[Abstract]:With the rapid economic development of our country, the rural industrial structure has also undergone profound changes, the quality of life of farmers has been improved significantly, and the number of physical processing enterprises and household appliances corresponding to the economic development has been increasing. Rural electricity consumption is increasing year by year. Because of the early construction time of rural power grid in our country, the voltage capacity and the load bearing of the line can no longer keep up with the needs of the current rural development, resulting in a mismatch between the supply and demand of electricity and power in rural areas. At present, the relevant national management departments and grid companies have issued various policies to ensure the smooth promotion of rural power grid upgrading and transformation, to enhance the rural power grid in the process of economic and social transformation and development can protect the ability. This paper takes Langfang Dashangtun 110kV substation power network technical reform project as the research background. Firstly, through reading and analyzing the relevant literature at home and abroad, we can understand the relevant theoretical knowledge of the domestic and foreign power grid technical transformation project evaluation. Then, the basic theory of power grid upgrade project and its evaluation is expounded. Secondly, through the simple introduction and comparative selection of various evaluation methods, the scientific and effective evaluation methods that can be applied to the evaluation of power grid upgrading and renovation projects are analyzed, and the combination of the evaluation methods and the evaluation ideas, It provides the theoretical support for the specific project evaluation below, and guides the whole implementation process of the research on the power grid technical reform project of Langfang Dashangtun 110kV substation theoretically. On the basis of the analysis of the evaluation index from several aspects, such as pre-project, project preparation, project implementation, project acceptance, project realization, project operation, equipment exit scheme and other aspects, etc. The evaluation index system of 110kV substation project in Langfang is established. The success degree evaluation method is used to evaluate the technical reform project of Langfang Dashangtun 110kV substation and the comprehensive evaluation value of the project is calculated. Finally, the results of the comprehensive evaluation are statistically analyzed to find out the success of the project. Some conclusions after the implementation of the project are summarized. Based on the analysis of the post-evaluation results of the technical transformation project of 110kV substation in Langfang, and combining with the actual situation of the project, this paper summarizes some experiences and lessons in order to make some suggestions on the project, the implementing organization of the project and the decision making. These lessons and relevant suggestions are valuable wealth after the completion of the project, and will certainly provide important reference value for the implementation of similar projects in the future. The research on the evaluation of the power grid technical transformation project can provide scientific basis for the investment decision of the technical transformation of the rural power network in the future, help to improve the decision-making level of the electric power enterprise, and then promote the economy and society of the electric power enterprise. The realization of environmental protection and other development goals.
